None. This Contract was funded by State and Federal Funds. No

BACKGROUND/REASON(S) FOR RZCOMMENDATION(S):
On July 16, 2002, the Board of Supervisors approved Contract
#74-129-2 with Sonya Bridgmon, for consultation and technical
assistance with regard to family support counseling services for the
Mental Health Division' s Children' s System of Care, for the period
from July 1, 2002 through June 30, 2003 .
The purpose of this Board Order is to advise the Board that the
Department and the Contractor have mutually agreed to terminate
Contract #74-129-2 , in accordance with General Conditions Paragraph
5 . (Termination) of the Contract, effective September 27, 2002 .

FINANCIAL, IMPACT-

RACKGROUND-
The Department seeks authorization to reduce the above contracts in order to redistribute fund allocations

making adjustments necessary due to budgetary issues.

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, on behalf of the
Weed and Seed Board, to AMEND Contract#21-869-1 with Ms. Belinda Smith to Extend the term from
November 30, 2002 to December 31, 2002 for consultation and technical services to the Weed and Seed
Program.
FINANCIAL IMPACT,
No Additional Costs.
RACKGROTIND-
Ms. Smith is the interim coordinator for the Weed and Seed Program(W&S), with duties of a primary manager
and primary staff to an inter jurisdictional board of directors for crime intervention-prevention program(s)for at
risk youth. W&S requires collaborations between designated at risk communities and public and private entities
to "weed"the communities from violent offenders and to "seed"them with beneficial programs for community
residents.
During the period in which a full time W&S Coordinator is sought, Ms. Smith will remain in the position at ten
hours per week to complete continuing grant applications and to assure funding and reporting requirements are
met. Additionally, Ms. Smith will provide assistance as the program transitions to another interim W&S
Coordinator.

APPROVE and AUTHORIZE the Community Services Director or designee to execute
contract #33-499-21 with the First Baptist Church in the amount of$1,819,950 for Head
Start Delegate Agency services for the period from January 1, 2003 through December 31,
2003.
FINANCIAL IMPACT:
This program is federally funded by the U.S. Department of Health and Human Services,
Administration for Children and Families. First Baptist Church is responsible for the local,
non-cash, in-kind match of$454,990. Funding for the period from January 1, 2003 through
June 30, 2003 is included in the Department's FY 2002-03 Budget. Funding for the period
from July 1, 2003 through December 31, 2003 will be included in the Department's
proposed FY 2003-04 Budget. There is no net County cost to this contract.
CHILDREN'S IMPACT STATEMENT:
The Community Services Department Head Start Program supports two of Contra Costa
County's community outcomes: "Children Ready for and Succeeding in School" and
"Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering
comprehensive services, including high quality early childhood education, nutrition,health,
and social services, along with a strong parent involvement focus, to low-income children
throughout Contra Costa County. The overall goal of the program is to bring about a
greater degree of social competence in preschool children from low-income families.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
On September 10, 2+002 the Board approved and authorized submission of the 2003 Head
Start Continuation Grant Application to the U.S. Department of Health and Human
Services, Administration for Children and Families (ACF) to continue Head Start program
services to program eligible children and their families for the period from January 1, 2003
through December 31,2003.
On December 4, 2001 the Board approved a contract with the First Baptist Church to
continue Head Start program services in East Contra Costa County for the period from
January 1, 2002 through December 31, 2002. Approval of contract#33-499-21 will allow
the First Baptist Church to continue, without interruption, Head Start program services to
children and families during the 2003 calendar year.

Care, Inc., in the amount of $87,255 for Head Start program wrap around
services for the period from January 1, 2003 through June 30, 2003.

Approve and authorize the Health Services Director or his designee (Donna Wigand) to
execute on behalf of the County, Novation Contract #24-928-6 with Fred Finch Mouth Center,
a non-profit corporation, in an amount not to exceed $1,517,844, to provide school ,and
community based mental health services for Seriously Emotionally Disturbed students in the
Mt. Diablo Unified School District and their families, for the period from July 1, 2002
through June 30, 2003. This Contract includes a six-month automatic extension through
December 31, 2003, in an amount not to exceed $758,922.
FISC&L IMPACT:
This Contract is funded 25.8' by Federal FFP Medi-Cal Funds, 24.2 by State EPSDT Funds,
and 50* by Mt. Diablo Unified School District funds. No County funds are required.
This school-based collaborative program supports the following Board of Supervisors,
community outcomes: ;Children Ready for and Succeeding in School"; "Families that are
Safe, Stable., and Nurturing"; and "Communities that are Safe and Provide a High Quality
of Life for Children and Families" . Expected program outcomes include an increase in
positive social and 'emotional development as measured by the Child and Adolescent
Functional .Assessment Scale (CAFAS) .

This Contract meets the social needs of County's population in that it provides school and
community based mental health services, including assessments; individual, group and family
therapy; medication support; case management; outreach; and crisis intervention services
for Seriously Emotioanally Disturbed (SED) middle and high school aged children and their
families.
On September 11, 2001, the Board of Supervisors approved Novation Contract #24-928-5 with
Fred Finch Youth Center for the period from July 1, 2001 through June 30, 2002 (which
included a six-month automatic extension through December 31, 2002) for the provision of
school based mental health services.
Approval of Novation Contract #24-928-6 replaces the six-month automatic extension under
the prior Contract and allows the Contractor to continue providing services through June
30, 2003.

Approve and authorize the Health Services Director, or his designee(Chuck Deutschman)to execute
on behalf of the County, Novation Contract #74-135-1 with Center Point, Inc., a non-profit
corporation,in an amount not to exceed$181,580, for the period from July 1,2002 through June 30,
2003, to provide substance abuse intervention and treatment services. This Contract includes an
automatic six-month extension through December 31, 2003 in an amount not to exceed $90,790.
FISCAL IMPACT: ,
This Contract is funded 100%by State Substance Abuse and Crime Prevention Act(SACPA) -Prop
36 funds. No County funds are required.
BACKGROI7NDIRFASON(S) FOR RECOMMENDATION(S):
The Substance Abuse and Crime Prevention Act of 2000 (Prop 36) has mandated and funded
Counties to establish Alcohol and Other Drug (AOD) treatment programs for non-violent drug
offenders in lieu of incarceration.
On February 6,'2001,the Board of Supervisors designated the County's Health Services Department,
through its Community Substance Abuse Services Division, as the lead agency in Contra Costa
County responsible for the implementation of Prop 36 treatment efforts.
On September 11, 2001, the Board of Supervisors approved Contract #74-135 with Center Point,
Inc.,to providesubstance abuse intervention and treatment services for the period from September
1,2001 through June 30,2002,which included a six-month automatic extension through December
31, 2002. This Novation Contract replaces the six-month automatic extension under the prior
Contract and will allow the Contractor to continue providing services through June 30, 2003.
