FIBCA INPACT: There is no financial contribution necessary. BACKGRt)UN© Every two years, the Foundation Consortium hosts"Pilus to Policy a statewide conference that convenes elected and department head polkcymakers, legislative staff, program/service managers, community leaders and other experts committed to organize, support and implement public-private partnerships and collaboratives that work to ensure school success for all children in California. The conference activities include dialogue and identification of "what's working", policy changes to sustain what works, and commitment:to action. "Pilots to Policy"2002 focuses on"community systems supporting all children safe, healthy and ready for school each day". Policy recommendations will be crafted into a post-conference"Agenda for Success"'I which will be broadly circulated for endorsements and presented to candidates. Conference co-sponsorship does not imply endorsement of the "Agenda for Success all ccs-sponsors have an opportunity to review and choose to endorse the resulting post-conference""Agenda for Success". As co-sponsors, the Policy Forum will inform its members and participants about the conference and the opportunity to have displays in the"Gallery of success"that will be set up for the conference. The Contra Costa Children and Families Policy Forum is a 2000 recipient of the Pilots to Policy"Community Approach"award. In a very participatory process we: dialogue; share what is working; identify policy changes that would help sustain what works and commit to action. Former conferences developed specific recommendations in the areas of fiscal strategies linked to results and sustaining programs beyond pilots; improved state data collectionand dissemination; use of schools as community centers involvement of youth and families in local,planning, evaluation, and governance. Policy recommendations from the conference will be crafted into a post-event Agenda for Success that will be broadly circulated for endorsements from organizations and candidates for the November elections. Pilots to Policy 2002 Our purpose is to: 1) Envision what works to foster the community systems that support all children achieving school success,every day. 2) identify what policy changes and actions it wilt take to support that reality. Who +Policymakers at all levels: school sites, school districts, city programs,county and state elected and departmental leaders in health,juvenile justice, should education, social services, mental heath, child welfare, substance abuse. 3 Managers of Programs serving children and families who are committed to collaborative solutions Community Leaders and visionaries from business,community organizing,faith based organizations, nonprofits and youth. ` Experts in youth development, community building, collaboration, advocacy, program sustainability. English will be the language of the full group sessions,mini-discussions may be held in any language. We are recruiting legislative staff, thought leaders, and program innovators. We wilt use a dynamic meeting method called Open Space Technology for this conferencethat promotes inspired, productive collaboration among participants. Instead of a pre- determined list of speakers, all participants are empowered to convene around topics of shared interest and passion. All participants are thus potential resources to this effort. Proceedings from mini-sessions will be published. Appropriate policy recommendations will be crafted into a post-event Agenda for Success, which Witt be broadly circulated for endorsements and presented to candidates. Key legislative staff wilt be invited to participate in the full conference and opportunities for follow-up hearing will be pursued where appropriate.
