AUTHORIZE the County Administrators Office to submit an application for FY 2002/03 CDBG funds in the amount of $50,000 to fund a comprehensive update of the ADA Transition Plan. FISCAL IMPACT: The County is eligible to apply for CDBG funds for the purposes of improving the accessibility of County facilities. A local match of at least 25% of the total project cost is required. The County will fund 50% of the cost of the study, Or $50,000 as a match to the CDBG funds. The match will be budgeted in the Plant Acquisition Fund in FY 2002/03. One requirement of the ADA is that each local agency develop a plan to bring its facilities into full compliance. The County adopted an ADA Transition Plan in 1993 and since that time has made significant progress towards meeting the ADA mandate. The ADA Transition Plan was based on a facility survey done in 1992. Since that time, many projects have been completed, some are outstanding, and many of the facilities in the Plan are no longer in use by the County. In addition, many new facilities are occupied by County departments. A new survey of County facilities will identify areas of greatest need and assist in prioritizing ADA projects. In the first phase of the Update of the ADA Transition Plan, scheduled to begin in early 2002, an ADA specialist will survey 487,000 square feet of space in 10 major County facilities. Phase I of the update is entirely funded by the Plant Acquisition Fund. Phase 11 of the Update, the basis of the CDBG grant, will extend the ADA survey to an additional 1,000,000 square feet of County space. TGro BOARD OF SUPERVISORS ; Contra Casts FROM: Dennis M. SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) &BACKGROUND AND JUSTIFICATION RECOMMENDATIONS AUTHORIZE the Deputy Director of Redevelopment, or his designee, to enter into a contract with the City of Oakland that authorizes the County to receive and administer$457,811 in federal funds from the Department of Housing and Urban Development, for housing and supportive services for low-income persons with HIV/AIDS. FISCAL IMPACT No General Fund impact. HOPWA funds are provided to Contra Costa County from the Department of Housing and Urban Development(HUD) through the City of Oakland, as administering agent. BACKGROUND/REASONS FOR RECOMMENDATIONS The National Affordable Housing Act(Public Law 101-625, approved.November 28, 1990) authorizes the Housing Opportunities for Persons with AIDS Program (HOPWA)to provide states and localities with resources to devise long-term comprehensive strategies for meeting the housing needs of persons with HIV/AIDS and related diseases. Barry, AICP, Director of Community Development MATE: January 8, 2002 SUBJECT: Contra Costa County Technical Assistance Contract (Public Works) SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROU'N'D AND JUSTIFICATION RECOMMENDATIONS AUTHORIZE the Deputy Director-Redevelopment, on behalf of the Contra Costa County Redevelopment Agency, to execute a Technical Assistance Contract with Contra Costa County for Fiscal Year 2001-2002; and AUTHORIZE the Director of Public Works, or his designee, on behalf of the Contra Costa County, to execute a Technical Assistance Contract with the Contra Costa County Redevelopment Agency for Fiscal Year 2001-2002. FISCAL IMPACT The Redevelopment Agency would use tax increment funds to make reimbursements to the County Public Works Department for services renderedin conjunction with Redevelopment implementation not related to specific projects. BACKGROUND/REASONS FOR RECOMMENDATIONS In implementing its four redevelopment programs, Agency staff from time to time require the services of the County's Public Works to provide technical assistance and information. In order to reimburse the County Public Works Department for costs incurred, a contract not to exceed $25,000 is recommended for Fiscal Year 2001-02. RECOMMENDED ACTION: APPROVE and AUTHORIZE the Community Services Director or designee to execute and submit State Standard Agreement #02F-4208 (County #39-813-12) with the California Department of Community Services and Development in the amount of $156,281 for 2002 Community Services Block Grant (CSBG) program Services for the period from January 1, 2002 through December 31, 2002. This funding amount reflects 25% of the Program Year 2002 allocation. An amendment will follow after Federal appropriation is approved and California is advised of its grant award. li. FINANCIAL IMPACT: This Contract is federally funded through the California Department of Community Services and Development. No County funding is required. ill. REASONS FOR RECOMMENDATIONS/13ACKGROUND: On June 26, 2001 the Board of Supervisors approved the 2002-03 Community Action Plan, subsequently amended and approved on July 24, 2001. Approval of the 2002 CSBG State Standard Agreement will provide continuing funds for CSBG self-sufficiency programs and emergency services for eligible county individuals and families. This funding amount of $156,281 reflects 25% of the Program Year 2002 allocation. The Department of Community Services and Development (State) has not received notice on the final federal CSBG allocation for California, thus, the State is forwarding a percentage allocation until the final federal budget is approved. An amendment will follow after the federal appropriation is approved and California is advised of its grant award. Review of the 2002 CSBG State Standard Agreement by the Economic Opportunity Council is scheduled for January 10, 2002. This contract will be reviewed and approved as to form by County Counsel prior to submission to the State. RECOMMENDED ACTION: APPROVE and AUTHORIZE the Community Services Department Director or designee to sUbn it a funding application to the California Department of Education in the amount of $6,652,734 for continuing general childcare and state preschool services for the period from July i, 2002 through June 30, 2003. lI. FINANCIAL IMPACT: No County funding is required. Funding is through the California Department of Education, and if application and subsequent contract is approved, will be included in the Community Services Departments budget for FY 2002-03. ill. CHILDREN'S IMPACT STATEMENT: The Community Services Department Child Development Division supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County. IV REASONS FOR RECOMMENDATIONS/BACKGROUND: Contractual agreements between the County and the California Department of Education are renewed annually until either the County or the California Department of Education decides to tenninate funding. The County is required to apply annually for renewal in order to continue receiving reimbursement for general childcare and state preschool services provided. Rather than submit separate applications for renewal of each individual California Department of Education Agreement (GPRE, GCTR, GWAP, FCTR), the State allows the County to submit a comprehensive application for renewal. Approval of this application by the California Department of Education will result in $6,652,734 in reimbursable funding, which will allow the Community Services Department to continue to provide general childcare and state preschool services to program eligible children.
