The WDB has responsibility for overall workforce investment policy, a workforce development plan and oversight of the One-Stop Career Center system. Under the Workforce Investment Act, the "Chief Elected Official" (County Board of Supervisors) is designated as the appointing authority for membership on the WDB. The WDB has 39 seats and 37 members (two members serve in a dual-capacity). The Internal Operations Committee (IOC) screens all WDB nominations. The IOC, at its February 4, 2002 meeting, reviewed and approved the nominations to appoint Aram Hodess and Lily Aman to the Workforce development Board, and now proffers this recommendation to the Board of Supervisors. It is recommended that the County residency requirement be waived in Ms. Aman's case because the One Stop Mandated Partners are mandated under the Workforce Development Act. The Board approved Mr. Hodess's nomination for the Board of Supervisors' consideration on January 14, 2002. Mr. Hodess will fill a labor seat vacated by the resignation of Mr. hick Foley late last year. Labor is a required member of the Board, as prescribed under section 117(b)(2)(A)(iii) of the Workforce Investment Act. Recommendation: The Executive Committee reviewed and approved on December 17, 2001 the nomination of Mr. Hodess to,the Workforce Development Board to fill a vacant labor seat. If approved by the Board, the nomination will be forwarded to the Internal Operations Committee of the County Board of Supervisors (Supervisors John Gioia and Mark DeSaulnier) and the County Board of Supervisors for their action. Fiscal Impact: This action will have no fiscal impact. Impact on Customers: Customers would benefit from this appointment because the Board would obtain additional workforce development experience and perspective on labor issues related to workforce development. Background: Under the Workforce Investment Act of 1998, a majority of the Board's members must be from the business community. As of December 31, 2001 the Board had one business seat vacancy, two mandated partner vacancies (California Human Development Corporation and the State Department of Rehabilitation), and one labor seat vacancy. The Board also has two impending business vacancies (John Doung and Ed Thorpe). The Workforce Investment Act mandates the general composition of the Workforce Development Board. On March 7, 2000 the County Board of Supervisors appointed a 35-member Board, comprised of 20 business representatives and 15 non-business representatives. In mid-2000, two additional mandated partners were added to the Board, increasing the size of the Board to 37 members. Under the Board's Bylaws, the Executive Committee is charged with the responsibility of reviewing and submitting to the full Board for its consideration applications for appointment to the Board by the .County Board of Supervisors. Discussion: Mr. Hodess has been nominated by the Central Labor Council of Contra Costa County to fill a vacant labor seat which resulted from the resignation of Mr. Rick Foley. Although Mr. Green's application shows his residence to be in Stockton, notification has been received that Mr. Green has since become a resident of Pittsburg. The IO Committee reviews nominations to all seats on the Advisory Board, with the exception of the City seats. I have over three years experience in affordable housing finance with the Contra Costa County Community Development Department. My experience has given me an understanding of the economic barriers that homeless individuals and families face in trying to obtain and/or maintain affordable housing in this County. - 2. What are some of your perceptions and/or opinions about _ homelessness in Contra Costa County? While homeless individuals are not as visible in Contra Costa as elsewhere in the Bay Area,there are a large number of homeless individuals and families in the County. Homelessness is a result of the extremely high cost of housing and the low availability of affordable housing. The basic cause of homelessness is a household's lack of adequate resources to maintain their housing.However,the issues that cause a person to become homeless and the barriers to overcoming homelessness are varied.job loss, increased housing costs,or an illness or disability can force a person who is in a marginally stable situation to become homeless. Once homeless, an individual has to overcome the incident that lead to homelessness as well develop the resources to maintain their housing. 3. Why are you interested In homeless issues? I have a professional interest in homeless issues as they relate to the provision of affordable housing. I also have a personal interest in homeless prevention. Supportive services have helped people very close to me avoid homelessness. 4. What specific skills do you bring from your private or business life? I have administered the County's Emergency Shelter Grant(ESG) and Hotzsinppa I'er .ns with AIDS programs for the past three years. I have the ability to analyze the merits and feasibility of different proposals to assist homeless people in obtaining housing. 5. What are your main areas of interest relative to homeless Issues, ie. emergency housing, education,health care,transitional housing, etc? I am most interested in the provision of permanent affordable housing to extremely-low income households. Understanding that many homeless households need service enriched emergency and/or transitional housing as a first step to obtaining permanent housing. I am also interested in seeing those facilities developed. 6. What communities do you represent? I represent the County's Community Development Department. 7. Additional comments.
