RECQMMENDATION APPROVE Change Order No. 2 to the Contract dated September 11, 2001 for Sitework for Head Start Classroom Expansion at George Miller Center, 3020 Grant Street, Concord and Antioch Fairgrounds, 1203 W. Tenth Street, Antioch with B & B' Grading & Paving, Inc., Concord, California, and AUTHORIZE the Director of General Services to execute the Change Order, which 'provides for 340 lineal'feet of new 6 inch sewer line 'connected to the existing sewer line at the 'street and increases the contract price by$28,456.72 for a total contract price of$537,080.01. II. FINANCIAL IMPACT There'are sufficient funds in the plant',acquisition account to cover Change Carder No. 2. TIL REASON(S)FOR RECOMMENDATION f BACKGROUND The new sewer line was determined necessary after the new sewer provided by the contract°documents was installed. It was too shallow for hookup to the new modular building procured by separate contract. Therefore, a deeper and longer sewer line must be provided to tap into the existing sewer main.. In January 2000, services were expanded to include pre- and post-employment services to the CalWORKs refugees in West Contra Costa County. BACKGROUND: Cyberspace' Technologies International Inc. has provided services to EHSD through a contract with the Department of Information Technology pending a County-amide solicitation for information technology support. This action' will authorize the EHSD Director to contract directly with Cyberspace Technologies Inc. providing project management and technical support to the Contra Costa County Business Information System (C3BIS) data warehouse project. EHSD intends to issue a public'solicitation'for information technology support during the term of this contract. Contra Costa Television and Contra Costa Health Services'Healthy Families Project, a;protect of the Public Health Division, have foaled a collaborative partnership to establish a contract with Brown-Miller Communications. During the past two years, the partnership between these two county agencies has proven beneficial in reaching the hard to reach Spanish-speaking residents in Contra Costa through the highly successful Vida Sana En Vivo, a Spanish-language program. The program, which is directed by CCTV,'focuses on public'health topics and issues with a'cultural flair: Contra Costa Television and Contra Costa Health Services have again teamed up to work on developing a social marketing campaign focused on health insurance program. This media project funded by the Department of Health Services--SCHIP Program,,'specifically calls for an outreach campaign to reach residents that may qualify for Healthy Families or Medi-Cal. The contract with Brown-Miller Communications is a result of a'bidding process developed and implemented by the Healthy Families Program in October—November 2001. Several agencies and small businesses submitted a range of bids, a'small'committee was convened to review and intake a recommendation to hire a'contractor. While the Healthy Families Program has a good' understanding of the audience to be reach through a social'marketing campaign, Contra Costa'Television has expertise with communication media. We anticipate the outcome of this partnership to be a success. Costs are coveredby the Community Development Department budget. BACKGROUND/REASONS FOR RECOMMENDATIONS In Spring,2001;the permanent IT staff person working within the Community Development Department transferred to another position within the County. Since that time, Mr. Ormiston has taken on the responsibilities for the Department's IT operations. The Department is currently working with DOIT in setting up a department-wide IT network including transitioning to digital'file storage,'photocopying and printing, linking to countywide GIS mapping programs; internal development'of multiple data bases for tracking CDBG and Affordable Housing information,land use applications,contact information for projects and the various committees staffed by the department,and augmentation of the services provided through the Department's website. Mr Ormiston's knowledge and skills in seeking out and implementingi innovative and cost effective technology allow the Department to he more responsive our customers.
