STEERING COMMITTEE FOR THE PLEASANT HILL RECREATION AND PARK DISTRICT
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the County Administrator, or designee, to execute the first
amendment between the County and the City of Pleasant Hill regarding the Phase I Library
Needs Assessment Study to add a seat on the Steering Committee representing the Pleasant
Hill Recreation and Park District.
BACKGROUND:
On May 7, 2002, the Board of Supervisors approved the County's participation on a library
needs assessment steering committee that has general oversight of a study of library service
needs for the Pleasant Hill community and countywide services provided by the Central
Library. The interagency agreement approved by the Board with the City of Pleasant Hill
specifies the steering committee composition:
a 1 member of the Pleasant Hill City Council
1 member of the Board of Supervisors
a 1 Representative from the Friends of the Pleasant Hill Library
♦ 1 representative from the Mt. Diablo Unified School District (MDUSD)
a 1 Youth representative appointed by the MDUSD
r Pleasant Hill's representative to the County Library Commission
County Librarian
♦ Central Library Manager
City Manager of Pleasant Hill
♦ 2 public representatives appointed by the Pleasant Hill City Council
s 2 public representatives appointed by the County Board of Supervisors

Robert B. Berggren, General Manager fo the Pleasant Hill Recreation and Park District
requests, in the attached letter dated October 15, 2002, that a seat be established on the
Steering Committee representing the District and suggests an appointee and alternate
appointee.
The requested addition of a new seat to the Steering Committee will require an amendment to
the interagency agreement between the County and the City of Pleasant Hill that governs the
configuration of the Steering Committee.

The Pleasant Hill Recreation&, Park District would like to request to be inchuied on the Library
Steering Committee. The Bow3 of Directors feel that it is important for our community to look
at all of the various alternative.:that may or may not incline District collaboration. However,
playing a role in the communit, is important for us to be able to communicate and find out what
is happening in this very important decision regarding the library.
The Board of Directors of the P ecreation and Park District have meet and appointed Board
Mermber Sherry Sterrett to be it cl uked with alternate member,Cecile Shepard.
Please consider this request,as I know meetings have already lak=glace. We need to know the
tame and location of firture mee lip for the Library Steering Committee. Please call General

SYNOPSIS
On May 6, 2042, the City Council adopted Resolution No. 30-02 apMving an Agreement with
Contra Costa County regarding a Phase I Labrsay Needs Assessment. As part of that Agrement,
a Steering Committee was estallAished. The Steering Committee did not include a zqxen#ative
f m the Pleasant Hill Rea=t~on and Park District. R is recommended 69 the Agreement be
amended to include a represenr stive from the Pleasant Hill Reartation and Park District on the
Steering Committee.
DISCUSSION
Background
The Steering Committee has Seneval ov=&reVonsibilities for the entire Phase I LaIrary
Needs Assessment study, As pant of the Agreement with Contra Costa County reguffiug
the Phase I study, a Stivr ng Committee was established which inchrdes the fallowing
members: one member from the Pleasant Hill City Council,one member from the Contra
Costa County Hoard of. upervisors, one zqxesentative iian.Friends of&e Pleasant Hill
Ubmry, one representitive from ML Diablo Unified School District, one Youth
representative appointed by the Mt. Diablo Unified School District, the City of Pleasant
Hill's appointed conuni ssioner to the Contra Costa County Library Commission, the
County Librarian, the t:;entral 1AUary Manager, the Pleasant Hill City Manager, two
public representatives f ppointed by the Pleasant Hill City Council, and two public
mixesentatives appoints:t by the Contra Costa County Board of Supe visrrrs.
Analysis
Robert B. Baggren, Gera ral Manager of the Pleasant Hill Roareafm and Park District,
requested in his ... 15, 2002 letter to the Library Task Force that a mpresentafive
f om the Pleasant Hill I.Iecmdon and Park District be included on the 'Task Form. A
copy of the letter is attached.
