Rupf,Sheriff-Coroner DATE: February 15,2002 susjEcT: Contract with Discovery Builders,Inc.for Donated Construction Management Services for Classroom Project at Sheriff's Range,Marsh Creek Detention Facility,Clayton area SPECIFIC REQUEST(5)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION 1. RECOMMENDATION ACTION: APPROVE and AUTHORIZE the Sheriff or designee to execute, a contract with Discovery' Builders, Inc. for the period of February 11 2002 through February 10, 2003, in an amount not to exceed $5,000 for construction management services for construction of a classroom at the Sheriffs Range, Marsh Creek Detention Facility. II. FINANCIAL IMPACT: NONE." Funning for this contract exists in a project account for construction of a classroom at the Sheriffs Range. Ili BACKGROUND/REASONtS) FOR RECOMMENDED ACTION(S): On July 27, 1999,the Board of Supervisors accepted the donation of skilled labor and professional' services from the Northern California Carpenters Regional Council to construct a 2,000-square foot classroom at the Sheriffs Range, Marshy Creels'Detention Facility, and authorized the Sheriff to purchase required building materials at cost and directed the Auditor-Controller to issue necessary warrants for said purchases. The former, temporary classroom has been cleared from the area, all necessary permits for this project have been obtained, and construction now may begin. However, the Northern California Carpenters Regional Council is unable to provide the project management or construction labor required to begin construction. Discovery Builders, Inc. ("Discovery") has the expertise required to manage this project and has offered to donate complete construction management services to the County. In exchange, Discovery has requested that the County indemnify Discovery against potential liability and reimburse Discovery for actual costs incurred (not to exceed $5,000). The proposed contract with Discovery would run from February 11, 2002 through February 10, 2003. The Sheriff recommends that the Board approve the contract to enable the County to take advantage of Discovery's generous offer. IV. CONSEQUENCES OF NEGATIVE ACTION: If authorization is not granted to sign this contract, the County will I e an oppo nity to have this project professionally managed at a cost well below market price. Reasons for Recommendations and Background: Smith, Kempton and Watts have been providing the County with legislative representation in Sacramento on transportation and related matters for several years. They also provide similar services to the Contra Costa Transportation Authority and `help to coordinate our legislative activities' with those of the Authority. The Board's Transportation, Water and Infrastructure' Committee and staff from the Community Development and Public Works Departments met with Smith, Kempton & Watts to develop a scope of work for the 2002 legislative session and on December 18, 2001,the Board of Supervisors adopted goals for transportation related legislation for 2002 TO: . RECOMMENDED ACTION: APPROVE and AUTHORIZE the Community Services Department Director or designee to execute contract amendment #38.465-20' with Childcare Careers to extend the term from March 31, 2002 to June 30, 2002 and to increase the payment limit by $400,000 to a new payment'limit of$600,000 for the provision of contracted temporary teaching staff services. II. FINANCIAL 111IPACT: No County funding is required, Funds are budgeted for FY 01-02 and are available through the federal Head Start Basic Grant and State Department of Education grants. 111. CHILDREN'S IMPACT STATEMENT The Community Services Department Child Development Division supports two of Contra, Costa County's community outcomes: "Children heady for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition,and health to low-income children throughout Contra Costa County. On January 8 2002, the County;Board of Supervisors approved Standard Contract #38- 465-18 for the provision of contracted temporary teaching staff services through March 31, 2042. Approval of this amendment will provide continuing temporary teaching staff services through June 30, 2002.
