CHILDREN'S I)VACT'' STATEMENT: This Prop 10 program supports the 'following Board of Supervisors community outcomes: "Children' Ready For and. Succeeding in Schaal" and "Families that are Safe, Stable, and Nurturing" . Expected program outcomes include' an increase in positive social and emotional: development, as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and a 'decreased use of acute mental health care. AACKGRCUND/REASON(S) FOR RECOM ENDATION(S) This Contract meets the social needs of County' s population in that it provides screening and early intervention mental health services to at-risk and special-needs children of women who are in the Child Welfare System, and who are receiving substance abuse' treatment services in West County. For .a number of years, Early Childhood'' Mental Health has provided mental health treatment services for children at its facility in Richmond. Approval of Contract #74-160 will allow the 'Contractor to provide services through June 30, 2002 . FINANCIAL IMPACT: Funding for this Contract is included in the Department' s Enterprise I' budget . REASONS FOR RECOMMENDATIONS/BACKGROUND: The Call Center 'Communications System' provides state-of-the -art call center technology for Contra' Costa Health Plan members and Contra Costa Regional Medical Center patients by automatically directing their telephone calls to an appropriate skilled 'staff member. On February '6, 2001, the Board of Supervisors approved Contract #23-278--2 with Robert Asher, for the period from February 8,' 2001 through January 31, 2002, for provision of consultation and technical assistance' to the Department's Information Systems Director with regard to Call Center Communications System administration and support . Approval.' of Contract ##23-278-3' will allow the Contract to continue to provide services, through January 31, 2003 .
