Glover Supervisor District V 315 East Leland Road Pittsburg,CA 94565 February 6, 2002 Subject: Resignation Dear Mr. Glover: I was not aware until recently that I must be a registered voter to be on the board. For this reason, I am discharging myself from being a member of Bay PointMunicipal Advisory Council effective today. The public might be wondering why and how this could happen to me and I owe them at least an explanation. My first intention was to apply for a position at Ambrose Recreation and Park District. I was not elected. On the same occasion, Mr. George Delacruz encouraged me to apply for a MAC member position since there was an opening at that time. On a different day, I called Mr. George Delacruz and asked for his advice on what to do to be on the board. He advised me to send a resume to the Supervisor's office and i did just that. I submitted a resume to the Supervisor's office for the MAC position. I was expecting, someone to interview me or at least for there to be some sort of debate between the applicants and perhaps filling out an application. None of this was done and no one ever asked if I' was a registered voter. The next thing I know was Mr. Delacruz announced that I was appointed. I am not trying to point the finger to anyone. The fact is, if the procedure of electing the MAC member was done properly,> I would not have to go through all of this. I would have known earlier that I am not qualified for this position. That would be the end of the story! As a person I feel like I am living in a world with two boundaries. In one hand, I love the United States who gives me tremendous opportunities to be whatever I want it to be. On the other hand, I feel like I am obligated to help my home country in time of need. As a person who was born from family with a political background, I will and I must be able to harmonize both needs without violating the law of its land.My wife is a US citizen and my daughter is also a US citizen. Everyone who comes to this country wants to be a US citizen. Due to political dreams and opportunities, I have to put a hold on my citizenship process at least for the time being. Page 2. 1 am still going to be actively engaged in the Bay Point issues. I just have to play by the rules of the game. As soon as I was aware that I was not qualified for this position:, I made the decision to freely discharge myself. Somehow I was sad that my legal status unabled me to serve the community. To the MAC members, It has been a great Pleasure to work with all of you in addressing the issues facing Bay Point. 1 wish you the best luck to continue representing and serving the people. T ank you. s Kom C ay Point MAC members.
