SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RZCOiMNDAT I ON(S) Approve and authorize the Health Services Director or his designee (Donna Wigand) to execute on behalf of the County, Novation Contract #24-938-5 with Seneca Residential and Day Treatment Center, Inc. a non-profit corporation, in an amount not to exceed $924,102, to provide school based mental health services in the West Contra Costa Unified School District, for the period from July 1, 2002 through :Tune 30, 2003 . This Contract includes a six-month automatic extension through December 31, 2003, in an amount not to exceed $452, 051. FISCAL IMPAC': This Contract is 45.9% funded by Federal Medi-Cal funds, 43 .3% by State EPSDT funds, and 10.8% by a West Contra Costa Unified School District Grant. CHILDREN'S IMPACT STATEMENT: This EPSDT Program supports the following Board of Supervisors' community outcomes: "Children Ready for and Succeeding in School"; "Families that are Safe, Stable, and Nurturing" ; and "Communities that are Safe and Provide a High Quality of Life for Children and Families" . Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) . BACKGROUND/REASON(S) FOR RECOMMENDATION(S) This Contract meets the social needs of County's population in that it provides mental health services to an underserved high-risk population within the West -Contra. Costa Unified School District to increase student success in school, at home, and in the community. On December 11, 2001, the Board of Supervisors approved Novation Contract #24-938-4 with Seneca Residential and Day Treatment Center, Inc. for the period from July 1, 2001 through June 30, 2002 (which included a six-month automatic extension through December 31, 2002) for the provision of school based mental health services. Approval of Novation Contract #24-938-5 replaces the six-month automatic extension under the prior Contract, and allows the Contractor to continue providing services through June 30, 2003. This contract includes a six- month automatic extension through December 31, 2003, in an amount not to exceed $230,486. FISCAL IMPACT: This Contract is funded 87% by Federal funds and 13% by State EPSDT funds. CHILDREN'S IMPACT STATEMENT: This Whole Circle System of Care program supports the Board of Supervisors "Children ready for and succeeding in school" ; "Families that are safe, stable, and nurturing" and "Communities that are safe and provide a high quality of life for children and families" community outcomes. Expected outcomes include all goals identified by Children's Statewide System of Care guidelines including an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and a decreased used of the acute care system. BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : This Contract meets the social needs of County's population in that it provides -Intensive Crisis Stabilization Services to Seriously Emotionally Disturbed (SED) children and adolescents (and their families) in high-risk situations, to reduce the need for psychiatric hospitalization. On January 22, 2002, the Board of Supervisors approved Novation Contract 474-058-- 2 with Seneca Residential & Day Treatment Center, Inc. to provide intensive crises stabilization services to youth through the Mobile Crisis Response Teams, for the period from July 1, 2001 through June 30, 2002, with a six-month automatic extension through December 31, 2002 . Approval of Novation Contract #74-058-3 will replace the six-month automatic extension under the prior Contract and allow the Contractor to continue providing services through June 30, 2003 . BACKGRO IREASON(S) FOR RECOM==DATION(S) : This Contractor has been providing intensive day treatment for mentally and emotionally disturbed children and adolescents for many years. The program maintains an ongoing census of approximately 47 youth for the County and serves approximately 70 minors per year. This Contract also provides mental health day treatment services which are required by the Individualized Education Plans (IEPs) for some Special Education Pupils (SEI') under AB 3632 . On December 11, 2001, the Hoard of Supervisors approved Novation Contract #24-133-47 with La Cheim School, Inc. , for the period from July 1, 2001 through June 30, 2002, (which included a six--month automatic extension through December 31, 2002) for the provision of an intensive day treatment program, mental health services, medication support, and case management services, in a school setting for mentally disturbed children and adolescents. Approval of Novation Contract #24-133-48 will replace the six-month automatic extension under the prior Contract, and allow the Contractor to continue providing services through June 30, 2003 . On July 17, 2001 the Board of Supervisors approved Novation Contract #24-700-45 for the period from July 1, 2001 through June 30, 2002 and which included a six-month automatic extension through December 31, 2002 . Approval of Novation Contract ##24-700-47 will replace the six-month automatic extension under the prior Contract, and will allow the Contractor to continueproviding services through June 30, 2003 . Approval of Contract #24-838 -8 will allow the Contractor to continue providing services through June 30, 2003. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S) : Approve and authorize the Health Services Director or his designee (Donna Wigand) to execute on behalf of the County, Novation Contract #24-360-23 with Mental Health Consumer Concerns, Inc. , a non-profit corporation, in an amount not to exceed $380,000, to provide a Community Support Worker Project, a self-help program for "The Contra Costa Network of Mental Health Clients", and operation of community centers and a resource library, for the period from July 1, 2002 through June 30, 2003. This Contract includes a six-month automatic extension through December 31, 2003 in an amount not to exceed $190, 000. FISCAL 114PACT: This Contract is 100% funded by Mental Health Realignment. BACICCI20UD1L31RE.kSON(S) FOR RECOMMENDATION(S) : This Contract meets the social needs of County's population_ in that it provides self-help programs for County's mental health clients and provides a mental health resource library/clearinghouse for County residents. On July 17, 2001, the Board of Supervisors approved Novation Contract ##24-360-21 (as amended by Contract Amendment Agreement ##24-360-22) with Mental Health Consumer Concerns for the period from July 1, 2001 through June 30, 2002 (which included a six-month automatic extension through December 31, 2002) to provide a self-help program for the Contra Costa Network of Mental Health Clients, operate the Contra Costa Community Center and continue the Consumer/ Community Support Worker Project.
