SUBJECT: RESOLUTION APPROVING REVISED CALCULATION OF THE PUBLIC HOUSING
OPERATING SUBSIDY FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT (HUD) FOR THE FISCAL YEAR ENDING MARCH 31, 2002
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
ADOPT Resolution No. 5020 approving revised calculation of the Public Housing Operating
Subsidy from HUD for the Housing Authority of the County of Contra Costa for the fiscal year ending
March 31, 2002.
11. FINANCIAL IMPACT:
At the regular Board of Supervisors meeting on December 18, 2001, the calculation of the Public
Housing Operating Subsidy from HUD was approved in the amount of$2,395,999. A revised calculated
funding of$2,784,415 is necessary due to changes in the rules for investment income and FICA
calculations.
Ill. REASONS FOR RECOMMENDATION/BACKGROUND
HUD requires the calculation of the Operating Subsidy for the fiscal year ending March 31, 2002
for the Local Housing Authority Owned Rental Properties.
The calculation reflects a total amount of$2,784,415 in Operating Subsidy for the 2001/2002 fiscal
year. Funding of the Operating Subsidy for the 2001/2002 fiscal year is projected at 99.3% of eligibility
per HUD instructions. This is a revision based on calculations as required by HUD on investment income
and FICA expenses.

IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to adopt Resolution No. 5020 approving the Revised
Calculation of the Operating Subsidy for the above fiscal year, the Housing Authority would not be in
compliance with mandated HUD budget requirements which would result in the cessation of Operating
Subsidy payments and the Housing Authority would receive an audit finding of noncompliance with HUD
regulations.

This information is required by Section 6(c)(4)of the U.S.Housing Act of 1937 The information is the operating budget for the low-income housing program
and provides a summary of proposedibudgeted receipts and expenditures,approval of budgeted receipts and expenditures,and justification of certain specified
amounts.HUD reviews the information to determine if the operating plan adopted by the FHA and the amounts are reasonable and that the PHA Is In compliance
with procedures prescribed by HUD. Responses are required to obtain benefits. This information does not land itself to confidentiality.

1. All regulatory and statutory requirements have been met;
2. The PHA has sufficient operating reserves to meet the working capital needs of its developments;
3. Proposed budget expenditures are necessary in the efficient and economical operation of the housing for the purpose of serving
low-income residents.
4. The budget indicates a source of funds adequate to cover all proposed expenditures;
5. The calculation of eligibility for Federal funding is in accordance with the provisions of the regulations;
6. All proposed rental charges and expenditures will be consistent with provisions of law;
7. The PHA/IHA will comply with the wage rate requirements under 24 CFR 968.1 10(e) and (f) or 24 CFR 905.120(c) and(d);
8. The PHA/IHA will comply with the requirements for access to records and audits under 24 CFR 968.110(i)or 24 CFR 905.120(g);
and
9. The PHA/IHA will comply with the requirements for the reexamination of family income and composition under 24 CFR 960.209,
990.115 and 905.315.
