Financial Int act: There is no impact to the County General Fund. The Department will fund this effort by reprioritizing our overhead expenditures. (All Districts) D ATE: February,5, 2002 PAGE 2 III. Reasons for Recommendations and Background: We have been concerned over the discontent of the members of our MaintenanceDivision. Therefore, last year, after consultation with the Training Institute, we retained Interactive Associates to conduct an employee'survey of the division. The consultant held three focus group meetings'of both management and line employees,interviewed over ten individuals and based on the findings designed the survey.The results of the survey showed that morale was low and there was distrust among employees,between employees and supervisors,between first line and second line supervisors and between supervisors.The survey also showed that employees perceived inconsistency in applying policies and favoritism was perceived to be widespread. Many employees are concerned with recent incorporations and annexations to cities. They wondered if the County could maintain:an effective'and viable maintenance division as the County's maintained mileage decreased: All of the above pointed to a need to conduct a major transformation of the Maintenance Division.We need to change the culture to a self-regulated,collaborative and team-based organization and we need to train our employees to be customer oriented and highly skilled in their work as well as the use of technology. We also looked at transformation case studies both in the private and public sectors. When the transformation is successful, productivity tends to go up between twenty to thirty percent, workers compensation expenditure typically'dropped by more than thirty percent and product rej ection rate tends to drop by one to two folds. The major ingredients of success are commitment from the top,maximum effort devoted to the cause and collaboration between management and the unions. Employee'expectation is high and a successful transformation of the division is the only alternative. The union has supported the effort and indicated their desire to work with us. The Department needs to provide the maximum effort to insure success. The Training',Institute has conducted outreach of management consultants. Five consultants were interviewed and on that basis, Interaction Associates was selected to provide leadership training and other management consulting,work.' The scope'of work for this contract includes training classes for all maintenance employees and managers and facilitating the work of a'transformation team. TV. Consequences of Negative Action, If we are unable to hire this consultant it will be difficult to make changes to improve working conditions and productivity in the Maintenance Division. Not implementing these changes will perpetuate the current practice.We expect the employees will be more and more unhappy.This will manifest into higher workers compensation costs. Currently our workers compensation cost is approaching $1 million annually. The Department will not be able to fill pending vacancies with qualified'individuals.',Quality and productivity will continua to fall and we will not be able to meet the expectation of the Board of Supervisors and the public we'serve.' Due to an cin-going shortage of qualified teaching staff available for''hire and the increased need for teaching staff to maintain a full-day, full-year child care and development program., the level of contractor' services requested and received by the Community Services Department, Family and Children's Services'Division exceeded original expectations. Approval of this. request will allow for the County to reimburse the contractor for temporary teaching staff"services prodded to the Community Services Department.
