In the Matter of Updating Deep Class Provisions
for the Class of Child Support Specialist (formerly Resolution No. 70;.{2/766
Family Support Collections Officer)
WHEREAS the Board of Supervisors has enacted Resolution 83/1 as amended,
referred to as the Salary Regulations, and Section 20 of that Resolution relates to the
compensation and terms and conditions of employment in deep classes; and
WHEREAS the deep class of Family Support Collections Officer created via Resolution
81/154 in February 1981 has been subject to various changes making update to certain
provisions in that Resolution appropriate; THEREFORE:
THE BOARD OF SUPERVISORS RESOLVES THAT:
1. All provisions of Resolution 81/154 are rescinded effective August 1, 2002 and
are replaced by this Resolution which relates to the terms and conditions of
employment in the deep class of Child Support Specialist formerly Family
Support Collections Officer.
2. Salary Range Compensation in the class of Child Support Specialist shall
be as follows:

3. Part-Time Compensation A Child Support Specialist working Permanent Part-
Time shall be paid a monthly salary in the same ratio to which the employee
would be entitled as a full-time Child Support Specialist. Other benefits to which
the employee is entitled shall be assigned on the same pro-rata basis. If the
employment is periodic and irregular (permanent intermittent), depending on
departmental requirements, payment for hours worked shall be made at the
hourly rate and step established for the work level (hereinafter referred to as
level)to which the employee has been assigned.

4. Compensation for Portion of Month Any Child Support Specialist who works
less than any full calendar month, except when on earned vacation or authorized
sick leave, shall receive as compensation for his/her services an amount which is
the same monthly rate as the number of days worked to the actual working days
of the Child Support Specialist's normal work schedule for the particular month,
but if the employment is intermittent, compensation shall be on an hourly basis.
5. Permanent New Appointment A Child Support Specialist will be appointed at
step 1 with the exception that new Child Support Specialist with Child Support
casework experience in a Child Support office or Family Support Division of a
County District Attorney's Office may be appointed at the appointing authority's
discretion, up to the maximum step shown for each amount of experience in the
table below:

So that the employees with equivalent experience are not paid at a lesser salary
step than newly hired employees with the same experience, when the appointing
authority appoints a new Child Support Specialist above the first step, the
experience of currently employed Child Support Specialists at lower steps will be
reviewed according to the same experience — step table shown above, with the
exception of any employee who has had his/her last merit increment denied or
had a special review date set.
If a currently employed Child Support Specialist, not excluded above, has
experience equal to that required for initial appointment to a step, the
incumbent's step placement will be changed to equal the step maximum for
his/her experience effective on the first of the month following the appointment. If
the appointment is on the first work day of the month, the step placement change
will be effective the first of that month. At the time of the step placement change,
the employee's anniversary date will be changed to 6 months from the effective
date of the step change if the step was changed to step 2, or 1 year from the
effective date of the step change if the step was changed to step 2 or above.
6. Journey Level Assignment (Child Support Specialist 11)
T Child Support Specialist at the entry level who meets the minimum
qualifications for a journey level assignment (Child Support Specialist 11) and is
assigned by the appointing authority to perform the duties of a journey level
assignment on a permanent basis shall be placed at the salary step which is next
higher than the rate he/she was receiving as a Child Support Specialist I. In the
event this step is less than five percent, the employee's salary shall be adjusted
to the step which is not less than five percent of the next higher step if the new
range permits such adjustment. Designation of an assignment to the journey
level is the sole prerogative of the County.
7. Specialized Assignment (Child Support Specialist 111)
A Child Support Specialist 11 who meets the minimum qualifications of the
specialized assignment level and is assigned by the appointing authority to a
specialized assignment position on a permanent basis shall be placed at the next
higher salary step than the rate he/she was receiving prior to the assignment. In

the event this step is less than five percent, the employee's salary shall be
adjusted to the step which is not less than five percent of the next higher step if
the new range permits such adjustment. Designation of an assignment to
positions appropriate for specialized assignment compensation is the sole
prerogative of the County. Continued incumbency in any of the above
specialized assignments shall be dependent on the incumbent receiving a
satisfactory performance evaluation from the appointing authority or designee at
the completion of six months tenure in the assignment and annually thereafter.
8. Re-employment Child Support Specialists who terminate their service with
the County in good standing and are subsequently re-employed as a Child
Support Specialist within one year from the date of termination may be appointed
at the level they were employed at the time of their termination provided that a
vacant position exists at that level. Said appointment will be at the first salary
step of the appropriate level, unless otherwise provided for by the appointing
authority or designee in which case employees may be appointed up to the
salary step of the level at which they were employed at the time of their
termination. If a vacant position does not exist at the level the employee attained
at the time of his/her termination the employee may be appointed to a lower level
position provided that a vacant position exists at the level.
9. Definitions and Application of Terms
(a) Reassi nq ment means the movement from one work level to another within
the deep class or from one work level position to another work level
position within the deep class.
(b) Promotion Demotion and Transfer For the purpose of promotion,
demotion and transfer to and from the deep class of Child Support
Specialist, salary refers to and shall be based on the salary schedule
established for each of the work levels within the whole deep classification
rather than on the bottom and top salary steps of the whole deep class.
(c) Y-Rate means the withholding of a class-wide annual salary adjustment
from an individual who has had his/her salary y-rated.
10. Anniversary Dates
Anniversary dates for employees initially appointed to the class of Child Support
Specialist and incumbents in the class having step placement adjusted under
provisions of Section 5 above shall be set as described below to allow both
experienced and non-experienced employees to progress through the salary
range steps with similar timing of merit reviews based upon acquired experience:
(a) The anniversary date of an employee initially appointed to the class of
Child Support Specialist at Step 1 shall be the first day of the calendar
month after he/she successfully completes six (6) months full-time service,
except that when he/she began work on the first regularly scheduled
workday of the month which was not the first calendar day that month, the
anniversary date is the first day of the calendar month when he/she
successfully completes six (6) months full-time service.
(b) The anniversary date of an employee initially appointed to the class of
Child Support Specialist at above first step shall be the first day of the
calendar month after he/she successfully completes twelve (12) months of
full-time service, with the exception that he/she began work on the first
regularly scheduled workday of the month for his/her position, in which the
anniversary is the first day of the calendar month when he/she
successfully completes twelve (12) months full-time service.

(c) The anniversary date of an incumbent employee who has had his/her step
placement adjusted in accordance with Section 6 above due to advanced
placement of a new employee shall have his/her anniversary date
changed in accordance with paragraphs (a) or (b) above as appropriate.
(d) Reassignment to Higher Level Position The anniversary date of a Child
Support Specialist who is assigned to a journey or specialized assignment
level position shall remain unchanged.
(e) Reassignment to Lower Level Position The anniversary date of a Child
Support Specialist who is reassigned from a higher level position to a
lower level position (e.g. from specialized assignment to journey level)
shall remain unchanged.
(f) Demotion The anniversary of a Contra Costa County Employee who
demotes to the class of Child Support Specialist is the first day of the
calendar month after the calendar month when the demotion became
effective.
(g) Transfer The anniversary date of an employee who transfers to the class
of Child Support Specialist remains unchanged.
(h) Re-employment The anniversary date of an employee appointed from a
re-employment list is determined as for a new Child Support Specialist in
(a) or (b) above.
11. Performance Evaluation The performance of each Child Support Specialist
shall be reviewed and evaluated by the appointing authority or designee on or
before the employee's anniversary date and annually thereafter.
12. Salary Adjustment
(a) Based upon a review of each Child Support Specialist's performance the
appointing authority may authorize an adjustment in the salary of that
Child Support Specialist except in cases where an employee is already at
the maximum salary step (step 5) of the salary schedule for his/her level.
In the case of satisfactory performance such adjustment shall consist of
an advancement of the employee's salary by one (1) step on the salary
schedule established for that level of the class of Child Support Specialist.
In the case of less than satisfactory performance, the employee's salary
shall be held until such time as the performance of the employee is
satisfactory. No salary adjustment shall be made unless an affirmative
recommendation to do so is made by the appointing authority or designee
and no provision of this section shall be construed to make the adjustment
of salaries mandatory on the County. The appointing authority may
recommend unconditional denial of the increment or denial subject to
review at some specified date before the next anniversary.
The salary of the employees who are on leave of absence from their
positions on any anniversary date and who have not been on leave
without pay more than six (6) months during their anniversary year
preceding the review date shall be reviewed on the anniversary date.
Employees on stipendiary educational leave are excluded from the above
six-month limitation. Persons on military leave shall receive anniversary
increments that may accrue to them during the period of military leave.
(b) Effective Date Adjustments to a Child Support Specialist's salary shall
be effective on the employee's anniversary date.

13. Salary on Promotion A County employee who is promoted to a Child Support
Specialist position from a class allocated to a lower salary range than the Child
Support Specialist salary range, shall receive the salary which is next higher than
the rate he/she was receiving before the promotion. In the event this increase is
less than five percent, the employee's salary shall be adjusted to the step not
less than five percent of the next higher step, if the salary range permits such
adjustment.
14. Salary on Demotion A County employee who promotes from Child Support
Specialist and is subsequently reinstated to the class as the result of demotion or
failing probation will be reinstated to the class as the result of demotion or failing
probation will be reinstated to the level he/she attained prior to promotion.
Applicable rules on layoff and displacement will be effectuated in the event a
vacant position, at the level to which the employee is to be demoted does not
exist. When the employee demotes to a level of Child Support Specialist which
has a salary schedule lower than the class from which the employee is demoting,
he/she shall have his/her salary reduced to the monthly salary step of Child
Support Specialist which is next lower than the salary he/she received before
demotion. In the event this decrease is less than five (5) percent, the employee's
salary shall be adjusted to the step on the appropriate salary schedule that is five
percent less than next lower step, if the schedule permits such adjustment.
Whenever the demotion is the result of layoff, the salary of the demoted
employee shall be that step on the applicable salary schedule which he/she
would have achieved had he/she remained continuously in the position to which
he/she has been demoted, all within range on the anniversary dates in the
demotional class. If the demotion is a result of a failure of probation the
employee shall be placed at the level and salary step he/she was at prior to
being promoted.
15. Salary- On Voluntary Demotion Notwithstanding Section 17 below, whenever
any employee voluntarily demotes to Child Support Specialist at a level which
has a salary schedule lower than the class from which the employee is demoting,
his/her salary shall remain the same if the steps in the new (demoted) salary
schedule permits, and if not, his/her new salary shall be set at the step next
below his/her former salary.
16. Salary — On Transfer Whenever a permanent employee moves to a Child
Support Specialist position at a work level, the salary schedule of which is
allocated to the same salary range as is the class of the position which the
employee previously occupied, the employee shall continue to be compensated
at the same step of the salary schedule/range to which the classes are allocated.
17. Salary on Reassignment from a Specialized Assignment Position to a Lower
Level Position An employee who is reassigned from a specialized assignment
level position to a lower level Child Support Specialist position during his/her first
six (6) months at the specialized assignment level shall be placed at the salary
step of the lower level position which the employee was at prior to his/her
reassignment. An employee who is reassigned from a specialized assignment
level position to a lower level position after having been at the specialized
assignment level for over six (6) months shall have his/her salary held (y-rated)
until said salary is equal to or exceeded by a step of the Child Support Specialist
11 level. Said employee will then be placed at the step which is closest to his/her
y-rated salary. If the employee's y-rated salary falls exactly between two steps of
the salary range the employee's salary will be set at the lower step.
18. Reclassification of Position The salary of an employee whose position is
reclassified from a class on the basic salary schedule to the Child Support
Specialist classification shall be established in accordance with the applicable
sections of this resolution. An employee's salary who is in a position that is
reclassified from Child Support Specialist to another class on the basic salary
schedule shall be determined based upon the Child Support Specialist's salary

level and the provisions of Division 36 of the County Ordinance Code or other
applicable deep class resolutions or ordinances.
19. Seniority An employee's seniority for layoff and displacement purposes in the
deep class of Child Support Specialist shall be determined by adding (a) his/her
length of service in other classes at the same or higher salary levels as
determined by the salary schedule in effect at the time of layoff and by adding (b)
his/her length of service in the classes listed in (21) below to other service
described in (a) above. Service for layoff and displacement purposes includes
only the employee's last continuous permanent County employment.
Other rules affecting seniority are contained in the PMRs.
20. Other Provisions Except as may be changed or modified by resolution
hereafter, all provisions of the Salary Regulations are applicable to the deep
class of Child Support Specialist.
21. Class Titles The class of Child Support Specialist was formerly Family Support
Collection Officer and prior to that Department of Collection Services Assistant.
