L RECOMMENDATIONS:
ADOPT a resolution to AUTHORIZE the Health Services Director or designee to submit and execute a
funding application for EHAP X fund allocations in FY 2003-2004 in an amount up to $50,000.
II. FISCAL IMPACT:
The funds requested of the Emergency Housing Assistance Program(EHAP)Round X are essential to providing
adequate emergency housing and supportive services to families year-round. No additional County funds are
required to match this revenue.
III.11ACKGROUND:
It is estimated that 14,757 people experience an episode of homelessness each year in Contra Costa County. The
Crisis Center's Homeless Hotline,the central access point for the emergency shelters, reported over 25,000 calls
last year from homeless individuals and families seeking shelter and services. As of October 2002,there were 228
families on the waiting list to enter the County's Emergency Shelter for Families program.
EHAP Round X funds will support emergency motel vouchers for families referred by the Contra Costa Homeless
Hotline, rental assistance to families accessing Shelter, Inc. and shelter beds for families accessing Greater
Richmond Interfaith Program, STAND Against Domestic Violence, and the County Homeless Program.

RWEREAS the State of California, Department of Housing and Community
Development, Division of Community Affairs, issued a Notice of Funding Availability
(NOFA) for the Emergency Housing and Assistance Program(EHAP)Round X; and
RWEREAS Contra Costa Health Services is a nonprofit corporation or local government
agency that is eligible and wishes to apply for and receive an EHAP grant,
NOW THEREFORE IT BE RESOLVED THAT:
The Board of Supervisor of Centra Costa County hereby authorizes the Director of
Health Services, or his designee to apply for an EHAP grant in an amount not more than
the maximum amount permitted by the NOFA, and in accordance with the program
statute, Regulation, and Local Emergency Shelter Strategy.
If the,grant application authorized by this Resolution is approved, the Contra Costa
Health Services hereby agrees to use the EHAP funds for eligible activities in the manner
presented in the application as approved by the Department and in accordance with the
program statute(Health and Safety Code Section 50800— 50806.5) and Regulations
(Title 25, Division 1, Chapter 7, Subchapter 12, Sections 7950 through 7976 of the
California Code of Regulations), and Chapter 117, Statutes of 2002, and the Standard
Agreement.
If the grant application authorized by this Resolution is approved, the Director of Health
Services is authorized to sign the Standard Agreement and any subsequent amendments
with the Department for the purposes of this grant.

RECOMMENDATION (S):
APPROVE and AUTHORIZE the Community Services Director or designee to
execute and submit Short Form Service Agreement RSR2-108 with the Contra
Costa Children and Families Commission in the amount of $3,000 for Reddy Set
Read Literacy Program services for the period from November 15, 2002 through
May 31, 2003.
FINANCIAL IMPACT:
This contract is funded through the Proposition 10 allocation administered by the
Children and Families Commission. Funding for this contract will be added to the
Community Services Department's FY 2002-03 Budget. There is no net County
cost to this contract.
CHILDREN'S IMPACT STATEMENT:
The Community Services Department Head Start Program supports two of Contra
Costa County's community outcomes: "Children Ready for and Succeeding in
School" and "Families that are Safe, Stable and Nurturing." These outcomes are
achieved by offering comprehensive services, including high quality early
childhood education, nutrition, health, and social services, along with a strong
parent involvement focus, to low-income children throughout Contra Costa
County. The overall goal of the program is to bring about a greater degree of
social competence in preschool children from low-income families.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
Project funds will support a new after-hours literacy program in San Pablo,
building an early childhood library, and providing age-appropriate reading
materials in a festive classroom setting. Skilled early childhood educators will
provide reading techniques training and free books to 120 low-income parents and
families.
Approval of this contract will allow the Community Services Department to provide
Ready Set Read Literacy Program services to program eligible families and
children in Contra Costa County.

RECOMMENDATION(S):
1. APPROVE and AUTHORIZE the County Administrator, or designee, to execute an amendment to the
Consulting Services Agreement with O'Brien-Kreitzberg Inc., to increase the payment limit by $92,077 to a
new payment limit of $751,057 for additional construction management services at the Family Law
Center.
2. APPROVE and AUTHORIZE the County Administrator, or designee, to issue written authorizations for
extra work to the above referenced contract, provided that the cumulative cost for all such authorizations
does not exceed $25,000.
FINANCIAL.IMPACT:
These services are budgeted for the project.
BACKGROUND:
On February 27, 2001 the Board of Supervisors authorized a contract amendment with O'Brien Kreitzberg for
construction management services at the Family Law Center. The schedule incorporated with that
amendment stipulated that construction would be complete by August 2002. However, delays during project
bidding postponed the Notice to Proceed significantly. Construction is currently on schedule for completion by
March 2003. Amendment#3 increased the payment limit by$25,000 and extended CM services through
November 2002. This fourth amendment provides for an extension of construction management services
from November 2002 to April 2003.

Les Spahnn has been the County's state lobbyist for approximately 17 years. In recent years, our contract has
been with the firm in which he was a partner, Reim, Kelly, Noack and Spahnn. Recently, the partnership
dissolved and the County terminated its contract with the firm.

Les Spahnn has established his own firm, L. Scott Spahnn and Associates. This contract will allow for
continued representation by Mr. Spahnn. in addition, Mr. Spahnn will be handling flood control/clean water
issues on behalf of the County. The Public Works Department believes that we need state representation on this
issue to ensure that our interests are communicated and that the County receives its fair share of state
allocations. The contract also allows for a $25,000 consulting subcontract with Cathy Christian of Nielsen,
Merskamer. Ms. Christian is and has been heavily involved in broad state policy and budgetary issues which
affect local government. Ms. Christian's association with Mr. Spahnn will provide the County with excellent
access to critical discussions in the Capitol that are likely to significantly affect future County programs and
resources. Overall, the proposed contract will strengthen Contra Costa County's presence on statewide issues
as well as continue our excellent representation and advocacy of County specific issues.

BACKGROUND /REASONS FOR RECOMMENDATIONS
The consultant, Urban Financial Services Group (UFSG), currently manages the CDBG
Micro-enterprise and Small Business Revolving Loan programs for the County. The
Programs are directed primarily to very low-and low-income micro-enterprises and/or small
businesses for the purposes of job creation, retention, and/or attraction. In the last eight
months there has been an increase in activity in both programs and therefore it is
necessary to increase the consultant's contract amount. During this time period, 6 loans
have been made creating 15 new jobs. In the next six months, it is anticipated that an
additional 5-10 loans will be approved. Services provided by UFSG include: program
marketing, technical assistance to prospective applicants, loan processing, loan servicing
and compliance monitoring.

1. RECOMMENDATION:
APPROVE and AUTHORIZE the Sheriff, or his designee, to execute a contract on behalf of the
County with the West Contra Costa Narcotic Enforcement Team (WestNET) in an amount not to
exceed $115,055 to provide clerical support services for the period of January 1, 2003 to December
31, 2004.
11. FINANCIAL IMPACT:
NONE. No increase in General Fund Costs is anticipated. All costs are reimbursable by participating
agencies.
111. BACKGROUND:
The West Contra Cost Narcotic Enforcement Team (WestNET) was established by the California
Department of Justice Narcotic Enforcement and the following participating agencies: Contra
Costa County District Attorney's Office, El Cerrito Police Department, Hercules Police Department,
Kensington Police Department, Pinole Police Department, Richmond Police Department, San
Pablo Police Department and the Office of the Sheriff. WestNET combines the investigative
services and resources of the member agencies to enforce controlled substance laws in west
Contra Costa County.
Clerical support is currently provided through temporary agencies. Due to the sensitive nature of
the narcotics operations being conducted and confidentiality requirements of the clerical process,
it is preferable to have a County employee fill this position. Under this Contract, the Office of the
Sheriff will provide one full time clerical support position, classified as a Contra Costa County
Clerk - Senior Level.

RECOMMENDATION
APPROVE and AUTHORIZE the Risk Manager to execute a contract with Skamser and
Associates for consultation and technical assistance on the County's Americans with Disabilities
Act (ADA) Program in an amount not to exceed $60,000 for the period January 1, 2003 through
June 30, 2003.
FINANCIAL IMPACT:
Costs for consultation and technical assistance are funded through the Workers' Compensation
Self-insurance Trust Fund.
BACKGROU'NDfREASONS FOR RECOMMENDATION:
The Americans with Disabilities Act provides protection against discrimination to disabled
individuals. The Act prohibits discrimination on the basis of disability in employment, public
services and public accommodations. The Act makes employment discrimination against
qualified individuals with a disability unlawful. It prohibits discrimination in training, promotion,
retention and other aspects of employment and requires employers to provide reasonable
accommodation to qualified disabled employees and applicants for employment.

Skamser & Associates provides assistance on final stages of the Countywide bank of essential
functions job descriptions; assists departments in developing and modifying essential functions for
testing purposes; provides consultation on modification to existing policies affected by ADA and
related law; trains staff on various ADA related issues including accommodation, hiring and
sensitivity training; provides assistance to departments and Human Resources on hiring issues
related to individuals with disabilities. Skamser & Associates also provides ongoing consultation
on a case by case basis on accommodation for existing staff with disabilities,provides consultation
and interacts with County Counsel on litigation issues, and maintains a system for the identification
of employees being provided job modification and a system for the assessment and response to
requests for accommodation. She locates assistive devices and orders equipment. She consults
with Human Resources, individual departments and the medical screening unit on
accommodations, fitness for duty and hiring procedures. She provides assistance to departments
with program access issues. The contract with Skamser & Associates is for the six-month period,
January 1, 2€ 03 through June 30, 2003, at an hourly rate of$55. During that time, the consultative
services will be monitored and evaluated.
