to assure California's Air is Pollution Free )
RESOLUTION NO. 20021686
4WEREAS, the majority of California's air pollution comes from mobile sources, such as cars,
trucks, and buses; and
9WEREAS, a wide variety of low emission vehicles in many applications are now available from
many manufacturers in ultra low emission (ULEV), super-ultra4ow-emission (SULE ), and zero,
emission (ZEA configurations; and
HWEREAS, the County can and should play a significant role in reducing air pollution since it is
a significant user of vehicles and equipment, and regularly purchases such; and
RWER.EAS, the County is uniquely positioned to utilize clean fuel vehicles because of access to
central refueling station; and
9 WER,EAS, the County has shown special leadership and has adopted procurement policies that
give preference to the cleanest available vehicles suitable for each application;
NOW, YHEREFORE, BE IT KNOWN that the Board of Supervisors does hereby
RESOLVE to amplify its part in reducing the air pollution in the Bay Area by assuring that
purchase preferences are given to the lowest emission vehicles available that are practical, and
reasonably cost competitive.

of the Clayton Redevelopment Agency since 1993; and
HWEREAS, .Mich Littorno has served as Mayor of Clayton from 1997 to 1998; and
WHEREAS, .Rich Littorno has also served on the Clayton Planning Commission from 1990 to
1993 and on the Clayton Financing Committee continually since 1982; and

WHEREAS, MmberlyBrandtserved as Mayor of Pleasant Hill from 1992 to 1993 and from
1996 to 1997; and
4WEREAS, Mmberly Brandt has been a member of the Mayors' Conference and the
City/County Relations Committee; and
WHEREAS, Kimberly Brandt has volunteered her time and energy to advance the causes of
numerous community organizations including Friends of the Pleasant Hill Library, the Pleasant Hill
Citizens for Responsible Growth, and Friends of the Creeks in Urban Settings; and

MWEREAS, Michael Pastrick has served as Chairman of the Concord Redevelopment Agency
from 1993 to 1994; and

Concord Design Review Board; and

"Afterschool'4,A11" to Contra Costa County)
RESOLUTION NO. 2002/767
WHEREAS the Contra Costa County Board of Supervisors has a long-standing
record of support for Afterschool prograrns, recognizing that duality
Afterschool programs benefit children and youth by offering academic
and cultural enrichment, homework help, recreation and play, health
education, good nutrition, youth leadership and development, and
interaction with caring adults who sere; as mentors and role models;
AND
WHEREAS the Board maintains that (JU ality Afterschool prograrns can increas'
the ability of low—income parents to obtain and retain _jobs by offering as
sale, reliable, Structured environment for their children during the
afternoon hours; AND
WHEREAS the Board recognizes the growing body of research showing that
Afterschool programs not only have positive outcomes for youth,
families and communities, but may also contribute to reductions in
County costs for crisis programs that address teen pregnancy, juvenile
accidents and crime, substance abase, school. dropouts, etc.; AND
K EREAS the Board's interagency children's council, the Children and Families
Policy Forum, declared "Afterschool" to be its major policy interest area.
for 2000 and established the Afterschool Task Force, a multidisciplinary,
multi-
,jurisdictional group which identified and recommended top
priorities for expanding the number and quality of Afterschool programs
in the County; AN
WHEREAS the Board. has observed the national "Lights On Afterschool" day by
declaring `Tights On Afterschool Day' in Contra Costa County for the
past three years and sponsoring and participating in. Afterschool
Resource fairs, workshops, panel discussions, technical assistance and.
best practices presentations to promote local and national innovative,
high quality aftersc°hool programs available to communities across the
country; AND
WHEREAS the hoard has directed that the Afterschool-related sections of the
County's Arts and Culture Strategic Plan, adopted in 2001., be integrated
with existing and evolving Afterschool expansion efforts and Supported.
the Policy Forum's funding of to enhance arts and culture activities in
the Afterschool4A.11 initiative; AND
WHEREAS the Board of Supervisors established the Afterschool4A11 Ad -loc
Committee in January 2002 and adopted a set of "Afterschool4A11
Principles" in. ,lune 2002 to emphasize its commitment to supporting and.
endorsing activities that build the County"s afterschool system; AND
OWEREAS the Aft rschool4A11 Ad f-loc Committee has overseen significant
research on the potential for interagency Afterschool partnerships,
including ways in which local, state and federal funding streams can be
redirected, integrated or leveraged to support expansion of the
Afterschool system; AND
WHEREAS the Board of Supervisors has demonstrated its commitment to
expanding the scope and quality of Contra Costa County Afterschool
system by allocating over $500,,000 to fund the unique pilot
"Afte;rschoo4All" initiative to build the capacity of community
organizations and schools to design and implement comprehensive
Afterschool services for children and youth in some of the most
economically disadvantaged neighborhoods in the County, AND
WHEREAS the County is an active participant in the multi-School District/Bay
Arca Partnership collaborative that successfully competed for over 1
billion annually in renewable state grant funds for afterschool programs
at 10 schools in West Contra Costa, Mt. Diablo, Pittsburg and Antioch
district areas; ANIS
WHEREAS the County actively supports the growth of collaborative efforts to
expand the Afterschool system as demonstrated by the recent multi-
School District application for 215" Century grant funding for two neve
and two existing school districts, which could increase the number
participating in federally and state funded Afterschool programs to six
School Districts; AND
WHEREAS the County participates in a multi-district evaluation of state-funded
Afterschool programs, which is expected to facilitate the replication of
best practices across the County; AND
KWEREAS the County's Afterschool efforts are overseen by centralized support
staff in the County Administrator's Office, including a part-time
Afterschool Coordinator; AND
9WEREAS" funding for the Afterschool Coordinator and program activities is
tirnc-limitcd, due to funding cuts at the state and federal levels; AND
R EREAS the Board of Supervisors recognizes that the recent passage of'
Proposition 49 presents a singular opportunity to ensure that every child
and youth who wishes to participate will have available a quality,
comprehensive Afterschool program; AND
9WEREAS the Board of Supervisors further acknowledges that, by virtue of the
foundation built over the past few years, the County is uniquely
positioned to be among the first in California to realize the potential of
Proposition 49 by establishing Afterschool programs in every elementary
and middle school that seeks such programs, AND
9WEREAS the implementation of Proposition 49 will help the County, which
has f°oc; sed its primary efforts on increasing access to A terschool.
