FINANCIAL IMPACT: Funded through the California Department of Education. Funds will be added to the Community Services Department's FY 2002-03 budget via an appropriation adjustment. There is no net County cost to this contract. CHILDREN'S IMPACT STATEMENT: The Community Services Department Child Development Division supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County. REASONS FOR RECOMMENDATIONS/BACKGROUND: As an eligible childcare and development contractor, Contra Costa County Community Services Department will receive one-time funding for the purchase of instructional materials and supplies. These funds may be used to purchase either durable or consumable developmentally appropriate and curriculum.-related instructional materials. Approval to execute and submit this contract will allow the Contra Costa County Community Services Department to purchase these materials. Approve and Authorize the Health Services Director, or his designee, to develop and transmit an application along with the necessary certification and assurances to the Contra Costa County Community Development Block Grant (CDBG) for the operation of the Emergency Shelter for families. B. Authorize the Director of Health Services or his designee to accept up to $120,000 in County CDBG funding and enter into a contract with the Contra Costa Community Development Department to perform all responsibilities in relationship to receipt of the funding and contracted provisions for FY 2003 - 2004. FISCAL IMPACT.- The MPACT:The funds requested of the County CDBG are essential to providing adequate emergency housing and supportive services to families year-round. No additional County funds required. BACKGROUND: It is estimated that 14,757 people experience an episode of homelessness each year in Contra Costa County. The Crisis Center's Homeless Hotline, the central access point for the emergency shelters, reported over 26;000 calls last year from homeless individuals and families seeking shelter and services. It is reprehensible to think that even one child has to sleep in a car or on the streets, yet it is believed that 9740 parents and their children experience this horror each year in Contra Costa County. Currently, parents looking for shelter space for themselves and their children flood our Homeless hotlines. As of September 30, 2002, there were 273 families (339 adults, 526 children) on the waiting list to enter the County's Emergency Shelter for Families program. Unfortunately, there are only limited resources throughout the County and the demand for shelter far exceeds the County's current capacity to assist families in need. FISCAL IMPACT: The funds requested of the FEMA Phase 21 is essential to providing adequate emergency housing and supportive services to individuals and families year-round. If funded at the full request. FEMA will help to support 983 bed nights at the year-round adult shelter and approximately 736 bed nights for parents and their children at the family shelter sites. The Contra Costa Crisis Center, the agency that operates the County's Homeless Hotlines and maintains the waiting list for the shelters, reported that during the FY 00-01 they received an average of 1800 inquiries per month by single adults throughout the Bay Area looking for shelter—97%are Contra Costa residents. Even with the recent augmentation of the shelter program for adults. there is a weekly waiting list of approximately sixty men and women wanting to access the shelters. Emergency Shelter for Families It is reprehensible to think that even one child has to sleep in a car or on the streets, yet it is believed that 9740 parents and their children experience this horror each year in Contra Costa County. Currently, our homeless hotlines are being flooded with from parents looking for shelter space for themselves and their children. As of September 30. 2001, there were 271 families (337 adults, 518 children) on the waiting list to enter the County's Emergency Shelter for Families program. Unfortunately, there are only limited resources throughout the County and the demand for shelter far exceeds the County's current capacity to assist families in need. Approval of Grant Agreement #29-660-1 will allow the Contractor to pay the County to provide outreach services through September 30, 2003. It also requires that if the Board designates a local entity for this purpose,it provides sufficient, stable, and noncompetitive funding as provided in the Five-Year Plan for the Waste'fire Recycling Management Program(Five-Year Plan). A$1.00 fee on new tires sold in California provides funding for California's Waste Tire Enforcement Grant program. With the Five-Year Plan,Contra Costa Environmental Health.,as a participating agency,will be ensured of a stable source of funding without the need for an annual application. See attached for additional background information. Contra Costa Environmental Health (CCEH)/General Programs is certified by the CIWMB as the Local Enforcement Agency(LEA) for solid waste in Contra Costa County. The LEA staff provide regulatory oversight for solid waste facilities,including permitting and inspection of landfills and transfer stations. Other services provided include solid waste complaint investigations and code enforcement If the requested funds are granted,the LEA will investigate illegal tire disposal activities, perform waste tire facilities inspections,and survey tire dealers,auto dismantlers,tire haulers,and other points of waste tire generation to ensure compliance with all applicable laws and regulations, including a new required manifest system. WASTE TIDE PROGRAM In_sp_e_t_i_on._s. The LEA will develop and implement an effective inspection and compliance program that includes providing guidance to facility operators and,when necessary,taking enforcement actions to remediate threats to public health and safety, and the environment. Inspections will be conducted of facilities that accept or store more than 500 waste tires at one location. Site Inventory. Businesses that generate waste tires will be inspected to ensure compliance with the required manifest system. Generators are required to use fire haulers that are registered through the State of California. Waste tire transportation and final disposal are documented through the tire manifest system. The LEA will conduct site visits which will provide an opportunity to educate businesses regarding regulatory requirements. This will also serve to establish a database of waste tire generators within Contra Costa County and for CIWMB's main database. Enforcement. Per direction of the CIWMB,the following enforcement procedures will be followed by the LEA if non-compliance is determined: 1) Issuance of Letter of Violation (LOV) and requirement of a Corrective Action Plan (CAP) from the operator,2) Issuance of a warning letter if the owner/operatorfails to submit CAP,and 3) Enforcement measures will be taken in coordination with CIWMB enforcement personnel and with advisement from CCEH and CIWMB Counsel. Sluveillance. A surveillance campaign will be initiated to locate and mitigate illegal tire disposal. It is illegal to store or stockpile tires without required permits. Additionally, those transporting tires must be registered by the State of California and must follow specific manifest requirements. Training. Initially, training will be provided to the LEA by CIWMB personnel. As the tern of the grant contract progresses, the LEA will provide training and educational materials to the generators, haulers, disposal site operators, and the community. Re or . The grantee (or LEA)will be required to submit inspection reports on a quarterly basis. The grantee will also be required to submit an annual report to the CIWMB summarizing the work performed and accomplishments of the program at the end of the grant term. Payments. Grant funds are paid on a reimbursement basis for the actual costs directly related to the implementation of the program. FISCAL IMPACT If a Waste Tire Enforcement Program is implemented within Contra Costa County,the LEA will be responsible for the oversight of approximately 500 waste tine generators, haulers,and disposal sites. The LEA will be authorized to request up to$300,000 annually in grant funds each year for up to five (5)years. Contra Crista Environmental Health-General Programs/LEA will submit a request in an amount ranging from$225,000-$250,000 for the fiscal year 2002-2003. Funding requests for subsequent years will vary based on the scope of the program and the amounts available through the CIVIMB each year. The CIWMB's current limit of$300,000 may increase during the five (5)year term as additional waste fire funds become available. The funding will cover the cost of staff resources for inspections,enforcement,and surveillance, equipment,a vehicle, and educational outreach for the waste tire industry and the public. In order to keep students in school, West Contra Costa Unified School District has requested from Contra Costa Health Services, Public Health Clinic Services, to provide outreach immunization clinics at their middle and elementary schools for their 5th and 6th graders, during the school year. The first year was funded by a grant and succeeding years have been and will be funded by West Contra Costa Unified School District . On March 5, 2002, the Board of Supervisors approved Interagency Agreement #28-688 to implement the Outreach Immunization Clinics, through June 30, 2002 . Approval of this Interagency Agreement #28- 688-1 will continue these immunization clinics through June 30, 2003 .
