SUBJECT: Consulting Services Agreement with Subsurface Consultant,Inc. for geotechnical services for the
Upper and Lower Sand Creek Basins project, Antioch area. (Drainage Area 104)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE and AUTHORIZE the Chief Engineer to execute a contract with Subsurface Consultants,Inc.,in
the amount of$208,550 to provide geotechnical services to the Flood Control and Water Conservation
District for the Upper and Lower Sand Creek Basins project, for the period February 12, 2002 through
January 31, 2003, Antioch area. (Drainage Area 104)
II. Financial lmnact:
There will be no impact to the County General Fund. This consulting services contract will be paid for by
Drainage Area 104 funds.

III. Reasons for Recommendations and Background:
The Upper and Lower Sand Creek Basins are regional detention basin facilities planned to remediate storm
waters generated by the future urban development in the Cities of Antioch and.Brentwood,within the Sand
Creek watershed. Both basins are large facilities capable of holding large quantities of storm waters. As
part of the development of these basins,large quantities of soils must be removed from the sites to construct
the basins. The soils must be tested for contaminants,and classified by type before they will be accepted by
potential disposal sites. Additional testing is also required for design and construction parameters,and to
meet the submittal requirements for the State Division of Dam Safety. All of this testing must be done by a
certified geotechnical engineer.
IV. Consequences of Negative Action:
If this Board Order is not approved, the consulting services agreement will not be executed and future
construction of the basins will be delayed.
