SUBJECT: Transfer HUD grantee of the Families,
Employment, Resources, Services, Together (FERST) program from St. Vincent de Paul
to Contra Costa Health Services Homeless Program.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
A. APPROVE AND AUTHORIZE the Director of the Health Services Department or
his designee to execute and submit a transfer of HUD grant project number
CA01 B005016 (formerly CA01 B905007) - the FERST multi-service centers from
St. Vincent de Paul;to Contra Costa Health Services, Public Health Division,
Homeless Program'. .
B. APPROVE AND ACCEPT the transfer of the remainder of funds for this project in
the amount of $.270,791.,:.from HUD to Contra Costa Health Services, Division of
Public Health, Homeless Program for the duration of the grant period, May 31,
2001 through June 30, 2002.
BACKGROUND:
Established through a HUD McKinney Continuum of Care, Homeless Assistance grant in
1996, the FERST multi-services centers operated by St. Vincent de Paul are located in
Concord and Pittsburg. Basic needs services such as food, clothing, counseling, and
information and referrals are provided to approximately 1000 individuals and families annually.
Recently, St. Vincent de Paul notified HUD and the County Homeless Program (as the
applicant of the Homeless Continuum of Care Consolidated Application) of the financial

hardship the agency has endured while operating the FERST program and the organizations
inability to continue the project without peril to the stability of the organization. It is unthinkable
that St. Vincent de Paul would cease to exist as a service provider thereby effectively eliminating
the many other valuable programs they provide to the community.
In an attempt to continue the level of services available to the homeless population throughout
the County, the County Homeless Program would become the applicant and project sponsor of
the FERST multi-service centers and continue to provide basic services to indigent families.
This arrangement would allow the County Homeless Program to receive HUD funding for the
FERST program and continue a much-needed service for the community.
This program is fully funded through HUD dollars. The 20% applicant match ($54,000)
required by HUD will be provided by on-going.Homeless Programs projects that are currently
appropriated in the budget. No additional County funds required.
