RECOMMENDATIQX(S') :
Approve and authorize the Health' Services Director or his designee (Chuck
Deutschman) to execute, on behalf of the County, Standard'' Agreement
(Amendment) #29-502-7 (State #SCC07 (,00/01) A2) with the State Department
of Alcohol and Drug Programs, to increase the amount of funding' for fiscal
year 2000-2001 of Contract #29-502-2, a four year agreement' for:the period
from July 1 1998 through June 30, 2002, to receive State General Fund,
Federal Block Grant allocations and Drug/Medi-Cal monies' to fund
approximately 720 of Community Substance Abuse Services .
FISCAL IMPACT:
Funding for this agreement is increased by $59, 670 from State, Federal and
Federal Drug/Medi-Cal as indicated below:'

BACKGROUND/REASON(S) FOR RECOWM ENDAT I€7;(S) :
Standard Agreement (Amendment) #29`-50,2-2, (as amended by ,Standard Agreements
(Amendment) #29-502-3, #29-502-4, and #29-502-5) approved by the Board of
Supervisors on August 17 1999, was based on an initial;, allocation that is
being subsequently revised in this;Standard',Agreement (Amendment) #29-502-7,
based on the current levels of funding.
Approval of this Standard Agreement (Amendment) #29-502-7 will guarantee
that the County will continue to receive the full allocation amount included
in the Agreement and allow the Department to continue providing 'needed
Substance Abuse ;Services
Three sealed copies of this Board Order should be returned to the Contracts
and Grants Unit for submission to the State.

Area Agency on Aging, as part of its strategic planning,-process, conducted a public forum to announce
availability of funds, provide guidelines as to the program requirements and regulations and to solicit input from
caregivers and the community.
Following approval by the Board of Supervisors; October 2001, RFP #1062 Family Caregiver Support Program,
was published. The Area Agency on Aging (AAA) and the Advisory Council on Aging considered those RFP''
#1062 proposals to be responsive that addressed the areas of caregiver and community concerns. The agencies
and programs/services recommended for funding'are listed above.

contract(40-165-0) with United Laotian Community Development, Inc. to provide comprehensive services to
elders in the Southeast Asian Community with a payment limit of$335,000 for the period November 1, 2001

RACKGRO I
United Laotian Community Development, Inc, is a member of the Southeast Asian Senior Access
Collaborative (SEASAC). SEASAC membership also includes the County Area Agency on Aging, the City
of San Pablo, the City of Richmond, the Nest Contra Costa Senior Coalition, and the Lao Senior
Association. SEASAC opplied for and received a California Endowment Grant to develop community
driven, multicultural, multilingual responses to the problem of health care access for Southeast Asian elder
communities.
The Contractor will provide services meeting the following SEASAC goal: provide isolated elders access to
coordinated, comprehensive, culturally sensitive services to include community outreach, bilingual and
bicultural needs assessment and case management, advocacy, information and referral health care, health
education, public benefit programs, transportation, meals, in-home care, social and cultural activities, ESL
classes, and leadership development.
Services provided through this contract will create a cultural bridge that will promote and preserve the
diverse cultures and traditions of the elders and at the same time, facilitate their access to mainstream
services.

L RECOMMENDED ACTION:
APPROVE and AUTHORIZE the County's Chief Information Officer to execute an agreement with the Northrop
Grumman Corporation (which acts as the Oracle Software Corporation's agent in distributing products under the
State of California Oracle Software agreement with Oracle)for a 60-month term Countywide Oracle database
software license, including support and maintenance at a"not to exceed"cost of$1,708,053:.
H. FINANCIAL IMPACT:
The cost is already budgeted by County departments and will be paid by them depending upon their usage level of the
products.
III. REASON FOR RECOMMENDATION AND BACKGROUND:
This,'Enterprise License Agreement" will bringall of County departments, with the exception of the Health Services
Department'(which'has no desire to use Oracle'software)and the Sheriffs Office,under one single perpetual licensing
agreement during the period of contract commencement through August of 2003,and extend support and maintenance
for an additional 48 months.As the Sheriffs Office has not yet decided whether it can justify a business case to juin this
agreement, it has a "60-day option" to join the remaining county departments within the same pricing structure for
licenses and maintenance. Following the 60-day window, the Sheriff will have to pay the then established price for
licenses and support. The use of this licensing process will also result in an annual cast saving of approximately
$284,812(total of$1,424,058)for the County,depending upon the Sheriffs Office exercising its option within 60 days:
Various County departments have been using Oracle database software independently since 1995. Each
department has negotiated individual contracts with the Oracle Corporation for the use of the same series of
products.As such, costs, discounts,length of contract terms, and other components have all differed.This creates
additional cost and administrative burden to the County. In 1998,the County CIO initiated a pilot"multiple
department user license agreement,"which saved the County approximately$700,000 in additional license and
administrative burden costs. In 2001,the County CIO was part of a statewide negotiating team that put together a
statewide licensing contract with the Oracle Corporation. This contract went into effect at the state level in July of
2001.The contract with the County will be utilizing the overall state licensing,support and maintenance discounts.
The following departments have approved budget expenditures and the agreement to move forward with this
contract: Assessor,Auditor-Controller, Building Inspection, Community Development, Department of Child Support
Cervices, County Administrator(budget system), Employment and Human Services Department, Human Resources,
Department of Information Technology, Geographic Information Systems, Probation, Public Works, and the
Treasurer/Tax Collectors,Office.This"named user license"will automatically become a "perpetual use license"
when the total number of county Oracle users reaches a threshold of 3,200. Users in these departments will have
the ability to use the software at the same time, with a"same price"additional allowance for another 1,200 users. It
is anticipated this threshold will carry the County well into the future.
IV. CONSEOUENCES OF NEGATIVE ACTION:
The County will continue to purchase;Oracle software licenses, support and maintenance in the manner we
have been, and will not receive the anticipated$1,424,058 in savings.

RECOMMENDATION:
APPROVE and AUTHORIZE the Animal Services Director, or designee, to amend the current
contract with Sukhwinder Virk, D.V.M. dba Alpine Veterinary Hospital, increasing the payment
limit by $10,000 to $35,000 to pay for spay and neuter services for animals adopted at the
County Animal Shelters and pre-paid by customers the period of March 1, 2001 to February
28, 2002.

BACKGROUND
The contractor has provided this service since the legal changes were enacted that
necessitated spaying or neutering of all animals adopted from the County shelters. The
contract provides for veterinary spay and neuter surgeries, on an as-needed basis. Surgeries
are pre-paid through the County by the persons adopting the animals.`
