Subject: Extension of Emergency Declaration Regarding Homelessness
SPECIFIC REQUEST(S)OR RECON13UNDATION(S)&BACKGROUND AND JUSTIFICATION
Recommendation:
CONTINUE with the emergency action originally taken by the Board on November 16, 1999 regarding
the issue of homelessness in Contra Costa County.
Background:
Government Code Section 8630 required that, for a body which meets weekly that the need to continue
the emergency declaration be reviewed at least every 14 days until the local emergency is terminated. In
no event is the review to take place more than 21 days after the previous review.
With the continuing inclement weather and no additional resources having been able to be placed on line
to assist in sheltering homeless individuals and families, it is appropriate for the Board to continue the
declaration of a local emergency regarding homelessness.
On November 16, 1999, the Board of Supervisors declared a local emergency, pursuant to the
provisions of Government Code Section 8630, on homelessness in Contra Costa County. This local
emergency was extended on December 1, 1999, December 20, 1999, January 11, 2000, January 25,
2000, February 15, 2000, March 7, 2000, March 21, 2000,April 11, 2000, May 16, 2000, June 6, 2000,
July 18, 2000, August 8, 2000, September 12, 2000, September 26, 2000, October 10, 2000, October
24, 2000, November 14, 2000, December 5, 2000, December 19, 2000, January 9, 2001, January 23,

the increasing/epidemic number of AIDS/H1V and Hepatitis C cases among injection drug users in
Contra Costa County.
Background:
Continued Need,far Emergency
The spread of disease, particularly HIV and Hepatitis C, through the sharing of needles continues to be
a grave concern in Contra Costa County. 30% of all people living with AIDS in Contra Costa were
infected by injection drug use with the highest number of AIDS cases in West County. As of December
1997, Richmond had the highest cumulative incidence of AIDS (4.8 per 1000 population) among
Contra Costa cities, with at least 50 cases. Injection drug use was the estimated mode of infection
among 40% of all individuals diagnosed with AIDS in Richmond. Among African Americans diagnosed
with AIDS in Richmond 1982-1998 53%were most likely infected through injection drug use.
Contra Costa Health Services does not currently provide needle exchange services(it is prohibited from
doing so absent a declared public health emergency). CCHS does provide services focused on injection
drug users including: 1-HIV/AIDS Outreach and Education, 2-HIV antibody testing, 3-Substance
Abuse Treatment, 4-Health on Wheels Van, and 5-Substance Abuse Counseling and Treatment for
HIV-infected clients.

Emergency.Declaration for Support of Needle Exchange Programs
Exchange Works, a community-based needle exchange service currently in operation in Contra Costa
currently distributes clean needles on a one-to-one basis. Their volunteer staff currently exchange 5,000
needles per week at two sites. There are no established needle exchange program in East or Central
County.

on October 26, 1999 on the Emergency Upgrade of County Telecommunications Infrastructure.

III. REASON FOR RECOMMENDATION AND BACKGROUND:
On 10/26/99 the Board acknowledged that an emergency exists related to the seismic safety of the
County telecommunications infrastructure and that the emergency will not permit a delay
resulting from competitive solicitation of bids, and delegated to the County Administrator,or
designee,authority to immediately proceed with implementation of the"high priority actions"
recommended by C.S.I.Telecommunications,Inc. The County Administrator's Office in
conjunction with the County'Telecommunications Division is currently proceeding with the
delineation of specifications for the required work, as well as the identification of appropriate
vendors to complete the work. This item was last noticed November S,2002.

RECOMMENDATION
APPROVE and AUTHORIZE the Redevelopment Director,Redevelopment Agency(Redevelopment),to
execute a First Amendment to license between the Contra Costa County Redevelopment Agency and
the East Bay Regional Parks District(EBRPD)to allow EBRPD to realign the Iron Horse Trail between
Hookston Road and Lane,within the San Ramon Transportation Corridor(SRTC), Pleasant Hill area.
FISCAL IMPACT
There will be no financial impact from this action.
BACKGROUND
Contra Costa County owns the majority of that strip of land previously referred to as the former Southern
Pacific Right of Way (SPR/W) and now known as either the Iron Horse Corridor or the San Ramon
Transportation Corridor(SRTC). Redevelopment individually owns that portion of the SRTC from Lisa
Lane to Hookston Road in Pleasant Hill. EBRPD has licensed portions of the SRTC from the County
and Redevelopment over the years on which it has constructed the Iron Horse Trail (IHT). This action
provides for EBRPD's realignment of that portion of the IHT between Hookston Road and Lisa Lane in
Pleasant Hill.

RECOMMENDATION:
APPROVE and AUTHORIZE the Redevelopment Director to execute a contract amendment
with Berryman & Henigar for additional budgetary authority of $5,000 for engineering services
at Pleasant Hill BART Station in an amended total amount not to exceed $29,500 in order to
provide necessary funding for transportation demand management (TDM) programs.
FISCAL IMPACT:
None. County Redevelopment Agency funds will absorb the full costs of the contract.
BACKGROUND:
The Pleasant Hill BART Station Area is a transit village in which residents and workers have a
variety of travel mode options. A core element of the various travel modes, and a key traffic
mitigation measure in the CEQA documents certified at the time of adoption and amendment
of the Pleasant Hill BART Specific Plan, are transportation demand management (TDM)
programs. TDM includes carpooling, vanpooling, ridesharing, flex time, staggered work hours,
guaranteed ride home, telecommuting, etc. The commercial property owners in the area
collectively have a mandate to achieve at least 30% TDM performance, i.e., 30% or more of
the area employees arrive at work via something other than a single occupied car.
The Redevelopment Agency currently has a contract with Berryman & Henigar to provide
engineering services needed to establish a County Service Area to deliver an ongoing source
Of revenue to fund the TDM program. The requested additional budgetary authority of$5,000
is needed in order to complete the necessary engineering services, ' clu 'ng the required
