In 1985,the Board of Supervisors established a program for recognizing outstanding performance by ounty departments. In December 1985, and each year thereafter,the Board has recognized a departmient with the Award for Excellence. This year, the award recognizes the accomplishments of a department that plays a critical role in the lues of many families in our community. EHSD has struggled with continuing to provide quality services within the constraints of decreasing State and federal funding. Despite these funding pressures, EHSD has accomplished a great deal. A small sample of these accomplishments'ncludes: Imple€°nentation of the new Electronic Benefit Transfer program is underway. This program will eliminate paper warrants and food stamps and allow clients to receive cash aid benefits electronically Asir g ars"ATM card". These cards can then be used to draw cash from their bank or purchase food and can be replaced if iost. mpiementation of the CaIWIN system is on trach for completion in 2003. This State-wide mar-dated system for TAi%,r, Mod.,Cai,food stamps, and a number o;smaller programs,will replace the current computer systems that issue cash,food Stan and Madi-Cal benefits, and will track Welfare-to-Work activity, 6 luring 2002 the average number ber of Medi-Cal eligible individuais served increased by 4%,the number of families In the Welcome Home Baby program,increased 292%, and the number of KInGAP families receiving aid increased 148%. The tremendous increases In these three programs are directly attributable to the efforts of the entire staff. The staff of the Employment and Human Services Department have been highly productive and effective advocates, satisfying their professional and legal mandate with unusual dedication. The staff have continued to perform their function with extraordinary diligence and professionalism. Professional, clerical and support staff have,demonstrated ;n their efforts a personal commitment to their work beyond basic requirements. `,chile clients and their families often show appreciation,seldom do the citizens of the County,through their representatives,the members of the Board of Supervisors, have an opportunity to express their appreciation for a job weil done.
