SUBJECT: APPROVE and AUTHORIZE the Employment & Human Services Director, or
designee, to AMEND contract (21-727-3) with Michael Lantry Consulting for
project management services and technical consulting increasing the payment
limit from $1,270,860 by $87,600 to a new payment limit not to exceed
$1,368,450 and EXTEND the contract term from October 31, 2002 through
March 31, 2003.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to
AMEND contract (21-727-3) with Michael Lantry Consulting for project management services
and technical consulting increasing the payment limit from $1,270,860 by $97,500 to a new
payment limit not to exceed $1,358,460 and EXTEND the contract term from October 31,
2002 through March 31, 2003.
FISCAL IMPACT:
The addition of$97,600 to this contract will come from State and Federal funds.
BACKGROUND:
Michael Lantry Consulting was chosen as a listed vendor on the State's California Materials
and Services (CMAS) vendor list from which public agencies may draw professional
services. The selection was made after interviews with two other vendors on the CMAS
list. Michael Lantry Consulting was selected based on the contractor's experience with
information technology systems in human services agencies. This time and materials
contract provides technical consultation and management support to the Department's
Division of Information Technology. This amendment is specifically for continued
assistance in implementing CaIWIN, a large-scale system that will have a major impact on
Department operations. The contractor's expertise will help ensure that the Department's
technical infrastructure will adequately support CalWIN.

from June 30, 2001 to December 31, 2002 with no change in payment limit.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Department Director, or designee, to
EXTEND contract term (#18-029-0) with Worldwide Educational Services, Inc. from June 30, 2001 to
December 31, 2002 with no change in payment limit.
FINANCIAL IMPACT:
No County Costs. 100% Federal Funds.
BACKGROUND:
The Board authorized contract #18-029-0 with Worldwide Educational Services, Inc. for provision of
Welfare-to-Work services for the period July 1, 2000 through June 30, 2001. Services were terminated in
accordance with the original contract period. The request to extend the contract period is to conduct a
required audit and to resolve any payment disputes resulting from and based upon audit findings.

This contract supports number three, four, and five of the community outcomes established in the Children's
Report Card: 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable, and
Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and
Families."
RACKGROTINH•
The Volunteer and Emergency Services Program of the Employment and Human Services Department
(EHSD) fundraise and obtain in-kind donations to provide emergency supplemental resources to stabilize
low-income families and individuals in crisis. ESRD receives a grant from the San Francisco Chronicle's
Season of Sharing (SOS) campaign, which the program staff administers. The grant provides housing
assistance to families in crisis. Services provide food, furniture, clothing, toys, and educational supplies
promoting self-sufficiency by removing barriers to employment, housing, and other basic living needs.
Enhancing and supporting the quality of life for the family unit, the program services provide summer
campership donations, tickets to cultural and sporting events, and holiday baskets.
Mr. Morales was selected from a competitive procurement Request for Interest (RFI) #133. He will provide
program staff support services including assessment, counseling, and referral to clients in crisis therefore
intervening and minimizing the crisis families experience.

BACKGROUND:
The Information Technology(IT) Division of the Employment and Human Services Department supports the
technical needs of the entire department, including application development services. Ms. Verzi was selected
after a competitive bid process (Request for Interest# 172)to provide work as Information Systems
Programmer Analyst. She will be primarily working on migrating existing web applications to a new Server and
Database and supporting the Application Development Group with various other projects. These services are
deemed essential as the IT Division is currently involved in several projects.
