SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
SUPPORT the applications submitted for transportation grants described in Exhibit A and
AUTHORIZE the Community Development Director or Public Works Director to execute
any agreements for use of these grant funds if awarded.
FISCAL IMPACT
NONE to the General Fund. Matching funds for these grant applications are from other
fund sources.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Board of Supervisors requested the Transportation Water and Infrastructure
Committee to review all applications prepared by the Community Development and
Public Works Departments for transportation grants. Exhibit A describes the grant
applications prepared by these departments for recent grant announcements. Due to
time constraints, some of these applications have already been submitted. The
Committee recommends that the Board declare their support for these applications and
authorize staff to execute any ,agreements for use of these grant funds if awarded.

SUBJECT: CONTRACT WITH ENVIRONMENTAL SCIENCE ASSOCIATES FOR THE PROPOSED
EIR CONTRACT SERVICES
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize the Community Development Director or his designee to execute a contract on behalf of the
County with Environmental Science Associates in the amount not to exceed$285,000, for the
preparation of an environmental impact report for the ConocoPhillips (Rodeo)Refinery's Ultra Low
Sulfur Diesel Project. The term of the contract is December 17, 2002, ending December 17, 2003.
FISCAL IMPACT
The cost is covered by revenue to be received from ConocoPhillips Petroleum Inc.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Community Development Department is the lead agency for the environmental review of the
ConocoPhillips (Rodeo) Refinery Ultra Low Sulfur Diesel Project. The proposed project would (1)
satisfy regulatory mandates by the U.S. Environmental Protection Agency requirement of December
2000 that the sulfur content in motor vehicle diesels fuel be reduced to less than 15 parts in million by
June 1, 2006, (2) satisfy requirements of the California Air Resources Board of the Diesel Risk
Reduction Plan, (3) allow the refinery to utilize a broader array of less expensive crude oils in their
refining process (in compliance with environmental permit/regulatory requirements), and(4)increase
of refinery crude processing capacity as well as making its operation more efficient.

SUBJECT: Authorization for Submission of Application for Community
Development dock Grant Funds (CDBG) for ADA Improvements at the
Ygnacio Malley Library
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Authorize the County Library to submit an application for FY 2003-04 CDBG funds to upgrade
restrooms to meet ADA standards in the Ygnacio Valley Library.
FINANCIAL IMPACT
The County Library is eligible to apply for CDBG fund for the purposes of improving the accessibility
of County facilities. A local match of 25 percent is required. This match will not exceed $25,000 and
will be paid through Library funds.
BACKGROUND
The ADA Transition Plan for the County identifies capital facility improvements which enhance
accessibility for the disabled at County owned buildings. In recent years, ADA improvements at the
Pinole and El Sobrante Libraries were facilitated through CDBG funds.
This application for CDBG funds will further ADA upgrades to two public restrooms at the Ygnacio
Valley Library. The estimated budget for the ADFA improvements is $80,000. Board authorization
will permit the Library to submit an application for CDBG funds in the amount of$50,000.

RECOMMENDED ACTION

This action directly supports three of the five community outcomes established in the Contra Costa County
Children's Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth
Healthy and Preparing for Productive Adulthood", and 5) "Communities that are Safe and Provide a High
Quality of Life for Children and Families."

The Weed and Seed program is a strategy that involves a two-pronged approach to prevent and reduce violent
crime, drug abuse, and gang activity through community oriented policing, targeted law enforcement
activities, prevention, intervention, and neighborhood revitalization activities. The Weed and Seed Program
targets the unincorporated west county communities of North Richmond/Rodeo and Montalvin Manor.
Activities funded by this grant will provide strategy components to include after school activities for youth
and teens, substance abuse prevention, and community crime prevention education.

This action will directly support the third community outcome of the Children's Report Card: 3)"Families
that are Economically Self Sufficient".
BACKGROUND-
On December 18, 2001, the Board authorized acceptance of continued Small Business Development Center
(SBDC) grant funding from the State of California Technology, Trade and Commerce Agency in accordance
with the Workforce Investment Act of 1998 to host the Small Business Development Center (SBDC) for (CY
2002) January 1, 2002 through December 31, 2002. The Board originally approved grant acceptance on
June 13, 1995.. SBDC grant funding provides County residents the ability to create small businesses,
encourage entrepreneurial development and become economically self-sufficient.
In October 2002, the State Technology, Trade and Commerce Agency asked the Contra Costa County
SBDC to manage SBDC activities in Alameda County following the closing of the East Bay SBDC. This
additional funding will be used to manage SBDC activities in Alameda County for the remainder of
calendar year 2002.
