Resp tfully submitted, KIn Shu er, Executive Assistant Contra Costa County Mental Health Commission The Mental Health Commission has a dual mission: First,to influence the County's Mental Health System to ensure the delivery of quality services which are effective,efficient,culturally relevant and responsive to the needs and desires of the clients it serves with dignity and respect;and, Second, to be the advocate with the Board of Supervisors, the Mental Health Division, and the community on behalf of all Contra Costa residents who are in need of mental health services. Activities • Expressed continued concern over the inability to site the Residential Treatment Facility(RTF) • Advocated for the establishment and hiring of the EPSDT funded positions to serve transitional age youth • Discussed how best to proceed to help reduce stigma • Focused on obtaining services/housing for the homeless mentally ill, seniors, and transitional age youth • Focused on obtaining additional services for transitional age youth • Planned what steps to take in order to get a separate children's psychiatric unit • Promoted getting the West County Community Center up and running • Filling Commission vacancies a major concern • Strong focus on proposed budget cuts to the mental health system, especially to the Children's System of Care • Participated in the California Association of Local Mental Health Boards and Commissions; Mental Health Coalition; and Anti-Stigma and Discrimination Task Force • Supportive of fund raiser activities for Mental Health Consumer Concerns and NAMI's Homeless Project • Anti-stigma fighting through the Speaker's Bureau • Advocated for more dual diagnosis training in mental health facilities and substance abuse programs • Advocated for a mobile crisis team II. Accomplishments • Took an official stand on the importance in the recovery process of allowing and encouraging the visitation of family and friends to jail and psychiatric hospital facilities • Sponsored a toy drive for kids receiving treatment at County mental health facilities • Supported a new position of Vocational Analyst in Vocational Services • Drafted a letter to Universal Studios commending them for their movie, "A Beautiful Mind" • Supported AB 1422 which would establish a California Mental Health Advocacy Commission • Adopted a resolution opposing the Governor's proposed budget cuts to mental health services • Opposed proposed cuts in EPSDT funding • Supported proposed changes in 51 SO Form • Assisted in securing the consumer-run Community Center for West County • Participated in rational Depression Screening Day • Held a Public Hearing on the proposed State budget cuts to the Children's System of Care, attended by over 100 parents, children, and representatives of County departments and contract agencies • Distributed copies of the video about the value of the Children's System of Care to members of the legislature's Joint Budget Committee, other local and state officials, and members of the Governor's staff' • Completed an extensive revision and update of the Commission's Bylaws • In a collaborative effort with Alcohol and Other Drugs Advisory Board, contributed to reports, resulted in grant writing for a dual diagnosis homeless programs and for more beds in West County and at Diablo Valley Ranch �j ` III. Traininz Certif3ication A follow-up to the 2001 Annual Retreat was facilitated by Dr. Ed Diksa, Director of Training for the California Institute of Mental Health(CIMH). Suggestions for accomplishing the goals of Commission focus items were discussed. Protocol issues that would allow for smoother-running and more organized efforts were also discussed.
