FISCAL IMPACT: This Contract is funded 29% by Federal Medi-Cal (FFP) and 71% by Mental Health Realianment . BACKGROUNDZREASON(S) FOR. RECOMMENDATION(S) : This Contract meets the social needs of County' s population in that it provides a continuum of services to residents transitioning from crisis residential care to transitional residential care and keeps these clients out of higher levels of care, including State Hospitals . On September 18 , 2001, the Board of Supervisors approved Novation Contract 424-751.-68 with Phoenix Programs, Inc . , for the period from July 1, 2001 through June 30, 2002 (which included a six-month automatic extension through December 31, 2002) for the provision of mental health program services for mentally disturbed adults . Approval of Novation Contract #24-751-69 replaces the six-month automatic extension under the prior Agreement and allows the Contractor to continue providing services through June 30, 2003 . BACKGROUND/REASON(S) FOR RECOMMENDATION{S This Contract meets the social needs of County' s population in that it provides trained mental health workers to provide bilingual/ bicultural interpretation and language translation services; non- therapeutic counseling; and information, referral, and advocacy services for Southeast Asian refugees to assist the County' s Mental Health staff in providing services to this client population at the West County Community Mental Health Center. On January 8, 2002 , the Board of Supervisors approved Novation Contract #24-31.2-26 with Asian Community Mental Health Services, Inc. for the period from July 1, 2001 through June 30, 2002 (which included a six-month automatic extension through December 31, 2002) . Approval of Novation Contract #24-312-27 replaces the six-month automatic extension under the prior Contract, and allows the Contractor to continue providing services through June 30, 2003 . CHILDREN'S IMPACT STATEMENT: This Alcohol and Drug Abuse program supports the Board of Supervisors' „Families that are Safe, Stable, and Nurturing" community outcome by providing parenting education, stability, and safety for mothers (and their children) and pregnant women who are alcohol and drug dependent, while they are in substance abuse treatment. Expected outcomes include delivery of drug-free babies, decreased use of alcohol, tobacco and other drugs, reduction in the number of relapses, and creation of a sober social network. BACKGRO'I=/RBASON(S) FOR RZCOMMENDATION(S) : This Contract meets the social needs of County's population in that it provides family-centered alcohol and drug treatment services to pregnant and parenting women, in order to prevent perinatal substance abuse and improve birth outcomes. On January 15, 2002, the Board of Supervisors approved Contract #74-084-2 with Ujima Family Recovery Services, for the period from July 1, 2001 through June 30, 2002, which included a six-month automatic extension through December 31, 2002, for the provision of perinatal residential treatment services for CalWORKs participants at Contractor's facility known as The Rectory. Approval of Novation Contract #74-084 .3, will replace the six-month automatic extension under the prior Contract and will allow Contractor to continue providing services through June 30, 2003 . On February 6, 2001, the Board of Supervisors designated the County' s Health Services Department, through its Community Substance Abuse Services Division, as the lead agency in -Contra Costa County responsible for the implementation of Prop 36 treatment efforts . On October 2 , 2001, the Board of Supervisors approved Contract #74-141 (as amended by Contract Amendment Agreement #74-141-1) with Neighborhood House of North Richmond, Inc . , for the period from September 1, 2001 through June 30, 2002 (which included a six-month automatic extension through December 31, 2002) for the provision of residential substance abuse treatment and detoxification services for Prop 36 Court Referrals . BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : The Substance Abuse and Crime Prevention Act of 2000 (Prop 36) has mandated and funded Counties to establish Alcohol and Other Drug (AOD) treatment programs for non-violent drug offenders in lieu of incarceration. On February 6, 2001, the Board of Supervisors designated the County's Health Services Department, through its Community Substance Abuse Services Division, as the lead agency in Contra Costa County responsible for the implementation of Prop 36 -treatment efforts . On September 11, 2001, the Board of Supervisors approved Contract ##74-133 with New Bridge Foundation, for the period from September 1, 2001 through June 30, 2002, (with a six-month automatic extension through December 31, 2002) for the provision of substance abuse intervention and treatment services . Approval of Contract #74-133-1 will replace the six-month automatic extension under the prior Contract and allow the Contractor to continue providing services through June 30, 2003 .
