SUBJECT: ADOPT RESOLUTION NO 5033 AUTHORIZING THE EXECUTIVE DIRECTOR OF THE
HOUSING AUTHORITY TO EXECUTE TITLE TRANSFER AND RELATED DOCUMENTS
FOR DISPOSITION OF THREE LAND PARCELS AT LAS DELTAS 11009A FOR USE IN
A YOUTHBUILD PROGRAM PROJECT IN NORTH RICHMOND
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
1. RECOMMENDED ACTION:
ADOPT RESOLUTION NO. 5033 authorizing the Executive Director of the Housing Authority to
execute a Deed and related documents to enable title transfer of three land parcels with four
severely damaged units at Las Deltas CA 11009A in North Richmond to the non-profit Community
Housing Development Corporation of North Richmond (CHDCNR)for use as affordable housing
for low-income families and for training low-income persons under a Youthbuild Program project.
11. FINANCIAL IMPACT:
Authority Comprehensive Grant Program funds in an amount not to exceed $5,000.00 will be
used to provide title insurance and escrow fees for the ownership transfer. The reduction of four
units from the Authority inventory will proportionately reduce annual grant funds from HUD for
modernization, maintenance, and operations of properties owned by the Authority.
III. REASONS FOR RECOMMENDATION/BACKGROUND
The Board adopted Resolution 5019 on February 5, 2002 approving the transfer of title described'
above to the Contra Costa Redevelopment Agency (RDA)which subsequently selected CHDC to
operate the Youthbuild Program project in North Richmond. As a result the Redevelopment
Agency has asked the Authority to transfer title directly to CHDCNR to expedite the
commencement of the Youthbuild project. Youthbuild is funded by a $400,000 grant from the

U.S. Department of Housing and Urban Development and is operated under agreements between
the RDA and CHDC.
The project will rebuild or replace vacant and severely damaged Authority owned buildings on
three properties with affordable homes built largely with the labor of local at-risk youth.
Youthbuild will also provide direction to the participating youth for basic education and other self
sufficiency needs, on-site construction work training, leadership development, and supportive
services. Upon completion, the Domes will be sold on affordable terms to low-income families.
At its December 16, 2002 regular meeting, the Advisory Housing Commission recommended that
the actions herein be taken by staff and that their recommendation be forwarded to the Board of
Commissioners.
IV, CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to approve the transfer of title, the Housing
Authority and the Redevelopment Agency will not be able to carry out the Youthbuild Project
approved by the Department of Housing and Urban Development.

RESOLUTION APPROVING TRANSFER OF TITLE OWNERSHIP OF THREE LAND PARCELS IN LAS
DELTAS PUBLIC HOUSING DEVELOPMENT 11009A, FOR USE IN A YOUTHBUILD PROGRAM
PROJECT IN NORTH RICHMOND
WHEREAS,the Housing Authority of the County of Contra Costa (Authority)holds title ownership to real
grope rty in Contra Costa County, California,Assessor's Parcel Numbers 409282-0109
(portion)commonly known as 1820 Sixth Street, Richmond,409-251-007(portion),
commonly known as 1835-39 Fourth Street, Richmond, 409162-006(portion), commonly
known as 1711 Fourth Street, Richmond,
WHEREAS, the Board of Commissioners previously approved Resolution 5019 on February 5,2002
approving the Authority donation of the three sites described above to the Redevelopment
Agency of the County of Contra Costa for the Youthbuild project for training and later sale of
the sites with three completed homes to low-income families; and
WHEREAS, the four public housing units on the three sites are not presently habitable and require
extensive rebuilding or replacement;and
WHEREAS, the Authority is participating with the Redevelopment Agency of the County of Contra Costa to
carry out a Youthbuild Program project to provide construction training for youth under a
grant obtained from the U.S. Department of Housing and Urban Development; and
WHEREAS, the non-profit Community Housing Development Corporation of North Richmond(CHDCNR)
has been selected by the Contra Costa Redevelopment Agency for operation of the
Youthbuild Program project in North Richmond;and
WHEREAS, transfer of title from the Housing Authority directly to the three sites to CHDCNR for
proposed Youthbuild project training will eliminate delays in commencing Youthbuild
Program operations and reduce transfer costs, and will allow commencement of Youthbuild
construction and training work and later sale of three homes to low-income families by
CHDCNR,
WHEREAS, the transfer documents will authorize the Housing Authority to terminate the sale to CHDCNR
if CHDCNR fails to sell the rebuilt homes to low-income families;
NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS of
the Housing Authority of the County of Contra Costa that title ownership
of three sites described herein be transferred to the Community Housing Development
Corporation of North Richmond for fulfilling the purposes of the Youthbuild Program in North
Richmond and that the Executive Director is hereby authorized to execute all documents,
including a deed and purchase and sale agreement, necessary to effect said transfer.
