Dear Chair Uilkema and Members of the Contra Costa Board of Supervisors:`
4n November 8,2001,the Contra Costa Centre Association Board of Directors voted
unanimously to request the County Board of Supervisors to initiate the process to form a County'
Service Area for the ongoing funding of the Contra Costa Centre Association's Transportation
Demand Management(TDM)Program:
As background,the original TDM obligation was=a condition of development,approval for
Pleasant Hill BART commercial projects,and it was designed to mitigate parking and traffic
impacts of the transit oriented development program at the Pleasant Hill BART Station. The
TDM program has served as a valuable tool for employers and their tenants. The program has
achieved significant success as a model of transit based development;approximately 32 percent
of the employees take alternative modes of transportation to work. The initial funding of the
TDM program through a 1983 assessment proceeding has nearly been exhausted, and a new
source of ongoing funding needs to be established. After numerous discussions with Jim
Kennedy and advice of your County Counsel, it was agreed that forming a County Service Area
is the most appropriate means to generate funds for the TDM programa
