R A CKGROUND- The'Workforce Development Board of Contra Costa (WDB) is a member of a consortium of Bay Area workforce development agencies that is collaborating in a State of'California Employment Development Department Caregiver Training Initiative'Grant. The City of San Jose is the fiscal agent of the consortium. The WDB'intends to utilize these grant funds to develop skill building services in allied health occupations to clients enrolled in the Welfare-to-Work and Workforce Investment Act programs. These grant funds will also be used for'system building and to increase awareness and resources related to this grant and the development of healthcare employment. Approval of the 2002 Low-income Home Energy Assistance Program State Standard Agreement #0213-5159 will provide continuing weatherization assistance, Home Energy Assistance Program (HEAP) services, and Energy Crisis Intervention Program {ECP} Services to eligible county individuals and families throughout Centra Costa County." The California Department of Community Services and Development has not received notice of the final federal LIHEAP allocation, ,therefore, this contract amount is based upon 25% of Contra Costa County Community Services Departments 2001 allocation. An amendment will follow after the Congressional appropriation is approved and California is advised of the amount of its grant award. CHIL00,EN S IMPACT STATEMENT: The Community Services Department Head Start 'Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School's and "Families that are Safe, Mable and Nurturing," These outcomes are achieved by offering comprehensive services, including Nigh quality early childhood education, nutrition, health, and social services, along with a strong parent involvement focus, to low-income children throughout Contra Costa County. .The overall; goal of the program is to bring about a greater degree of social competence iin preschool children from low- income families. IV. R Qtj FOR RECOMME DA 1914SIBACKGRQUISID: On September 11, 2001, the Board of Supervisors approved a grant application to the U.S. Department of Health and Human Services, Administration for:Children and Families in the amount of $1,825,148 for Early Head Start funds. Acceptance of this award will allow the County's Early Head Start Program to serve approximately 2014 program eligible infants/toddlers and their families throughout Contra Costa County.
