BACKGROUND/REASON(S) FOR RECOMMENDATIONS} : In August 1997, the State of California Legislature passed Assembly Bill 1542 which brought major changes to the welfare programs previously operated by the State. Among the changes was a provision which required treatment of substance abuse and mental illnesses of Welfare-to-Work participants, when these conditions interfere with participation in Welfare-to-Work activities. Subsequently, the County' s Employment and Human Services Department and Health Services Department signed Interdepartmental Services Agreement #21-427, which allowed the Health Services Department to provide substance abuse and mental health services to Welfare-to-Work participants referred by the Employment and Human Services Department . On May 21, 2002 , the Board of Supervisors approved Contract #74-112-1 (as amended by Contract Amendment Agreement #74-112-2) with Asian Community Mental Health Services to provide mental health services, including individual, group and family collateral counseling, case management, and medication management services for Asian-language speaking Ca1WORKs participants to reduce barriers to employment, for the period from July 1, 2001 through June 30, 2002 . Approval of Contract #74-112-3 will allow Contractor to continue providing services through June 30, 2003 . Wigand, LCSW ll , Mental Health Director SUBJECT: REQUEST FOR RETROACTIVE APPROVAL OF CONTRACT FOR: Asian Community Mental Health Contract 74-112 STATEMENT OF NEED FOR RETROACTIVE CONTRACT At the beginning of FY 2001-2002,Asian Community Mental Health was operating under a contract with a payment limit of$100,000.00, an amount that was considered a start-up budget. This contract was amended in April 2002, increasing the payment level to $183,000. The amendment went to the Board of Supervisors at the end of May. The contract was not actually executed until July. Complicating the matter was the unknown CalWorks funding situation for FY 2002-2003. In May, CCHS was told that CalWORKS funding would be reduced by approximately 30% and the funding would be shifting from categorical State funding to block grant funding with local control. As the County began the budgeting process in July, the actual reduction was 5%. As of the end of September, the funding scenario completely changed, continuing the categorical funding status with an increase in funding. BENEFIT OF CONTRA COSTA COUNTY Approval of this retroactive contract amendment will allow for contractor to continue providing mental health services to Asian Cal Works clients.
