Specific Request(S)or Recommendation(S) &Background and Justification RECOMMENDED ACTION: APPROVE and AUTHORIZE the Community Services Director or designee, to execute and submit State Standard Agreement GCTR-1035, Amendment No 1 (County #39-809-18) for General Center Based Child Care Program Services with the California Department of Education for an Inflation Adjustment in the amount of $168,874 for a new maximum reimbursable amount of$4,785,129 for the period from July 1, 2001 through June 30, 2002. FINANCIAL IMPACT: No County funding is required. This contract is funded through the California Department of Education and is included in the Community Services Department's budget for FY 2001-02. TIT . CHILDREN'S IMPACT STATEMENT: The Community Services Department Child Development Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School` and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health to low-income children throughout Centra Costa County. iv. REASONS FOR RECO' MMENDATION BACKGROUND: On June 26, 2001, the Board approved State Agreement GCTR-1035 (County 39-809-18) with the California Department of Education to provide valuable child care and preschool service$. This funding has enabled the County to continue to provide general childcare and state preschool services to program eligible children residing in the County from July 1, 2001 through June 30, 2002. The State Legislature has budgeted additional funds for Child Care and Development programs to compensate for the higher costs associated with these programs. Approval of this amendment will allow the Community Services Department to apply these additional funds to the State Preschool program services. This contract will be reviewed and approved as to form by County Counsel prior to submission to the State. Specific Request(S) or Recommendation(S)&Background and Justification L RECOMMENDED ACTION: APPROVE and AUTHORIZE the Community Services Director or designee to submit a ane-time grant application to the Contra Costa County Community Development Department in the amount of $69,000 for yard and playground repair at Lake Childcare Center for the period from July 1, 2002 through June 30, 2003. IL FINANCIAL IMPACT: If this application is approved and the funds subsequently awarded, an appropriation adjustment will follow. The funding will be included in the Community Services Department's FY 2002-03 Budget. County is required to generate a 25% non-federal match in the amount of$17,250. III. IN". REASONS FOR RECOMMENDATIONS/BACKGROUND: Funding will be for capital improvements at the Lake Childcare Center in the city of San Pablo. The facility is funded with state Child Development dollars. The Community Services Department has limited resources available to maintain the facility. This grant will provide the financial resources needed to repair the playground structure and yard, which will ensure the safety of the children served at the facility. On behalf of the Bay Point Family Health Center, a program of Contra Costa Health Services,we respectfully submit this grant application to your department. The Center requests consideration of grant support in the amount of$22,230,which would be used to provide Bay Point families with Spanish Language and Literacy Assistance. Through this assistance Bay Point families can improve the quality of their lives by overcoming access barriers to health and community services. More than 400 Bay Point families and households have benefited from Spanish Language and Literacy Assistance since CDBG first awarded the Center a grant in fiscal year 2000. For every family who can overcome a language or literacy barrier in order to access a program like Medi-Cal or Healthy Families -the impact on health and family finances is tremendous. Without this grant support the staff at the Bay Point Family Health Center are unable to provide this assistance to community residents. On behalf of the Bay Point Family Health Center staff I ask for your consideration of this third year grant proposal. The request for approval of this grant submission from the Board of Supervisors will come before the Board at their January 8, 2002 meeting. FISCAL IMPACT: This Agreement will provide an amount not to exceed $38, 000 of State funding for the County' s East West Garden Project . No County match is required. REASONS FOR RECOMMENDATIONZBACKGROUND: This project is a collaboration among Community Wellness & Prevention Program, Juvenile Probation, the County Office of Education, and the Greater Richmond Interfaith Program. The East- West Garden Project will provide entrepreneurial experiences for the youth at the Orin Allen Youth Rehab Center, as well as bring much needed fresh produce to limited access areas of West County. The Goal of the project is to increase access to and knowledge about healthy and nutritious food. It will develop a nutrition education program, create a sustainable garden and small farm, a community based food venture; and a food policy, addressing local food and farm issues . Approval of Standard Agreement #28-662-1 will allow this Project to continue through September 30, 2002 .
