SUBJECT: REPORT ON REFERRALS TO THE TRANSPORTATION, WATER AND
INFRASTRUCTURE COMMITTEE
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION:
RECOMMENDATIONS
1. REFER the items in Exhibit A to the Transportation Water and Infrastructure Committee
for 2003; and
2. DIRECT the Community Development Director to report to the Board of Supervisors on
any comments submitted to the Contra Costa Transportation Authority on their Draft
Countywide Bicycle and Pedestrian Plan.
FISCAL IMPACT
Staff support for the Committee for the next calendar year is estimated to be approximately
$45,000. This may vary depending on the work undertaken by the Committee. Funding for
administrative support to the Committee will be sought by the Community Development
Department as part of the annual department budget.

BACKGROUND/REASONS FOR RECOMMENDATIONS
The following is a summary of the Committee's actions on items referred to it during 2002. This
summary provides the basis for the Committee's recommendations described above.
TRANSPORTATION
1. Review transportation legislative matters: The Committee recommended that the Board take
various positions on legislation. The Committee also worked jointly with the Board's Ad Hoc
Committee on Smart Growth to review legislation affecting smart growth principles. The
Committee recommended a legislative program for 2003.
2. Review applications for transportation grants to be prepared by the Public Works and
Community development Departments. The Committee approved staff recommendations for
applications to obtain transportation grants for programs administered by Caltrans, MTC and
the Board.
3. Oversee the activities of the Ad Hoc Intercity Rail Advisory Committee. No action was taken.
4. Monitor reauthorization of Measure C-88. The Committee recommended: 1) principles on
transportation investments, 2) that the new Expenditure Plan include funds to support smart
growth project school bus transportation, funds for bus operators to encourage service
coordination and consolidation, 3) that the Growth Management Program require adoption of
an Urban Limit Line, and 4) that a joint study session with the Contra Costa Transportation
Authority to discuss issues of concern, including institutional options for administration of the
growth management program and options for development of a new Expenditure Plan.
5. Monitor the Countywide Bicycle and Pedestrian Plan and related matters. The Committee
recommended that the staff report directly to the Board of Supervisors on any comments
submitted to the Contra Costa Transportation Authority on their draft Countywide Bicycle and
Pedestrian Plan, which are due by December 31, 2002.
6. Consider report on the BART Seismic Retrofit Program. The Committee scheduled a report
for the Board, which was subsequently cancelled.
WATER
1. Review water-related legislative matters. The Committee recommended projects for
appropriations request in the FY 2002 federal budget. The Committee approved
recommendations in support of the Costa Machado Water Act of 2000 (Proposition 13)
CALFed Drinking Water Quality Grant. The Committee recommended Board support for a $1
million grant application by the Contra Costa Clean Water Program. The Committee
recommended projects for appropriations request in the FY 2003 federal budget.
2. Monitor Progress on the Habitat Conservation Plan. The Committee approved a report to the
Board of Supervisors that included a summary of key events, a copy of the 09/10/02 status
report on the Habitat Conservation Plan/Natural Communities Conservation Plan for East
County prepared by project consultants Jones & Stokes, and a description of the
circumstances surrounding the City of Antioch's participation in this planning effort.
3. Monitor EBMUD, American River Water Proiect, San Ramon Valley Pipeline Program and
Facilities Management Program and recycle water proiects. The Committee requested
County staff to report on 1) the extent of recycled water activities countywide, and 2) whether
there is enough recycled water for future use.
4. East County Water Management Programs. No action was taken.
5. Monitor the CALFED Bay Delta Program. On March 25, the Committee declared its intent to
recommend that the Board declare-its intent to support the Dutch Slough Restoration Project
and acknowledge the need for the project sponsor to ensure that the concerns of the City of
Oakley are resolved.

6. Review issues associated with the health of the San Francisco Bay and Delta. No action
was taken.
7. Monitor drinking water quality and water supply issues. The Committee recommended that
the Board of Supervisor join the Northern and Coastal California Water Bond Coalition,
authorize the Chair to sign a letter of support for the Coalition's efforts, authorize County staff
to participatein the Coalition's activities, adopt a position of support for Proposition 50, and
direct staff to report to the Transportation, Water and Infrastructure Activities on the fact
sheets to be submitted to the Coalition. On August 13, The Committee approved forwarding
the fact sheets to the Coalition and added a new project, completion of the Bay Trail between
Crockett and Ozol. The Committee requested staff to forward the Committee's report to the
cities and the Contra Costa Times, and work with the Contra Costa Water District on making
a presentation to the Mayor's Conference on Proposition 50.
6. Monitor the Baldwin Ship Channel/Southampton Shoal, and upland disposal of dredge
material. On February 25, the Committee recommended that the Board support a federal
budget request for related projects. On March 25, the Committee recommended sending a
letter to the San Francisco Bar Pilots thanking them for safely guiding ships through San
Francisco Bay and into the Delta. On April 22, the Committee recommended sending letters
of thanks to our Congressional delegates for their support of FY 2003 federal funding
requests for ship channel maintenance projects.
9. Review the San Francisco to Stockton Ship Channel Assessment District Budget. No action
was taken.]
10. Review dredging and dredge disposal issues. On February 25, the Committee approved
recommendations on a process for setting, managing and monitoring environmental windows
for dredging projects. On April 22, the Committee approved recommendations concerning an
appropriations request for the Hamilton Wetlands restoration project.
' 1. Monitor the San Luis Drain and Grasslands Bypass proiects. The Committee approved
forwarding the status report on these projects to the Board of Supervisors.
'2. Monitor creek issues. No action was taken.
'3. Review water and infrastructure-related .grant applications. The Committee recommended
the acquisition of property for the expansion of the Marsh Creek Reservoir with direction to
staff that environmental review of the project shall include an evaluation of: a) mechanisms to
ensure the property remains in open space in perpetuity; b) opportunities to provide for fish
migration upstream beyond the dam; and c) opportunities for public access.
14. Review potential proiects for the San Francisco Bay Resource Conservation and
Development Area and participation by County staff. No action was taken.
15. Review the composition of the Bay Planning Coalition and other water-related organizations
that include the County as a member. No action was taken.
16. Monitor the activities of the Interagency Task Force on Integrated Pest Management. The
Committee recommended that the Board of Supervisors: 1) approve the County
Administrator's modifications to the Task Force's recommendations on IPM policy; 2)
adopt the IPM policy in concept; 3) defer a decision to implement the IPM policy until the
Board of Supervisors completes an assessment of financial priorities for the County; 4) direct
the County Administrator to work with the IPM Task Force to estimate the cost to implement
the IPM policy and to identify potential funding sources; 5) direct the County Administrator to
work with the Agriculture, Health Services, Public Works, General Services departments to
carry out the'intent of the IPM policy within the County's existing administrative structure and
financial resources, including incorporation of IPM policies and practices in County pest
control contracts; and 6) request the IPM Task Force to report to the Committee on the status
of these recommendations in one year.
