ACKNOWLEDGE receipt of Report from the County Construction Administrator regarding construction status at the Juvenile Half Expansion project. 2. DESIGNATE the County probation Officer, and the County Construction Administrator, as Contra Costa County's representatives to the State Board of Corrections for the purpose of providing construction project status reports at future State Board meetings. BACKGROUND: At its September 19, 2002 meeting, the California State Board of Corrections granted Contra Costa County a nine month time extension for completion of the Juvenile Hall Expansion. The current Grant completion deadline is March 31, 2004. This extension was conditioned on Contra Costa County submitting written progress reports to the State Board on a quarterly basis and attending each subsequent State Board meeting until construction completion. The attached report provides the information requested by the State Board's staff. Additionally, this report responds to the Contra Costa County Grand Jury Report#0104 wherein the Grand Jury recommends that the County Construction Administrator provide written quarterly progress reports to the Board of Supervisors and the Probation Department. Phase one includes the relocation of the police and public entrances to the existing hall along with all site work required to construct the new parking areas for the facility. Phase two includes the construction of the Administration,Intake, Sallyport, Kitchen/Laundry, (A, B, C, & S) and Housing units (D, E, F, & G) (see attached Juvenile Hall Expansion area diagram). Phase three includes finalizing work to the existing facility to meet building code requirements for occupancy. The contractor substantially completed phase one and continues to work on phase two. Phase Two Progress Administration Intake Kitchens f Laundry, and Sallyport Areas A B C and S As of November 27, 2002, construction of the Juvenile Hall Expansion is approximately 45% complete. The roof is installed over the Administration, Intake,Kitchen/Laundry and Sallyport. Several interior framed walls are installed in these areas and drywall installation began in the Administration area. The exterior window frames are installed along with 75%of the Exterior Insulation Finish System(EIFS). Exhaust hoods over the cook tops and the walk-in refrigerators are installed in the Kitchen area and all major tie- ins to the existing facility are complete with minor modifications for ADA requirements and egress to follow. Housing Units (D,E,F.and G) The underground utilities, footings, slabs on grade, first floor cells and tier slabs, along with the concrete columns supporting the second floor slabs are complete in areas"D" and"E" of the Housing Units. The underground utilities, and footings are complete in areas"F"and"G" of the Housing Units, along with the retaining wall adjacent to the Tamaplais wing. The electrical switchgear and the transformer are installed and await PG&E hook-up. Also, the underground utilities and drainage systems are installed in the interior courtyard between the Housing Units and the existing Juvenile Hall. The Construction Manager continues to monitor the Contractor's Storm Water Pollution Prevention Plan(SWPPP) in anticipation of winter weather. Contra Costa County Juvenile Hall 2 of 8 Schedule Activity Actual/Estimated Bate Grant Award May 20, 1999 Notice to Proceed May 8, 2001 Building Completion January 2004 Grant.Deadline March 2004 After absorbing a four to six month delay during the first year of construction, the contractor continues to construct the improvements in accordance with the updated master schedule. This schedule indicates a substantial completion before the grant deadline of March 2004. The attached site photographs demonstrate progress as of November 2002. Grant and Match Cash Flaw Period Estimated Actual 7/01/02 to 9/30/02 $3,080,540 $2,532,667 Billings for the quarter are slightly below estimated values. This results from large equipment purchases and off-site fabrications that are not yet eligible for reimbursement by the County.
