Contra By: Ginger Marieiro, Contracts Administrator Costa DATE: December 4, 2002 �OUI1ty SUBJECT: �- •r"�' Approval of Contract #23-159-14 with Community Violence Solutions SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION ay RECOMMENDATION(S) : Approve and authorize the Health Services Director, or his designee (Wendel Brunner, M.D. ) to execute on behalf of the County, Contract #23-159-14 with Community Violence Solutions, a non-profit corporation, in an amount not to exceed $88, 565, to provide crisis intervention and in-person advocacy services, for the period from July 1, 2002 through June 30, 2003 . FISCAL IMPACT: This Contract is County funded, and includes the cast-of-living adjustment for Fiscal Year 2002-2003 . CHILDREN'S IMPACT STATEMENT: This Contract supports the following Board of Supervisors ' community outcomes : "Families that are safe, stable, and nurturing" ; and "Communities that are safe and provide a high quality of life for children and families" . Expected program outcomes include a safe environment where victims of rape can receive appropriate support and follow-up services . BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : This Contract meets the social needs of County' s population in that it provides sexual assault counseling, support, and resources to victims of sexual assault and rape . On August 7, 2001, the Board of Supervisors approved Contract #23-159-13 with Rape Crisis Center for the provision of crisis intervention and in- person advocacy services, for the period from July 1, 2001 through June 30, 2002 . The completion of this Contract was delayed due to the complexity of the negotiation process with the Contractor and budget hearings . Services were requested as needed by County staff and provided by Community Violence solutions in good faith. Approve and authorize the Health Services Director or his designee (Donna Wigand) to execute on behalf of the County, Contract #24-31.5-32 with Young Men's Christian Association of the East Bay, Inc. , a non-profit corporation, in an amount not to exceed $125,779, to provide on-school-site counseling services for emotional and behavioral disturbed students in selected schools in West County, for the period from January 1, 2003 through June 30, 2003. This Contract includes a six-month automatic extension through December 31., 2003, in an amount not to exceed $125,779. FISCAL IMPACT: This Contract is funded 39k by Federal Medi-Cal (FFP) , 20% by State EPSDT Funding, and 41* by Mental Health Realignment. CHILDREN'S IMPACT STATEMENT: This EPSDT Program supports the following Board of Supervisors' community outcomes: "Children ready for and succeeding in school"; "Families that are safe, stable, and nurturing"; and "Communities that are safe and provide a high quality of life for children and families" . Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) . BACKGROUXD/REASON(S) FOR RECOMMMMATION(S) : This Contract meets the social needs of County's population in that it provides counseling and therapy services for emotionally and behavioral disturbed students in selected junior high schools in the West Contra Costa Unified School District that improves their high school attendance records and decreases the use of acute Mental Health system of care services. On December 11, 2001, the Board of Supervisors approved Novation Contract #24-315-31 with Young Men's Christian Association of the East Bay, Inc. , for the period from July 1, 2001 through June 30, 2002, which included a six-month automatic extension through December 31, 2002, for the provision of counseling/therapy services for emotionally and behavioral disturbed students in selected junior high schools in the West Contra Costa Unified School District. Approval of Contract 424-315-32 will allow the Contractor to continue providing services through June 30, 2003. On January 18, 2000, the Board of Supervisors approved Contract #26- 972 (as amended by Administrative Amendment Agreement #26-972-1) with Pamela J. McBride, M.D. , to provide General Surgery services for Contra Costa Regional Medical Center and Contra Costa Health Centers, for the period from January 1, 2000 through December 31, 2002 . Approval of Contract #26-972-2 will allow Contractor to continue providing services through December 31, 2003 . BACKGROMM/REASON(S) FOR RECOMMENDATION(S) : On February 5, 2002, the Board of Supervisors approved Contract #22-- 821' (as amended by Contract Amendment Agreement #22-821.-1) with TempCARE/Teacher' s Connection, for the period from January 1, 2002 through December 31, 2002, to provide qualified teachers for George Miller Centers to provide coverage during temporary staff absences, vacations and vacant positions .
