RECOMMENDATION(Sl:
ACCEPT the County Administrator's report on the findings of a survey among
Bay Area Counties regarding the use of Master Settlement Agreement monies for
Tobacco Prevention.
RECOGNIZE that spending levels for Tobacco Prevention are similar in Contra
Costa County to those in other Bay Area Counties.
RECOGNIZE that,in addition to monies directly dedicated to Tobacco Prevention
Services,many tobacco prevention and tobacco cessation activities are provided
by County medical staff as part of the standard protocol for visitations,
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
In the time of January 2002 through March 2002, CAO staff surveyed Bay Area
Counties asking which tobacco prevention activities were conducted and what funding
levels each of these activities received. CAO staff reported these findings to the
Family and Human Services Committee on June 10, 2002 and on October 14, 2002.
Committee discussions revealed that much of the MSA and Prop 99 monies are woven
into everyday healthcare activities including tobacco prevention and education.
Distinct appropriations for each program activity cannot be made. Counties provided
their best estimates for the level of spending on tobacco prevention activities within
their Proposition 99 allocation.
These estimates are included in the current report. It shows that
• Contra Costa County's MSA allocation for tobacco prevention is comparable
to the other counties and in the lower range, (see Attachment page 1, columns
1, la and lb).

• Contra Costa County's total spending for tobacco prevention is comparable to
other counties and in the mid-range, Attachment page 4, columns 36 and 37),
and.
• Contra Costa County's ratio of allocated tobacco prevention expenses to MSA
revenues is comparable to other counties and in the high-range(See
Attachment page 1, Columns 2, 2a and 2b).
The current system for tobacco prevention is effective and should be supported in its
existing structure. Public Health, the Contra Costa Health Plan, Substance Abuse
Prevention, Police, Sheriff, schools and clinics are networked to jointly provide
tobacco prevention and tobacco control programs (Attachment page 1, columns 3
through 9).
Approximately$220,000 in MSA monies are currently expended on the Contra Costa
Health Plan's tobacco prevention and tobacco cessation classes. (Attachment page 3,
columns 29 and 30). $213,600 in additional State funding for tobacco prevention
were cut for the State's FY 02-03 Budget since the report was issued first. Further
State legislation to increase tobacco funding especially in the areas of enforcement and
youth education should be supported.
