RECOMMENDATION:
APPROVE and AUTHORIZE the disk Manager to execute a contract amendment with Essential
Staffing, Inc. to increase the payment limit by $75,000 to a new payment limit of$250,000 for
consulting services and workers' compensation staffing services, with no change in the contract
termination date.
FINANCIAL IMPACT:
Costs for workers' compensation claims administration services are funded through the
Workers' Compensation Self-Insurance Trust Fund.
BACKGROUND/REASONS FOR RECOMMENDATION:
Essential Staffing, Inc. is a firm specializing in workers' compensation claims services. Risk
Management currently has three vacant positions to be filled and one adjuster out for significant
health reasons. These positions are being filled by Essential Staffing personnel. The contract
amendment is being requested to pay invoices for services provided in fiscal year 2002-2003.

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
APPROVE and AUTHORIZE the County Administrator, or designee; to execute a contract with Devorah Levine
for governmental oversight and coordination of the County's Zero Tolerance for Domestic Violence Initiative, in
an amount not to exceed $89,500 for the period from December 1, 2002 to September 30; 2003.
FISCAL IMPACT:
In July 2001 the Governor signed into law SB 425 (Torlakson), the "Contra Costa Zero Tolerance for Domestic
Violence" Act, giving the Board of Supervisors authority to increase fees for certified copies of certain vital
records, to fund governmental oversight, coordination and support of the County's "Zero Tolerance" initiative in
particular and overall efforts in the County to eliminate Domestic Violence, Family Violence, and Elder Abuse.
Funding is provided by Special Revenue Fund 0586.
CHILDREN'S IMPACT STATEMENT:
Coordination and support of all five Contra Costa County Children's Report Card outcomes "Children Ready for
Succeeding in School", "Children and youth Healthy and Preparing for Productive Adulthood", "Families that are
Economically Self Sufficient", "Families that are Safe, Stable and Nurturing,', and "Communities that are Safe
and Provide a High Quality of Life" by reducing harm done to children who witness violence, increasing safety
and employability of victims, and enhancing quality of life.
BACKGROUND:
The Zero Tolerance for Domestic Violence initiative is a multi-agency system improvement effort aimed at
eliminating domestic and family violence and elder abuse. Start-up "Zero Tolerance" initiative activities were
launched in October 2000 and system-wide interventions began in January 2001. In June 2002, a report of
performance outcomes showed significant improvement, such as increased District Attorney fillings, reduced
number of children witnessing violence and reduced repeat offenses among misdemeanor offenders supervised
by the Domestic Violence Court.

1. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the County Counsel, or his designee, to execute an amendment
to the existing contract for special legal services with the firm of Curiale, Dellaverson,
Hirschfield, Kraemer and Sloan to increase the payment limit from $50,000.00 to $70,000.00.
11. FINANCIAL IMPACT
This contract will be funded from County Risk Management revenue.
Ill. BACKGROUND
The approval of this amendment is for the contractor's further work under the contract (i.e.,
providing objective, independent investigations of complaints on a case by case basis as
requested by the County through the Office of the County Counsel).
The only change contemplated by the amendment is to increase the payment limit to
$70,000.00. No other contract items will be changed by the amendment.

BACKGROUND:
Employment and Human Services Department issued a Request for Interest (RFI) in December 2001 on
behalf of the Weed and Seed Board to recruit service providers for the Weed and Seed Program. The Center
for Human Development provides a weekly teen oriented program in North Richmond that includes gang and
drug prevention activities, computer literacy and mentoring. The teen program is a component of the Weed
and Seed Safe Haven activities. Funds will be used to cover a funding gap that is essential to continue the
teen program through the end of the year.

BACKGROUND!
The YMCA of the East Bay-West Contra Costa Branch provides Weed and Seed program services which
include an after school program, a teen leadership program, and a summer day camp program within the
Bayo Vista Public Housing Development in Rodeo. The after school and teen leadership program operates
after school until bpm, five days per week, and the summer day camp program operates five days per week
for six hours per day during the summer months. The program serves a mi m of tgh'irty youth.

This contract will support all of Contra Costa County's community outcomes: (1) "Children Ready for and
Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood";
(3) "Families That are Economically Self-Sufficient"; (4) "Families that are Safe, Stable and Nurturing"; and
(5) "Communities that are Safe and Provide a High Quality of Life for Children and Families." The Bilingual
Outreach Project will provide bilingual and bicultural outreach, linking Latino residents to North Richmond
Service Integration Team (SIT) services. By helping local families overcome language and cultural barriers,
residents of the communities served by this project will benefit from improved access to services.
BACKGROUND
The Bilingual Outreach Program started as a pilot project last year in efforts to link more Latino residents of
North Richmond and Old Town San Pablo to SIT services. According to census data in 2000, Latinos,many of
them monolingual, make up approximately 40% of the population in North Richmond and San Pablo. The
Outreach Workers provide information to the Spanish-speaking community about housing,jobs, domestic
violence and other services available at the SIT sites.
This Board Order will allow Employment and Human Services Department to continue bilingual and bicultural
outreach services in West County. By doing so, accessibility and use of SIT services as well as knowledge and
use of community resources, will increase among the underserved Spanish-speaking community of West
County.

RACKGROTINEL
The Volunteer and Emergency Services Program of the Employment and Human Services Department
(EHSD) fundraise and obtain in-kind donations to provide emergency supplemental resources to stabilize
low-income families and individuals in crisis. Services include emergency food assistance, Adopt-a-Family,
Holiday Assistance Program, Back-to-School Give Away, Kids Day, Camp 4 Kids, and the Ready-to-Work
Clothes Closet (RTW). RTW, a countywide program of the West County Volunteer and Emergency Services
provides business clothing for men and women seeking employment. RTW services include professional
image consultation, employment presentation guidance and interview skills, volunteer work experience,
workshops and seminars addressing barriers to employment, skills to obtain employment, and workplace
skills assistance for employment retention. FY 2001/2002, RTW created multiple Clothes Closet sites for
men and women in West, Central and East County.
Ms. Sharon (Sam) McKay will provide Administrative Associate services to the Volunteer and Emergency
Services Program, West County managing the overall office functions, compiling programmatic and financial
reports, and organizing current and developmental programs. Ms. McKay was selected from a competitive
procurement, Request for Interest (RFI) 133, to fill a position left vacant.

RECOMMENDATION (S):
APPROVE and AUTHORIZE the Community Services Director or designee to execute
contract#38-482-2 with First Baptist Church, a not-for-profit corporation, in the amount of
$43,200 for Head Start ITEECH Program services for the period from January 1, 2003
through December 31,2003.
FINANCIAL IMPACT:
This program is federally funded by the U.S. Department of Health and Human Services,
Administration for Children and Families. Funding for the period from January 1, 2003
through June 30, 2003 is included in the Department's FY 2002-03 Budget. Funding for
the period from July 1, 2003 through December 31, 2003 will be included in the
Department's proposed FY 2003-04 Budget. There is no net County cost to this contract.
CHILDREN'S IMPACT STATEMENT:
The Community Services Department Head Start Program supports two of Contra Costa
County's community outcomes: "Children Ready for and Succeeding in School" and
"Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering
comprehensive services, including high quality early childhood education, nutrition, health,
and social services, along with a strong parent involvement focus, to low-income children
throughout Contra Costa County. The overall goal of the program is to bring about a
greater degree of social competence in preschool children from low-income families.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
On September 10, 2002 the Board approved and authorized submission of the 2003 Head
Start Continuation Grant Application to the U.S. Department of Health and Human
Services, Administration for Children and Families (ACF) to continue Head Start program
services to program eligible children and their families for the period from January 1, 2003
through December 31, 2003.
On December 3, 2002 the Board will review for approval a contract with the First Baptist
Church to continue Head Start program services in East Contra Costa County for the period
from January 1, 2003 through December 31, 2003. Approval will allow the First Baptist
Church to continue, without interruption, Head Start program services to children and
families during the 2003 calendar year.
Approval of the ITEECH contract will provide allowable reimbursement for training of
classroom teachers and other staff at First Baptist Church to meet the education
performance standards described in Section 641A(a)(1)(B) and 648A(a)(2)(A) of the Head
Start Act. This funding is to cover allowable expenditures for sem, (7) individuals
working towards an AA degree, and two (2) individuals work wards a BA degree.

RECOMMENDATIONS)
Approve and authorize the Health Services Director or his designee
(Donna Wigand) to execute on behalf of the County, Novation Contract
424-728-71 with Rubicon Programs, Inc . , a non-profit corporation,
in an amount not to exceed $1, 281, 058, to provide mental, health
program services for mentally disturbed adults in west County, for
the period from July 1, 2002 through June 30, 2003 . This Contract
includes a six-month automatic extension through December 31, 2002
in an amount not to exceed $640, 534 .
FISCAL IMPACT:
This Contract is 49% funded by Federal Medi-Cal funds and 51% funded
by Mental Health Realignment .
BACKGROUND/REASON(S) FOR RECOMMENDATIONS)
This Contract meets the social needs of County' s population in that
it provides outreach services for vocational programs, independent
living residential treatment services, and habilitative day
treatment program services for mentally disturbed adults . These
services are a vital and important part of the County' s continuum
of mental health services for seriously and persistently mentally
ill adults .
On December 18, 2001, the Board of Supervisors approved Novation
Contract #24-728-69 (as amended by Contract Amendment Agreement
#24-728-70) for the period from July 1, 2001 through June 30, 2002
(which included a six-month automatic extension through December 31,
2002) for the provision of mental health program services for
mentally disturbed adults in West County.
Approval of Novation Contract #24-728-71 replaces the six-month
automatic extension under the prior Contract and allows the
Contractor to continue providing services through June 30, 2003 .

RECOMMENDATION(S)_
Approve and authorize the Health Services Director, or his designee
(Chuck Deutschman) to execute on behalf of the County, Novation
Contract #74-162-1 with Rubicon Programs, Inc . , a non-profit
corporation, in an amount not to exceed $167,278 to provide dual
diagnosis treatment services for the period from July 1, 2002
through June 30, 2003 . This Contract includes a six-month automatic
extension through December 31, 2003 , in an amount not to exceed
$83 , 639 .
FISCAL IMPACT
This Contract is funded 100% by State Substance Abuse and Crime
Prevention. Act (SACPA) - Prop 36 funds . No County funds are
required.
BACKOROMD/R.EASON(S) FOR RECOMMENDATION(S11.
The Substance Abuse and Crime Prevention Act of 2000 (Prop 36) has
mandated and funded Counties to establish Alcohol and Other Drug
(AOD) treatment programs for non-violent drug offenders in lieu of
incarceration. On February 6, 2001, the Board of Supervisors
designated the County' s Health Services Department, through its
Community Substance Abuse Services Division, as the lead agency in
Contra Costa County responsible for the implementation of Prop 36
treatment efforts .
-On February 12 , 2002 , the Board of Supervisors approved Contract
#74-162 with Rubicon Programs, Inc. , for the period from February
1, 2002 through June 30 2002, (with a six-month automatic extension
through December 31, 2002) for the provision of dual diagnosis
treatment services for County residents .
Approval of Novation Contract #74-152-1 will replace the six-month
automatic extension under the prior Contract and allow the
Contractor to continue providing services through June 30, 2003 .
