FROM:�OM: John Sweeten, _ Costa Executive Director °j DATE: February 5, 2002 - ----- County SUBJECT: Youthbuild Grant Application, North Richmond Redevelopment Project SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Deputy Director-Redevelopment to submit a' Community Development Block Grant application for the housing rehabilitation component of the Youthbuild Program, North Richmond Redevelopment Project area. FISCAL IMPACT No impact on the General Fund. The total project cost is $1,326,000 of which $250,000 is being requested from 'CDBG. The Department of Housing and Urban Development is providing additional funding in the amount of$400,000. BACKGROUND: On May 21, ''2001,; the Redevelopment Agency authorized a submittal for a $400,000 federal Youthbuild grant. The Agency was successful in securing that grant and is now collaborating with the County Housing Authority and Community Housing Development Corporation (CHDC) of North Richmond to implement the Youthbuild program.'The program also includes a large array of education, service, housing, and economic development partners. Youthbuild will address several community issues and needs in the North Richmond community. The Youthbuild project,' called the 'North Richmond Construction Crew (NRCC) will provide comprehensive training and supportive services to eligible at-risk youth and young adults, aged 16 - 24, from North, with a special focus on engaging youth offenders and parolees. The program provides a blend of educational and vocational training to participants. The participants will receive both'educational and on-the-job construction training. The requested CDBG funds will be used for the housing component; architecture; rehabilitation, and silent second mortgage assistance. It is anticipated when the HUD Youthbuild grant was submitted that additional funds might necessary to supplement the program to ensure success. Upon award of the HUD grant, it was determined that I additional funds were indeed necessary. Therefore, the Agency is submitting for the housing rehabilitation and CHDC is applying, in collaboration with the Agency and Housing Authority, for CDBG funding to expand the training component of the Youthbuild program. The North Richmond Municipal Advisory Council supported the submittal of the CDBG applications at their November 13,'2002, meeting.
