Barry, AICP County Community Development Director DATE: February 12, 2002 SUBJECT: TIME EXTENSION REQUEST TO MEET THE 50%WASTE DIVERSION GOAL REQUIRED BY THE INTEGRATED WASTE MANAGEMENT ACT (AB 939) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS AUTHORIZE the Community Development Director or his designee to submit to the California Integrated Waste Management Board a Time Extension Request to meet the 50% waste diversion goal required by the Integrated Waste Management Act. FISCAL IMPACT No impact to the County General Fund. BACKGROUND/REASONS FOR RECOMMENDATIONS Submittal of a Time Extension Request will allow Contra Costa County additional time (through 2003) to meet the 50 % diversion required by the Integrated Waste Management Act (AB939). Contra Costa County submitted our 2000 Annual Report demonstrating a 48% diversion rate. SB 1066 now provides flexibility to cities, counties, and regional agencies by allowing multi-year time extension for meeting the 50% diversion required by AB939. Asa result of SB1066, jurisdictions may now request a time extension for a three-year time period that may be extended another two years if sufficient justification is provided by the jurisdiction. In granting the request, the CIWMB Board must consider the information provided by the jurisdiction that contributes to the need for the request; such as lack of markets for recycled materials, facilities built or planned, and the type of residential and nonresidential waste disposed by the jurisdiction, and that a good faith effort has been made to implement programs. To ensure goal achievement,the County has incl ed dition supp ing programs that will continue to evaluate the County's disposed waste stream for re ming di ersion otential. These supporting programs will be implemented concurrently with the expanded programs hi hlighted ' the Plan of Correction. 2. Why does your jurisdiction need the amount of time requ ed Describe any relevant circumstances in the jurisdiction that contribute to the need for a Time Extenslon. The County requests a three-year extension because it will take this amount of time to fully implement the programs described in the Plan of Correction. Because of the large number of public and private entitites involved in integrated waste management in unincorporated Contra Costa County, and because the unincorporated area consists of many scattered small communities, program implementation is often subject to delays. All of the programs described in the Plan of Correction are partly implemented;full implementation is expected by the end of 2002, and these programs should result in sufficient disposal reduction during 2003 to achieve the 50 percent goal. 3. Describe your Jurisdiction's Goad Faith Efforts to implement the programs in Its SRRE. Current 2000 diversion is at 48 percent, as reported in the County's 2000 Annual Report to the CIWMB. The County has achieved this diversion rate through a combination of locally and regionally implemented programs. Programs that have contributed most to the County's diversion or were implemented in 2000 and are expected to increase diversion in subsequent years include: • Curbside Recycling: implemented in 1990. Unincorporated communities are served by six service providers and the type of materials collected by individual haulers continues to expand. All unincorporated residents can recycle the following materials at the curbside: newspaper, cardboard,cereal boxes, white and mixed paper, aluminum,tin/steel, glass bottles, and PET&HDPE bottles. Customers served by VWM can also recycle plastic#3, 4, 5 and 7,and milk cartons. In 2000,the haulers reported that 20,864 tons of material were diverted,which comprised roughly 10%of the County's overall generated waste. • Curbside Greenwaste Collection: " pie nted in 1996. As of 2000,curbside greenwaste collection (including yard waste d wa a and hristmas tree collection) was provided to unincorporated customers serve Bay 'e efus &Recycling, RSS, VWM, Discovery Bay Disposal Service, and Oakley Dispos Service. View of use and VWM reported collecting a combined total of 11,659 tons of greenwas , which alone acco ted for about 5%of the County's generated waste in 2000. In addition to these programs,the County has sponso ed pub c educ ' n and outreach via printed materials, television ads, website development, guides,and school pro rams. T Pian of Correction includes a program that involves an intensive outreach effort targeting the Count larg t commercial and industrial waste generators. The County has also participated in all regional pu ' duction and outreach efforts, including bilingual programs and programs that emphasize economic incentives for recycling, such as redeeming CRV materials. As stated in the response to Question 1 above,the County has implemented all of the programs selected in the ERRE or suitable alternatives. By implementing all of the programs in the ERRE, the County has made a good faith effort to achieve 50 percent diversion. This included an existing manufacturer in the County,Allied Foods, which although their plans to upgrade labeling equipment to reduce waste did not qualify for an RMDZ loan, iWM staff encouraged them to apply for and they received a WRAP award. Numerous other top earning manufacturers in the Contra Costa RMDZ were contacted and exposed to the concept of source reduction through an RMDZ telemarketing campaign conducted in the Summer. The telemarketing campaign involved contacting owners or top managers to explain the RMDZ loan program and eligibility as well as other RMDZ resources available to them. Follow-up letters were sent to them to recap conversations as well as supply literature/brochures that were relevant or desired. Unfortunately, after our marketing efforts began all Zones were notified of a shortage of funds that fiscal year, our Zone ceased our aggressive marketing efforts. We plan to resume this marketing effort when uncertainty regarding the RMDZ program and funding is resolved. iWM staff, acting as Zone Administrator, mailed a letter to multiple recycled rubber manufacturers encouraging them to locate in the Contra Costa RMDZ. We are continuing to assist three recycled rubber manufacturers which contacted us to express potential interest in locating somewhere in our Zone. Additionally, the Zone Administrator attended Zone Administrator training sessions, CIWMB Board meetings, association meetings and seminars to remain informed,provide input and make contact with businesses in the manufacturing sector. 1WM staff worked with the County's franchised haulers to identify the largest commercial generators in our franchise areas. The purpose of compiling the lists was for 1WM staff to contact these generators and offer assistance in reducing their waste in 2001. Contra Costa County participated in the Bay Area 'Paperless Campaign'which is a regional effort in cooperation with many other Bay Area counties and cities. These give-a ways also state that they are made from recycled materials in the hopes of increasing public awareness. IWM staff continued to conduct research and information gathering of green building resources and provide technical assistance on green building practices and recycled goods procurement. The County Board of Supervisors passed a Board Order requiring the development of sustainable building guidelines for County buildings. At least 1,500 cubic yards of mulch was used throughout the year at certain county maintained parks and building landscaping areas. IWM staff staffed our Event Booth at the Bay Area Environmental Educational Resources Fair and Contra Costa County Association of Science and Math Educators Fair to provide materials and guidance for kids and teachers. We featured reused materials for making crafts and plant containers to encourage source reduction. Award winning program for local schools in West County provided over 20 classroom presentations, ten assembly programs and 15 landfill and recycling facility tours (WCCIWMA administered program). 1050-SR-GOV Y I Y 1990 1 AO AO AO AO AO AO 02/05/2002 2.10 PM Page 2 of 17 PARIS Report for Centra Costa—Unincorporated (including City of Oakley) SR-Source Reduction MM 2000 Notes; As a result of the work done by iWM staff and County hospital(aka Contra Costa Regional Medical Center)staff in 1999, the County hospital expanded their reuse in 2000 as follows., primarily reusable egg crate mattress pads and when the disposal pads are used,patients are urged to take them home for continued use; reusable food containers for in-patient side dishes;reusable dishware is now available for staff to use when dining in the cafeteria. IWM staff began compiling a database of recycled content products that can be used as a tool to facilitate the purchase of such items for County Parks, the East Bay Regional Parks District(EBRPD)and Mt. Diablo State Park. We contacted EBRPD to collaborate on potential source reduction, recycling, buy recycled and green building ideas. EBRPD plans on further investigating source reduction and recycling while developing their strategic plan. Additionally,a representative from Mt. Diablo State Park attended the satellite forum we hosted titled"Innovations and Tools in Reaching 50%and Beyond, an Interactive Video Conference on Recycling and Waste Reduction° IWM staff and other County staff attended several sustainable building seminars, workshops and product shows. IWM staff plans on continuing to work with other responsible County Departments to facilitate sustainable building efforts for new County buildings. The County's internal surplus program allows departments to send and receive used office equipment to a central location. Approximately, 500 computers and peripherals per year are donated to non-profit organization primarily for reuse. Due to limited storage space or significant disrepair, office equipment and fumiture is periodically taken to auction or recycled. IWM staff continued working with other County Departments to enhance the surplus program by maximizing reuse. The County General Services Department(GSD)notified IWM staff that they were going to replace more than 500 old traffic light lenses in order to install energy efficient LED lenses. Due to time and space constraints Ca/Max was not a viable alternative, therefore IWM staff sent e-mail messages to multiple environmental/recycling organizations to solicit free pickup of these lenses for reuse or recycling. We were contacted by 25 organizationslpeople wanting varied quantities of lenses. The list of interested parties was then provided to our GSD staff as well as several other entities upon request(e.g. CiWMB and City of Concord). The County employee newsletter printed an article to encourage source reduction practices at worn and offering IWM staff's technical assistance. IWM staff again collected holiday greeting cards from County departments for reuse by non-profit organizations locally and abroad. The tear-off pads featured a mascot named R.i.B.A., which is an acronym for Rotate, Inflate, Balance and Align. The program received many compliments by retailers and several tire companies requested additional tear-off pads for distribution to customers. The tear-off sheets were designed to fit into a glove compartment with consumers' other tire information for easy reference at all times. In response to an RMDZ marketing letter that we mailed to numerous recycled rubber product manufacturers, several inquiries were made regarding potential location in our RMDZ. Three crumb rubber companies have expressed significant interest in creating a facility in our zone. IWM staff,acting as Zone Administrator,has provided assistance and resources to these companies including making contact with economic development staff and other cities within our zone. Due to IWM staff's efforts to introduce our Public Works Department to rubberized asphalt concrete(RAC) technical training and grants through CIWMB, the County paved approximately 40 miles of RAC pavement on four separate road projects in the County. This is equivalent to the use of some 80,000 waste tires, or 50%of the waste tires generated by our unincorporated citizens in one year. IWM staff shared information on the County's use of the above-mentioned CiWMB RAC resources with the CCCSWA five city JPA and that agency subsequently held the same training seminar with some of their cities'public works employees. Contra Costa County participated in the Bay Area 'Paperless Campaign'which is a regional effort in cooperation with many other Bay Area counties and cities. The Paperless campaign involved the development and airtime of materials promoting waste prevention through less consumptionlutilization of office paper. The County in cooperation with other local agencies funded'Paperless'advertisements in local newspapers. Over 1000 "Contra Costa Builder's Guide to Reuse and Recycling"were distributed to builders in the County either through our Recycling Hotline, mailed directly to builders using mailing lists, or through brochure stands provided in our Planning Department and Building inspection lobbies. Our Department featured articles and tips in the County employee's newsletter providing information to employees on how to reduce, reuse, recycle and buy recycled at work.
