REPORTS FROM BOARD ADVISORY BODIES SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: RECEIVE 2002 Annual Reports submitted by the Crockett-Carquinez Fire Protection District's Fire Advisory Commissioners, Fish and Wildlife Committee, Hazardous Materials Commission, Affordable Housing Finance Committee, and the IHSS Public Authority. BACKGROUND: On June 18, 2002, the Board of Supervisors adopted Resolution No. 2002/377, which requires that each regular and ongoing board, commission, or Committee shall annually report to the Board of Supervisors on its activities, accomplishments, membership attendance, required training/certification (if any), and proposed work plan or objectives for the following year, on the second Tuesday in December. H::BRNACTulwgcerr.%Td Advisory Body Name: Contra Costa County Fish and Wildlife Advisory Committee (FWC) Meeting;Time/Location: Every third Wednesday,at County Public Works Dept. Chair: Brett Morris Staff Persons: John Kopchik and Kae Ono(Community Development Department) Reporting Period: From January 2002 to December 2002 1, Activities Every year FWC distributes the Fish and Wildlife Propagation Funds. RFPs are sent to interested individuals in October/November. Proposals are due on the last day of the year. FWC also hosts a BBQ gathering function with fish and wildlife related law enforcement officials. The purpose of the gathering is to facilitate a discussion among the law enforcement entities that regulate fish and wildlife related activities. This year's gathering was the third annual event. FWC plans to continue facilitating the event next year. Other activities that we participate in are field trips and inviting speakers. 2. Accomplishments o Awarded total of$9995 from the Fish and Wildlife Propagation Funds for three projects a Restoration of San Francisco Estuary Steelhead and Salmon Study Project--Center for Ecosystem Management and Restoration(CEMAR), • Monarch Butterfly Rearing and Education Project--Carquinez Regional Environmental Education Center(CREEL)and o Native Grass Revegetation Project—Mount Diablo Audubon Society. o Hosted a BBQ gathering to discuss wildlife related law enforcement issues in the County. Included in the participants were County wardens,judges,staff from Board of Supervisors' offices,staff`from State Department of Fish and Game,State Fish and Game Commissioner, interested individuals,among others. o Field Trip to the Co-Part Auto facility in Martinez. The FWC was involved with reviewing Co- Part's construction plans in 2001. This field trip took place to make sure that Co-Part was in compliance with the environmental regulations. o Created a sub committee of the FWC that works on creating a brochure that addresses methods to help people deal with wild animals in urban environment. FWC plans to publish the brochure in 2003. Invited several speakers to facilitate discussions on wildlife issues in Contra Costa County: n Christina Batt(Muir Heritage Land Trust)on the update on acquiring the Praxis property at the mouth of Walnut Creek, a Mo Pazooki from CalTrans regarding the mitigation plans for the Benicia Bridge project. a Ed Meyer from the Contra Costa County Agricultural Commission,regarding the proposed Integrated Pest Management policy that is being formulated by the County, o John Kopchik from the Community Development Department,regarding updates on the Contra Costa Advisory Committee on Open Space Funding, o Karl Malamud-Roam from the Contra Costa Mosquito&Vector Control District regarding efforts of the District related to preservation of fish and wildlife in the County, o Roberta Goulart from the County Community Development Department regarding ship channel navigation projects in the County, o Crary Bogue from the Contra Costa Times regarding current fish and wildlife related topics that are emphasized by CC Times and o Bob Wisecarver from a sub committee of the City of Walnut Creek Park and Recreation Department regarding potential improvement of the nature pond at Walnut Creek's Heather Farm Park. © Watched two videotapes: "The Brown Act and Better Government Ordinance"and"Ethics Orientation for County Officials". o Facilitated interview sessions with people who submitted applications for the expired seats(two At-Large seats and one Alternate-To-At-Large seat). It is expected that the FWC will have the final decision on who will be serving on the seats at the December 18`h meeting. 3. Attendance/Representation Currently; three seats are expired(two At-Large seats and one Alternate-To-At-Large seats). New applications were submitted for these positions and an interview tools place on November 20`x'and another one will take place on December 18�to select three individuals for the seats. Level of participation is increasing. Currently,the sub committee for creating the wildlife brochure,as described above,meets every month. Two Committee members are also involved with helping the sub committee of the City of Walnut Creek Park and Recreation Department. Also,all Comrnittee members are very current with the fish and wildlife related issues in the County. They share information at the monthly meetings,which often become agenda items for future meetings. A quorum is always present at the meetings. In 2001 and 2002,no meetings were cancelled due to absenteeism or any other reasons. 4. Training/Certification None 5. Proposed Work Plan/t3b}actives for Next Year o Monitor and advise the Board on projects that may affect fish and game resources in the County. This is an on-going activity. o Develop policy recommendations on fish and wildlife issues. Gary Bogue from the Contra Costa Times told the FWC in 2001 that many people who write to the Contra Costa Times do not know how to deal with wildlife in urban settings. FWC is in the process of creating publications that would explain to new homeowners how to live with wildlife in urban settings. FWC plans to print out publications in 2003 and to research creating a policy that would enable to distribute this publication to new homeowners. o Create a brochure that describes ways to deal with wildlife in urban settings. Sub Committee members meet every month to work on this subject. FWC plans to allocate some funds to print this document. o Make recommendation to the Board of Supervisors for the appropriation of funds from the Fish and Wildlife Propagation Fund to support fish and wildlife projects in the community. The RFP for the 2002/2003 FW Propagation Fund was sent in November. This year,RFPs were sent to more than 300 individuals,much larger than that of previous years. FWC will review the submitted applications at the January and February meetings. It will make a recommendation to the Board of Supervisors in March/April. o Plan an all-day workshop on current wildlife conditions in the County in 2003/2004. In 1999,the FWC conducted a Symposium on watershed management,which later became the Contra Costa Watershed Forum. Staff from the Community Development Department facilitates bi-monthly meetings. The number of people who regularly came to the Forum meetings is more than 30. Some of the FWC members are actively involved with the Forum.The workshop that is planned in 2003/2004 will be designed to educate County residents about the current status of the environment that they live in. H:t$RNACr onjcert.xpd DRAFT Advisory Body Name: Hazardous Material Commission Advisory Body Meeting: Time/Location: 4{h Thursday of Odd-Numbered Months, 4:00 PM—6:00 PM, 2477 Arnold Industrial Way, Concord Chair: Leslie Stewart, League of Women Voters Staffperson: Michael Kent, Contra Costa Health Services Reporting Period: January—December, 2002 Activities The Hazardous Material Commission's four major goals in 2002 were to: 1) Review the Industrial Safety Ordinance. 2) Implement the County's Environmental Justice Policy with the GAO's office and County Departments. 3) Develop a Drug-lab Clean-up policy with the Hazardous Materials Programs. 4) Develop an accidental release activities checklist. Accomplishments In December of 2001, the Commission was asked by the Board of Supervisors to review four proposed amendments to the County's Industrial Safety Ordinance. The Commission chose to use this opportunity to also conduct a comprehensive review of the ordinance. The Commission and its two sub-committees met eleven times during 2002 to discuss these proposed amendments and to comprehensively review the ordinance. On July 23, 2002,the Commission prepared their recommendations to the Board of Supervisors on the proposed amendments. At that same time they made 6 additional recommendations to change the ordinance or its implementing guidelines. On December 3, 2002 the Beard of Supervisors voted to endorse the Commission's recommendations. The Hazardous Materials Commission developed an Environmental Justice Policy that was adopted by the Board of Supervisors on October 24, 2000. At that time,the Board directed the Hazardous Materials Commission to work with the CAD's office and County Departments to implement the policy. In 2001 and in the first quarter of 2002,the Commission oversaw the development and hiring of an Environmental Justice Coordinator position to facilitate the implementation of the policy. Since April,the Operations sub-committee of the Commission has been meeting with the Environmental Justice Coordinator on a monthly basis to receive updates on her activities and to give guidance. This project will be completed in the second quarter of 2003. The Commission is very concerned about the potential exposures and health effects to current and future residents of homes,hotel rooms and ether dwellings that have been used to manufacture illegal drugs,most notably methamphetamine. So far in 2002,the Hazardous Materials Programs has responded to clean up 26 illegal drug labs. The Commission believes that Contra Costa County must have a stringent policy in place to ensure that premises that have been used as drug labs are adequately inspected, assessed and remediated before they are reoccupied. Throughout the first half of 2002, the Planning and Policy Development sub-committee of the Commission researched various polices in place elsewhere that attempt to accomplish these goals. In August of 2002, the Commission asked the Board of Supervisors to direct the Hazardous Materials Programs and the Building Inspection Department to develop a drug lab clean-up policy, and to report monthly on their progress to the Commission. The Commission has received these monthly briefings, and has reviewed the draft policy that was developed. The Commission will continue to oversee the development of the policy until it is adopted next year. While the Commission does not have direct over-site authority over the incident response activities of the Hazardous Materials Programs and the use of the Community Warning System,they are concerned with the policies that govern these activities. To that end, in mid-2002, the Commission developed a checklist to evaluate the implementation of the various steps of responding to a Level 3 incident(an incident in which the siren system and CAN system are activated). This checklist has been applied to one Level 3 event so far in 2002. The Commission hopes that applying this checklist to a series of Level 3 events will eventually aid them in identifying possible areas of concern in the policies that govern the use of the Community Warning System. Attendanc e/Representation The 13-member commission has members from organized labor, environmental groups, industry,cities,environmental engineering firms and the public at large. The commission has membership from all regions of the County. All seats on the Commission were occupied this year. The Commission held 7 meetings this year, as well as 10 meetings of the Operations sub-committee and 10 meetings of the Planning and Policy Development Committee. Six of the seven full Commission meetings obtained a quorum,with an average of 11 of the 13 members or their alternates being present at those meetings. Proposed Work Plan/Obiectives for Next Year Next year the Commission intends to continue implementing the Environmental Justice Policy, developing the drug-lab clean-up policy, and evaluating additional Level 3 incidents using the checklist they developed.New goals they intend to meet are to evaluate policy options around dioxin reduction strategies,Household Hazardous Waste collection options, and MTBE replacement in gasoline. The Commission will also respond to any requests from the Board of Supervisors and continually evaluate emerging issues. Committee purpose The AHFC committee works with the Community Development Department to develop recommendations for the Board of Supervisors concerning the allocation of Community Development Block Grant and HOME Investment Partnership Act funds among eligible affordable housing programs and projects in the County. Currently, the County receives an annual allocation of approximately$4.5 million in funds for affordable housing development. II. Activities/Accomplishments The AHFC committee met three times in 2002: + March 19: Agenda included consideration of$1,000,000 request for Community Development Block Grant(CDBG) funds and presentation of the Analysis of Impediments for Fair Housing Choice. • March 27: Agenda included consideration of$5,190,000 in requests for CDBG and HOME Investment Partnership Act(HOME) funds for FY 2002/03 funding. + December 3: Agenda included consideration of$2,875,291 in requests for CDBG and HOME funds from the Housing Development Assistance Fund. III. Attendance/Representation There are nine members on the AHFC, representing the cities, the County, and the community. There are three current vacancies, including one of each type listed above. The AHFC has voted unanimously to recommend the Board re-appoint Irene Alonzo-Perez to a new three-year term as a County representative. Recruitment is underway for the other vacancies. The committee has a good balance of men and women. Minorities are also represented. Attendance is generally 100 percent and there was a quorum at all meetings in 2002. IV. Trainina/Certification Committee members were provided with a copy of the Board Advisory Body handbook and were instructed to watch both the conflict of interest and the Better Government Ordinance/Brown Act videos. Members are submitting their certifications confirming they watched both videos. V. Proposed Work Plan/Objectives for Next Year The work plan and objectives for 2003 are unchanged from the committee purpose statement. Olmstead Decision— Kept informed of statewide and local activities to implement the Olmstead Decision Mandated Reporting of Abuse of Elders and Dependent Adults — Reviewed activities of Contra Costa, San Mateo, and Santa Clara Counties regarding notification of IHSS providers about requirement to report suspected or observed abuse Background Checks of Providers— Considered the issue of criminal background checks for all providers 11. Accomplishments: Collaborated with IHSS, Payroll, and Public Authority Staff to develop and send a Consumer Satisfaction Survey. Mailed to 5,600 consumers on November 26th. Coordinated a Consumer Conference in July: conference was attended by 58 Consumers, 10 Providers, 12 Presenters, and 20 exhibitors and interested others. No fewer than 50 percent of the members shall be individuals who are current or past users of personal assistant services paid for through public or private funds or recipients of services of In Home Support. The Advisory Committee started the year 2002 with 10 members. During the year there have been 3 resignations for health reasons and 1 member who failed to attend 5 meetings in a row. One additional member was appointed, leaving a current membership of 7. Meetings could not be held in 4 months because of lack of a quorum. IV.
