RECONSTITUTION OF THE JUVENILE SYSTEMS PLANNING ADVISORY COMMITTEE SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION 1. ACCEPT the Report of the Juvenile Systems Planning Advisory Committee(JSPAC)and AGREE to reconstitute the Committee as specified in Attachment 1. 2. SPECIFY that the terms for all seats'are to be two years,ending March 31 of each cycle,and DIRECT Committee staffto post openings on the reconstituted committee. 3. AUTHORIZE the JSPAC to appoint at least five but no more than ten At Large members as specified'on Attachment 1,and to change the composition of the JSPAC Technical Advisory Board as circumstances dictate the need for more or fewer members,or different areas of expertise; 4. ACKNOWLEDGE that Open Meeting(Brown)Act requirements,the Better Goven nzetit Ordinance,and Board policies on recruitment for vacant seats on Board advisory bodies apply to the JSPAC. 5. RECOGNIZE that Seats 1-10 and 27-36 on the reconstituted committee shall be filled in compliance with the provisions of the Maddy Act. , 6. REQUEST the JSPAC to provide a status report to the Family and Human Services Committee in September 2002,covering their activities since their last report to the Committee in August 2001. R1 01 IND: The Juvenile Systems Planning Advisory Committee'{JSPAC),started out as a rather unstructured group concerned'about the need to plan for and fund a replacement juvenile hall and,later,to develop an entire continuum of services for delinquent youth of Contra Costa County. The size,composition and method of appointment oft e Committee have changed since it was formed in 1992 as the Juvenile Hall Replacement Advisory Committee. It was renamed the Juvenile Systems Planning Advisory Committee in January 1994, and reconstituted in March 1996. Jaep le Hall Cnxrstrrtct on Ylpdate: Gemma Paste reported the construction is progressing and it has been a positive experience to date. They are discussing fm*hin.gs and security systems. Phase I and 11 are moving along consecutively while the wether holds'. The project has been a little bit over budget and good planning has reduced the number'of change orders needed. 'Jim Matheron reported the number of boys at the Ranch is down,as is the Juvenile Hall population. They are moving ahead on the ballfield project at the Ranch. It will go to the Board of Supervisors for approval in Febr�ary with the work to be done by next summer. UNTII ISIMZ3 BIl'3I—i s Ad Hoc Committee on Membership: Chris Adams noted.that staffing is provided to JSPAC by the Probation Department which took over that responsibility from the County Administrator's Office several years ago. ;Carol Hatch and Florence McAuley reported the committee members met to discuss JSPAC membership. Chris asked For a motion to formally establish this ad hoc committee. Carol Hatch moved'to consider the JSPAC subcommittee dealing with'reconstitution of membership as an official committee of JSPAC; Cynthia.Miiler seconded the motion and it was unanimously approved. Chris.noted the committee's'draft is very'similar to idea,,discussed by her'and Steve Bautista. Carol distributed the subcommittee's draft report regarding formal JSPAC membership designation for review and discussion.' Voting'metnbers would be#1 through#25,with#11 thru #21 to come themselves or send a representative. # 2 to #25 are advisory board members plus f-tve to'ten at-..large members appointed by JSPAC. The technical advisory members are to listen and determine haw they could help,but not make policy decisions. It was agreed to designate the political representatives by District rather than by name and to add Congresswoman Barbara Lee and Dion Aroner"s Districts to the list. A dry letter to go to everyone regarding attending or sending a.'representative was reviewed as well as the process recommendations.The subcommittee members are willing to make follow-up JAN-30-2002 17:00 PROBATION ADMINISTRATION 510 313 4191 P.03/05 JSPAC Minutes- 11128/01 -Page 2 calls and when all responses have been received a.meeting will be scheduled and a Chairand Vice-Chair Will be selected, Betty Fisher suggested including a job description with the letters. Florence noted the subcommittee felt it would be better if each Board member appointed'a CBO representative. Bianca Bloom suggested including the name of individuals who are attending the meetings to help the Board of Supervisor's members make a selection decision. Leanne Schlegel suggested including the Public Defender's office and she will do thefollow-up contact to the letter. Leanne also noted FACSAC (Family&Children's Services Advisory Committee)may no longer exist'and she will check that out. A term of office of two years -renewable-was suggested with the same time period designation for the Chau and mice-Chair. lark Morris stated there may be'a need for some specific representatives;i.e.,a youth and parent. These needs will be'addressed with at least one youth and one parent included in the public'at-large members. It was agreed that JSPAC will not meet in December and the next meeting will be January 23, 2002. Hopefully the.responses to the membership letters wil l be received prion to that meeting. Mark advised he will give the final SafeFutures report at the January meeting. Bob Koehly moved to accept the report from the JSPAC Subcommittee on Membership as amended today and direct the subcommittee to send the tetter. The motion was seconded and was unanimously approved. Florence will do the letters with assistance from Probation staff•. It was agreed to indicate in the letter the meeting date for JSPAC as the fourth Wednesday of each month and request a representative be appointed and attend the'January 23"meeting. Chris noted'some Board'of Supervisors members have already made theiar appointments. Carol suggested current members who wish to be reappointed contact their Board member and indicate their interest in serving. Follow-up contacts were assigned. The at-large members will be appointed once the other appointments are made. Florence will send a copy of each letter to the person who will snake the follow-up contact. She will share the letter with Steve and Chris before it is mailed. The members requested Gemma Pasto and Jim Matheron continue to attend JSPAC meetings for technical assistance. NBA RUS NES. C 'A__ _��'20Ot1: Jennifer Deadman has an analysis of CPA 2000 from the Board of Corrections if anyone is interested in reading it. Dave Cnassi advised that CPA 2004(Crime Prevention Act of 2000)began as AB 1913 (Cardenas)and is now known as JJCPA(Juvenile Justice Crime Prevention Act). The sunset was removed from this Act and it was included in the COPS monies and may continue as long as that funding continues. The allocation this year was slightly less than last year. Probation has alnumber of programs in place including continued funding for the SafeFutures portion of the Summit Center,Volunteers in Probation and the OAYRF Aftercare Program(two Probation'Officers at the Ranch and four others in the field working'directly with JAN-30-2002 17:00 PIRA?I SIN ADM I N i STRAT I ON 510 313 4131 P.04/05 JSPAC sautes - 11/28101 - Page 3 Ranch graduates. The Aftercare program is for 90 days to help stabilize the boys back into the community and they then go to regular Probation supervision.).The Deputy Probation Officers in High Schools Program,previously funded through Challenge Grant 1 has also been continued.: In addition,Probation Officers in Middle Schools(with emphasis on prevention),;a Community Probation Program(dealing;with known chronic offenders with Probation Officers stationed at police departments,sharing information and holding kids accountable),and a Family Interven- tion in SubstanceAbuse have been put in place. The Family Intervention Program deals with kids in homes where the families have substance abuse problems. They handle the whole family to provide services to the kids and hold the parents accountable. They receive referrals through the Prop.36 program adult caseloads and from the Employment&Human Services Department. There are currently 18 Deputy',Probation Officer'vacancies in Probation and there will not be a' new employment'list until next month. They are looking for quality people and have been fortunate in hiring several experienced deputies who retired from Alameda County and several other people right out of college. The JJCPA funding is$3.2 million and 41 positions were added to Probation. Jennifer noted the SafeFutures and Challenge Grant 1 program would have ended without these finds. V00,000 is allocated for a fee for services program to provide specific services to kids available through other organizations. The Juvenile Justice Coordinating Council oversees this funding and has to submit an annual plan,due next May. Rene Zeimer advised she serves on a SARK (School Attendance Review Board)and they,see kids with special needs/learning disabilities who could use some of these funds! Dave agreed,and commented Probation sees these needs and that is wby they are serving the middle school kids who need more comprehensive services. Bianca Bloom agreed the SARBs see these kids with major problems and schools need help to work with them. She will discuss this further with Dave. Carol commented on Ruth Ormsby's efforts regarding EPSDT'(Early Periodic Screening Diagnosis&Treatment)(Medi-Cal funding). Sandy said they are encouraged to allow contractors to increase their abilities to serve more kids. This was put in the latest contract signed last July and l d people will be hired to uncap Medi-Cal funding. Carol also commented on the After School Initiative. The County''already has an initiative drawing money down front the State. An RFP(Request for Proposals)has been issued for Board of Supervisors' approval' for CBO contracts with a bidders' fair to be held in mid-December. Kathy McLaughlin is the interim coordinator. Bianca has heard the After School funding may on the Governor's budget cut list, but Jennifer indicated his cuts appear to be offend balances not already spent and she doesn't feel there will be any impact on Probation programs.
