SUBJECT: STATUS OF IMPLEMENTATION OF THE MULTI-LANGUAGE CAPABILITIES OF THE
COMMUNITY ALERT NETWORK EMERGENCY TELEPHONE NOTIFICATION SYSTEM
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ACCEPT status report on the implementation of the multi-language capabilities of the
Community Alert Network emergency telephone notification system, and DIRECT the Health
Services Department to report back to the Internal Operations Committee with an update in
April 2003.
BACKGROUND:
The Internal Operations Committee was asked by the Board to receive updates from, and
provide additional direction to, the Health Services Department on the status of
implementing the multi-language capabilities of the Community Alert Network.
On March 5, 2001 the Committee received a status report and directed Mr. Pascalli to return
to the Committee in May 2001 with a work plan that identified the steps needed to be taken
to finish the multi-language messaging project by January 2002. The Committee also
requested that a staff member in the Hazardous Materials Program be designated as a
primary contact on this project, and that affected cities and the Air Quality Management
District be contacted for possible financial support of the project. The Health Services
Department worked with the community and affected agencies on this project throughout the
year, and provided updates to the Internal Operations Committee in March, May, August and
December 2001 on its progress.
Funding commitments were received in the amounts of$100,000 from the California Air
Resources Board and $40,000 from the Bay Area Air Quality Management District Board.
Acquisition of this funding has enabled the Department to proceed with the multi-language
pilot project involving the Laotion community. In December 2001, a Project Coordinator was
selected with the assistance of the Laotion Organizing Project.

On March 4, 2002, Mr. Kent provided a draft workplan developed by the new Project
Coordinator, Phaeng Toommaly. The immediate goals for the project in March were to
complete the workplan, hire and train outreach workers, develop a database for managing
the information collected through outreach efforts, and develop outreach materials.
Can December 2, 2002, Ms. Toommaly prepared and presented the attached status report to
our Committee, including an updated workplan. Ms. Toommaly indicated that data had been
collected from 421 households thus far, and that a CCTV grant had been obtained to
produce outreach videos in multiple Laotion dialects. Mr. Kent indicated that members of
the community were also advised that they might be contacted for additional information on
health-related issues. Mr. Pascalli indicated that outreach in the Lao community would be
conducted on multiple issues in an effort to assess and better meet the particular needs of
the community.

Laotian Community Emergency Response Project
Progress Report

Project Summary:
The Laotian Community Emergency Response Project officially started in May of 2002.
The original timeline projected the initiation date in April of 2002. However, the hiring
process delayed the start date of the program. Four Community Outreach Workers were
hired in May of 2002. The project coordinator had previously been hired in February.
The orientation for the Community Outreach Workers began with weekly meetings, toxic
chemical training, computer training, and training from CAER. The orientation, training
process,meetings with various community leaders, translation of necessary documents
such as advertisement and educational materials, and practicing presentation skills were
completed in May, June, and July.
The staff spent the month of August meeting,planning, preparing and practicing for
presentations and home visits. The months of September, October, and November were
spent conducting workshops and home visits to collect data. These three months have
also been used to work on a proposal to CCTV to create a training video in all four
Laotian languages and to develop an emergency procedure poster.
We are currently focusing on data collection. This should be completed by end of
January. Then we will test the system, develop a method for maintaining the system and
evaluate the project.
