SUBJECT: Agreement Regarding Peace Officer Monument Project COf/
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION ACTION:
AUTHORIZE the Chair of the Board of Supervisors to sign an agreement on behalf of the
County with Sheriffs Charities, Inc. regarding construction and maintenance of the Contra
Costa Peace Officer Monument.
II. FINANCIAL IMPACT:
NONE
III. BACKGROUND/REASON(S) FOR RECOMMENDED ACTION(S):
On February 23, 2000 (Item S.D. 9), the Board of Supervisors accepted the donation of the Contra
Costa Peace Officer Monument. On February 27, 2001 (Item C.147) the Board of Supervisors
adopted Resolution No. 2001/73, authorizing construction of the Contra Costa Peace Officer
Monument on County-owned property.
The California Legislature approved grant funding through the Department of Parks and Recreation
to assist in construction of the Contra Costa Peace Officer Monument. A requirement to accept the
grant funding is an Agreement between the public landowner (the County) and the organization
responsible for the project (Sheriffs Charities, Inc.) delineating responsibilities. The attached
Agreement makes Sheriffs Charities, Inc., responsible and accountable for the construction of the
Monument and the County responsible for maintaining the project site once the Monument is
complete. The Sheriffs Office expects the maintenance required for the site to be minimal and
anticipates that work will be completed by work groups from the Work Alternative Program and
through the Inmate Landscape Training Program.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If this Agreement is not signed, an important funding opportunity for the Contra Costa Peace Officer
Monument project will be lost.

AGREEMENT
CONTRA COSTA
PEACE OFFICER MONUMENT
THIS AGREEMENT is made and entered into this 23rd day of October, 2001,
by and between the County of Contra Costa and Sheriffs Charities, Incorporated.
WHEREAS, the improvements to Contra Costa County-owned property by
Sheriffs Charities, Inc., for construction of the Contra Costa Peace Officer Monument,
hereinafter referred to as "Project", is in the public interest; and
WHEREAS, Contra Costa County and Sheriffs Charities, Inc. have found that it
will be in the public interest, economically and practically, to cooperate with each other
in regards to the Project, and therefore desire to enter into an agreement;
NOW, therefore, be it AGREED that:
1. Sheriffs Charities, Inc. is:
a. Wholly responsible for completion of the Project; and
b. Fully accountable for all Project expenditures.
2. Contra Costa County shall:
a. Assume title of the Project improvements on County-
owned property; and
b. Be responsible for on-going maintenance of the Project
once complete.
