1. Recommended Action:
APPROVE project contingency fund increase of$26,000 for a new project contingency fund total of
$78,963 effective December 3, 2002 in order to compensate the contractor, Ghilotti Construction
Company, Inc. for unforeseen extra work.
11. Financiallmpact:
The project contingency funds are currently insufficient to cover the increased cost.The increase in
contingency funds will be funded by 90% Safe Route to School & 10% Measure C/Road Funds.

111. Reasons for Recommendations and Backaround:
Additional funding is needed to pay the contractor for extra work outside the original contractual
agreement. Additional cost were encountered by the contractor in relocating several existing side
sewer laterals. Two of the existing sewer laterals required manholes, to be installed and gas and
water services to be relocated.
IV. Consequences of Negative Action:
The lack of approval would prevent successful completion of this contract and preclude payment to
the contractor for required work.

The Board of Supervisors of Contra Costa County RESOLVES that:
The County of Contra Costa on July 24, 2002 contracted with Ghilotti Construction Company, Inc.,for the
reconstruction of 4t' Street from Harris Avenue to Rodeo Avenue; Pinole Avenue from 3ra Street to 4t"
Street; Napa Avenue from Mariposa Street to 3rd Street and Suisun Avenue from 2nd Street to 3rd Street
in the Rodeo area, with Safeco Insurance Company of America as surety, for work to be performed on
the grounds of the County; and
The Public Works Director reports that said work has been inspected and complies with the approved
plans, special provisions and standard specifications and recommends its acceptance as complete as of
November 5, 2002.
Therefore, said work is ACCEPTED as completed on said date, and the Clerk shall file with the County
Recorder a copy of this Resolution and Notice as a Notice of Completion for said contract.

II. Financial Impact:
Payment totaling $28,020.46 to be made from the State Route 4 East Widening Project, Railroad
Avenue to Loveridge Road,which is 100%reimbursable from Contra Costa Transportation Authority.
III. Reasons for Recommendations and Background:
Bishop Wisecarver Corp. is located in a building .from which they are being displaced because of the
highway-widening project. The payments are part of the relocation entitlement required by Government
Code § 7260, et. Seq.
IV. Consequences of Negative Act ion:
The County will not be in compliance with St and Federal law.

Agreement with Cal Engineering and Geology for the Carquinez Scenic Drive Bike Path
Development Plan in the amount of $75,000 effective August 1, 2002, Martinez area. (ABAG
Grant funds) (District 11)
II. Financial lmpact:
There will be no impact to the General Fund. The project cost is estimated to be$100,000,which
the ABAG Grant funding $75,000 and the County funding $25,000 with local funds.

111. Reasons for Recommendations and Background:
Because of two major landslides the Carquinez Scenic Drive was closed in 1982. The slides have
not been repaired and the road remains closed. The Carquinez Scenic Drive is a part of the San
Francisco Bay Trail System.
In 2001 The San Francisco Bay Trail Project administrated by the Associations of Bay Area
Governments awarded Contra Costa County a $75,000 grant to prepare a Development Plan for
opening the road as a Bicycle Path. The Development Plan will review alternative path
alignments, detail slide repair options, have a long-term path maintenance plan, and cost
estimates for all options. Coordination meetings will be held with adjacent agencies, and the
public prior to completion of the plan.
The East Bay Regional Park District supported the grant application, and supports opening the
Carquinez Scenic Drive as a Bicycle Path.
IV. Consequences of Negative Action:
Failure to approve the agreement will delay completion of the Development Plan and the eventual
opening of the Bicycle Path, and increase the cost.

SUBJECT: A resolution of the Board of Supervisors of Contra Costa County certifying
the availability of local share for the Viera Avenue Bike Lane project in the
amount of$418,000, Antioch area. (Project No. 0676-6P1026)
WHEREAS, the County is soliciting candidate projects for funding under the Bicycle
Transportation Account Program in the Fiscal Year 2003/2004; and
WHEREAS, the staff proposes the construction of bike lanes on Viera Avenue for a total
project cost of$418,000; and
WHEREAS,the Bicycle Transportation Account Program requires the local agency to fund
at least ten percent (10%) of the total project cost, or$41,800.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF CONTRA COSTA
COUNTY: that the Contra Costa County Board of Supervisors hereby certifies that
funds in the amount of$41,800 are available to satisfy the County local share
requirement for the Viera Avenue Bike Lane project.
