Review of runt activities at Contra Costs County''Refineries SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&,BACKGROUND AND JUSTIFICATION 13ACKG QI ND: In the lastweek,;,there have been release incidents at both the Chevron and Ultramar Diamond Shamrock Refineries. In addition,there is the threat of strike action at local OR refining facilities as the result of stalled negotiations between management and labor. The Board needs to be brought up to date on these events and advised as to whatever remedial action might be taken by the Beard under the provisions of the Industrial Safety Ordinance', RECOMMENDATION: Request the County Administrator together with the Department of Health Services and the Office of Emergency Services to prepare a full report to the Board on these matters, Request the County Administrator to have available whatever staffing precautions may necessary under the Management of Change provisions'of the Industrial Safety Ordinance.
