SUBJECT: REQUEST THAT ISSUES RELATED TO THE INDUSTRIAL SAFETY ORDINANCE
BE REFERRED TO THE INTERNAL OPERATIONS COMMITTEE
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
ROMMENDATION:
REFER to the Internal Operations Committee the following issues related to the Industrial
Safety Ordinance:
A. timely notification of hazardous materials releases by industrial facilities, and
B. the County's policy on fines for violations of the California Accidental Release Prevention
Program (CaIARP) and the Industrial Safety Ordinance.
BACI{GROUND:
The 2002 Internal Operations Committee conducted its first meeting On February 4, at which
we considered existing Board referrals and discussed these issues that we believe should be
added to our Committee's work plan for 2002.
Our Committee recommends that two issues raised by the Board last December related to the
Industrial Safety Ordinance (ISO), the timely notification of toxic release incidents and the
County's policies on fines levied for ISO violations, be referred to our Committee for further
study and to obtain input from interested members of the community and industry.
