BARRY, AIC'P QCounty COMMUNITY DEVELOPMENT DIRECTOR MAURICE SHIU PUBLIC WORKS DIRECTOR DATE: February 26, 2002 SUBJECT: Resolutions Authorizing the Public Works and Community Development Departments to Accept Grants from the California Department of Water Resources for Watershed Projects SPECIFIC"REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION APPROVE resolutions authorizing the Public Works and Community Development Departments to execute contracts with the California Department of Water Resources to receive grants in the amount of$260,000 and $50,000 respectively for the performance of the Walnut Creek Watershed Restoration Project and the Watershed Atlas and Creek Restoration Strategy Project. FISCAL IMPACT The two grants would bring a total of $310,000 of state/federal funds to support County projects. This outside funding is essential if these projects are to be performed. BACKGROUNDIREASONS FOR RECOMMENDATIONS The California Department of Water Resources(DWR)has approved a$260,000 grant to the Flood Control and Water Conservation District to support feasibility analysis of a proposed project on the Lower Walnut Creek Channel to increase flood capacity by expanding the flood plain and restoring wetland habitat. DWR has also approved a $50,000 grant to the Community Development Department to support development of a countywide creek atlas and a program for using volunteers and satellite receivers to map the basic physical features of creeks. Both projects include a number of partners, most notably the Contra Costa Watershed Forum, a broad partnership of public agencies and private organizations working on creek and watershed issues. Likewise, each Department has the assistance of the other for their respective projects. Resolutions authorizing the two grant contracts are attached.. WHEREAS, the Contra Costa County Community Development Department helps to coordinate the Contra Costa Watershed Forum, an open partnership of public agencies and private organization working on creek and watershed issues; and WHEREAS, the Contra Costa Watershed Forum has identified the need for developing a countywide report and reference document on the locations and characteristics of creek and watersheds in County, a document which would be called the Contra Costa County Watershed Atlas and Creek Restoration Strategy; and WHEREAS, the Watershed Forum has also recommended a coordinated effort to map the physical attributes of creeks using hand held Global Positioning System units and Geographic Information System software; and WHEREAS, the map information collected in this way would allow the County and others to know things about creeks such as the canopy cover, the conditions of the creek banks, and the location of inputs to the creeks,basic information that would be very useful for managing the health of our creeks; and WHEREAS, volunteer labor would be used to collect the data, providing the volunteers with an educational experience, providing the effort with a low cost source of labor, and helping to strengthen public involvement in assessment and stewardship of the County's natural resources; and WHEREAS, the map information obtained would be a component of the Contra Costa CountyWatershed Atlas and Creek Restoration Strategy ; and WHEREAS, the State Department of Water Resources has approved a $50,000 grant under the CALFED'Watershed Program for the Contra Costa County Watershed Atlas and Creek Restoration Strategy project; and I hereby certify that this is a true and correct copyof an action taken and entered on the minutes of the Board of Supervisors on the date shown. F3A r R0tFND SLE {31 S FOR RECO MENDA.TIpN S On December 12,, 1995, the Board of Supervisors approved the County' s Emergency Medical Services (EMS) Flan to provide a comprehensive system within 'Contra Costa County that assures the best possible care for ill or injured children. on December 1, 1999, the Board approved Standard Agreement #28-301 with the State Emergency Medical Services Authority to provide funding for the first year of a two year-grant to implement the County' s EMS for Children Program. On December 5, 2000, the Board of Supervisors approved Contract #28-301-1 (as amended by Standard Agreement #28-301-2) which provided funds to allow the County to complete implementation of the Project through March 30, 2002. Approval of Standard. Agreement #28-301.-3 will make' technical adjustments' to the budget,' with no change in the payment limit of $70, 000 . Linder Standard Agreement #28-609-4 ''(State #01-15948) , this project will provide viral load testing services to the County' s AIDS Program, as well as to other 'county health department AIDS 'programs. The testing is funded by ;the 'State Office of AIDS which is `providing this service to HIV infected persons who are not Medi-Cal eligible,, do not have- private aveprivate insurance, and who otherwise 'could not afford this service; , Viral Load Testing is important in prognosis and management Iof antiviral therapy. Therefore, the Department is requesting that the Board Order be correct to accurately reflect the intent of the parties.
