SUBJECT: AUTHORIZATION TO EXECUTE CONTRACT AMENDMENT FOR HEAD
START PROGRAM ENHANCEMENT SERVICES.
Specific Request(S)or Recommendation(S)&Background and Justification
I. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Community Services Director or designee
to execute contract amendment #34-460-4 with Antioch Partnership for
Quality Child Care, Inc., in the amount of$45,000 for a new payment limit of
$135,448 for continued Head Start Program Enhancement services for the
period from January 1, 2001 through December 31, 2001.
II. FINANCIAL IMPACT:
Funded through the Federal Head Start Basic Grant and is included in the
Child and Families Services Department's FY 2000-2001 budget. No County
Funding is required.
III . CHILDREN'S IMPACT STATEMENT:
The Community Services Department Head Start :Program supports two of Contra
Costa County's community outcomes: "Children Ready for and Succeeding in
School" and "Families that are Safe, Stable and Nurturing." These outcomes are
achieved by offering comprehensive services, including high quality early childhood
education, nutrition, health, and social services, along with a strong parent
involvement focus, to low-income children throughout Contra Costa County. The
overall goal of the program is to bring a greater degree of social competence in
preschool children from low-income families. The Head Start program allows the
County to provide these services to program eligible children, ages 3 to 5 years.
IV. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On January 23, 2001, the Board approved the Financial Assistance award from the
U.S. Department of Health and Human Services Administration for Children and
Families for Head Start Grant Funds through December 31, 2001.
Approval of this contract amendment with Antioch Partnership for Quality Child
Care, Inc., will allow for continuing Head Start services to 60 program eligible
children ages three (3)to five (5) years, in a full day childcare program.
