Approval of Novation Contract #24-243-34 with REACH Project, Inc .
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee (Chuck Deutschman) to
execute on behalf of the County, Novation Contract #24-243-34 with REACH Project, Inc. ,
in an amount not to exceed $216,122, to provide drug abuse prevention and treatment
services, for the period from July 1, 2001 through June 30, 2002 . This Contract includes
a six-month automatic extension through December 31, 2002 in an amount not to exceed
$108, 057.
FISCAL IMPACT:
This Contract is 82 .7% Federally funded and 17.3% County funded.
CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse prevention and treatment program supports the Board of
Supervisors' "Families that are Safe, Stable, and Nurturing" and "Communities that are Safe
and Provide a High Quality of Life for Children and Families" community outcomes by
providing individual, group, and family counseling; substance abuse education;
rehabilitation support services; and substance abuse prevention services. Expected
outcomes include increased knowledge about the impact of addiction; decreased use of
alcohol, tobacco and other drugs; increased use of community-based resources; and increased
school and community support for youth and parents in recovery.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County's population in that it provides specialized
substance abuse treatment and prevention programs so that addicted youth are provided an
opportunity to prevent or recover from the effects of alcohol or other drug use, become
self sufficient, and return to their families as productive individuals.
On August 15, 2000, the Board of Supervisors approved Novation Contracts #24-243-32 (as
amended by Administrative Amendment Agreement #24-243-33) and #24-913-6 (as amended by
Administrative Amendment Agreement #24-913-7) with REACH Project, Inc. for the period from
July 1, 2000 through June 30, 2001 (which included six-month automatic extensions through
December 31, 2001) for the provision of substance abuse services throughout East County.
This Contract will combine services previously provided under Contracts #24-243-32 (as
amended by Administrative Amendment Agreement #24-243-33) and #24-913-6 (as amended by
Administrative Amendment Agreement #24-913-7) .
Approval of Novation Contract #24-243-34 replaces the six-month automatic extensions under
the prior Contracts, and allows the Contractor to continue providing services through June
30, 2002 .
