BARRY, AIC'P QCounty COMMUNITY DEVELOPMENT DIRECTOR MAURICE SHIU PUBLIC WORKS DIRECTOR DATE: February 26, 2002 SUBJECT: Resolutions Authorizing the Public Works and Community Development Departments to Accept Grants from the California Department of Water Resources for Watershed Projects SPECIFIC"REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION APPROVE resolutions authorizing the Public Works and Community Development Departments to execute contracts with the California Department of Water Resources to receive grants in the amount of$260,000 and $50,000 respectively for the performance of the Walnut Creek Watershed Restoration Project and the Watershed Atlas and Creek Restoration Strategy Project. FISCAL IMPACT The two grants would bring a total of $310,000 of state/federal funds to support County projects. This outside funding is essential if these projects are to be performed. BACKGROUNDIREASONS FOR RECOMMENDATIONS The California Department of Water Resources(DWR)has approved a$260,000 grant to the Flood Control and Water Conservation District to support feasibility analysis of a proposed project on the Lower Walnut Creek Channel to increase flood capacity by expanding the flood plain and restoring wetland habitat. DWR has also approved a $50,000 grant to the Community Development Department to support development of a countywide creek atlas and a program for using volunteers and satellite receivers to map the basic physical features of creeks. Both projects include a number of partners, most notably the Contra Costa Watershed Forum, a broad partnership of public agencies and private organizations working on creek and watershed issues. Likewise, each Department has the assistance of the other for their respective projects. Resolutions authorizing the two grant contracts are attached.. On December 5, 2000, the Board of Supervisors approved Contract #28-301-1 (as amended by Standard Agreement #28-301-2) which provided funds to allow the County to complete implementation of the Project through March 30, 2002. Approval of Standard. Agreement #28-301.-3 will make' technical adjustments' to the budget,' with no change in the payment limit of $70, 000 .
