Barry, AICP, Community Development Director Costa County DATE: February 12, 2002 SUBJECT: REDESIGNATION OF THE CONTRA COSTA COUNTY HISTORICAL LANDMARKS ADVISORY COMMITTEE SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: AUTHORIZE the redesignation of the Contra Costa County Historical landmarks Advisory Committee (HLAC)to include the four members of the Contra Costa County Historical Society and the Contra Costa County Community Development Director. FISCAL IMPACT: Staff costs for support of the activities of the HLAC would be approximately$2,000 to$3,000 per year. BACKGRQUND/REASON(S) FOR RECOMMENDATION(S): On July 5, 1966,the Board of Supervisors named the Contra Costa County Parks& Recreation Commission (CCCPRC) and the Contra Costa County Historical Society(CCCHS)jointly as the Contra Costa County HLAC"for the purpose of selecting eligible sites and places in the County to be designated as points of historical interest and to be registered as such by the State Department of Parks and Recreation." The CCCPRC is no longer in existence,thereby frustrating the intention of the Board of Supervisors in its naming of the Commission and the CCCHS as the HLAC. In order for the County to propose points of historical interest for registration by the State Department of Parks and Recreation and other applicable governmental agencies,it is timely to reconstitute the County HLAC. It is suggested that the Community Development Director, along with four members of the CCCHS, serve in the capacity of the County's HLAC. The Community Development Department (CDD) maintains a County Historical Resources Inventory that was updated in 1989 in connection with the adoption of the Countywide General Plan. The activities of the Committee would be relatively infrequent but would be supported by CDD staff as an unfunded mandated.
