FINANCIAL IMPACT: Funds necessary to support this change order are available in the project budget, which was funded by lease revenue bond proceeds. BACKGROUND: This change provides electrical and structural infrastructure necessary to support new radiology equipment at the Martinez Health Center. The original construction contract documents did not include the electrical and structural requirements because these requirements are unique to the radiology equipment manufacturer. The equipment manufacturer, General Electric, recently provided technical drawings to the County to coordinate the installation. The total negotiated cost for this additional work is fair and reasonable as determined by independent estimates from the construction manager. This change order also includes-a six day time extension. APPROVE and AUTHORIZE the County Administrator or his designee to extend the contract with Sperry Capital, for financial advisory services from February 28, 20102 to June 30, 2002. FINAL. IAL IMPACT: The cost of consulting services is covered in the cost of issuance included in each bond issue. Fees are negotiated for each borrowing transaction based upon the size and complexity of the transaction. Other special bond related projects are billed on an hourly basis and charged to occupants of the property for which the bond was issued. g6QKGROUND: Sperry Capital has worked with the County for the past year in the issuance and sale of the County's annual tax and revenue anticipation notes and periodic lease revenue bond issues. The staff assigned also worked for other financial advisors who did consulting work with the County and are extremely familiar with the County and ,are able to prepare the required financial, rating agency, and other documents related to these issues with a minimum of time and cost. Based on the current interest rates, staff anticipates annualdebt service savings of approximately $220,000 per year. In order to achieve these savings, the refinancing must occur over the next few months, with the bonds closing no later than 30 days prior to the June 1, 2002 payment date. Due to the tight deadlines involved in completing this transaction, it would be impractical to cornplete a formal solicitation and selection process for these services and still complete the refinancing by May 1, 2002. It is also likely that the County will issue a new money lease revenue bond issue in late spring or early summer to fund several small capital projects. Bautista, County Probation Officer ;w iftCosta DATE: February 11, 2002 o SUBJECT: Approval to Contract with CPR 2000 Evaluators C County SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION; APPROVE and AUTHORIZE the County Probation Officer to execute a contract with Mark Morris Associates in the amount of $165,000, to provide consulting and evaluation services as a component of the CPA 2000 project for the period of May 1, 2001 through June 30, 2002, BACKGROUND: Pursuant to the Schiff-Cardenas Crime Prevention Act of 2000 (CPA 2000), the State of CaliforniaBoard of Corrections allocated $3;285,543 to Contra Costa County to develop and implement a Comprehensive Multi-agency Juvenile Justice Plan. 1. On March 9, :2001, the Board of Corrections approved Contra Costa's plan and application and authorized the release of funds. Funding from CPA 2000 will allow Contra Costa County Probation Department to maintain funding for significant children's services; II. Funding for the evaluation'will allow the County to continue it's commitment to intensive evaluation of it's new and ongoing programs and to meet the requirements of data collection and reporting in CPA 2000. FISCAL IMPACT: $3,285,543 is available to Contra Costa County through the Schiff-Cardenas Crime Prevention Act of 2000 for expenses incurred through June 30, 2002. $165,000 has been allotted for the evaluation and data collection component. The expanded extent and complexity of inter-agency service agreements, contracts, memorandums of understandings, grants and proposals undernew block funding for the Employment and Human Services Department programs, requires an expanded and technically skilled staffing to provide contract monitoring and management services.
