AUTHORIZE the Deputy Director of Redevelopment to submit an application to the
State Department of Housing and Community Development for the Downtown
Rebound Planning Grant for site assessment along the Rodeo Waterfront
FISCAL, IMPACT
No impact on the General Fuad. The program will be funded out of the Downtown
Rebound Grant and Redevelopment Tax Increments as provided for in the adopted
FY 2001-2002. The total chant request will be $20,000 and the total assessment is
expected to cost about$30,000.

BACKGROUND
The Redevelopment Agency and the Rodeo community have identified the Rodeo
Waterfront as the "keystone"to the Redevelopment of the Rodeo community. In order
for the site to develop as an asset to the community, there are numerous issues
associated with the site that need to be resolved. These include ambiguity regarding the
property line between the current owner and the State Lands, the need to redesign the
breakwaters for the Marina, the possibility of toxins in the Silt, accessibility to the site,
and the expense and maintenance of dredging the marina to keep the operations afloat.
The Downtown Rebound Grant will provide funding for the Rodeo community to begin
addressing these issues proactively so the site will be attractive for redevelopment and
will once again become the center of the Rodeo community.
